Job summary

The Clinical Operations Manager will support the Head of Operations and Director of Operations in the realisation of the Trusts Strategies, Vision and Values, supporting the delivery of high quality patient focused care, in a safe and sustainable way, within the locality.

Main duties of the job

The Clinical Operations Manager will, under the direction of the Head of Operations, be responsible for the management of the Team Leader and Clinical Mentors to provide management, leadership and direction for the locality, ensuring resources are used efficiently and effectively in response to service delivery needs, and to ensure the delivery of the service achieves the national standards and quality requirements, and other key performance indicators agreed locally with service commissioners and contacted partners, working collaboratively with local with health partners, agreeing and delivering services that meet local needs.

Job responsibilities

Operational, Strategic and Clinical Governance:The Post Holder:1) Will be directly responsible for, and manage, all aspects of the direct delivery of patient care in the locality, reporting to and acting on behalf of the Head of Operations when required, encouraging staff to continuously improve the care and clinical quality of the service they provide to patients, the post holder will exercise autonomy, decision making, judgement and discretion, at a level appropriate to this role, delivering clear leadership by personally demonstrating the highest organisational, professional and personal standards in the best interest of patients and the Trust.

2) Is accountable for the delivery of patient care within the locality, and will be required to liaise, negotiate and provide reassurance to stakeholdersregarding the delivery of the service on a day to day basis, ensuring that theservices are delivered to agreed quality and financial standards, referringrequests for specialist care or contractual deviation to the Head of Operations.

3) Will contribute to the development of strategic plans for the improvement and redesign of the service of the Trust, taking into account the need to balance service development against immediate service delivery needs and the requirements of stakeholders, by providing information and evidence that supports improvement to activity, which will impact across all areas of service, and by championing change in the organisation

4) Will support the Trusts Clinical Governance agenda in specific key areas, for example, national response times, clinical and HCPC compliance, patient records, risk, complaints, etc., ensuring that the staff in the locality understand and comply with regulations, standards and Trust requirements, including agreed time scales for delivery, the post holder will work closely with the clinical governance and other service managers to develop and action plans to support and develop the delivery of commissioned service requirements.

5) Will utilise and be compliant with Trust ICT systems in order to maintainaccurate data on the delivery of patient activity and overseeing informationgovernance within their area of responsibility. Will provide internal andexternal reports and analysis for local stakeholders in order to supportdecision making and progress planning. (GRS, ICAD, I-Net, Qlikview etc.)Management and Leadership:6) Responsible for the line management of Team Leaders, Clinical Mentors and operational staff in the locality, providing advice and mentorship, managing performance issues effectively and constructively, ensuring that standards of best practice are understood and applied, and by developing initiatives aimed at improving the level of support for staff by developing and encouraging a culture of responsibility for personal development which ensures that all the requirements necessary for personal and professional skills are met and maintained.

7) Ensure that the Team Leaders and Clinical Mentors in their locality aresupported and developed; paying particular attention to performancemanagement, on-going training and career development, undertaking regular appraisals and ensuring mandatory training takes place, overseeing effective sickness management, performance and capability issues in the locality.

8) Ensure that there are effective mechanisms in place for engaging with staff and promoting positive collaborative working relationships. Review the individual performance of direct reports against organisational objectives on a regular basis and ensure that they employ robust budget management that meet all statutory and regulatory standards specifically in line with national guidance.

9) The post holder with be involved in the planning and development ofappropriate workforce, taking into consideration the development and training needs of current and future employees, in order that initiatives areimplemented to ensure that the Trust has a workforce that can deliver awidening range of mobile health care services, with a patient focused approach, ensuring that there are clear strategic and long term plans in place to achieve this.

10) Actively contribute to the development of effective networks and partnerships with other organisations to enable the trust to continuously improve and learn from best practice, and promote a positive organisational image

11) Encourage ideas and initiatives from the Operations teams, providingsupport and evaluation of initiatives prior to linking with other departments to consider implementation, taking into consideration the potential benefits, impact and limitations they may involve and ensuring that the workforce is developed to ensure that it meets changing demands and priorities, and places an emphasis on the sharing of skills and knowledge

12) Ensure that there are effective mechanisms in place within the operations directorate that ensure engagement with all staff, and which promote positive collaborative working relationships and which will support the modernisation of working practices and to promote successful and cooperative team working within the operations directorate

13) The post holder will be responsible for establishing working relationships with the CCC and Planning Management teams to develop cross departmental work-streams to manage seamless transition of working practices and processes.

Financial and Corporate Governance:

14) Will manage the locality budget, delegated by the Head of Operations, the post holder has responsibility for the authorisation of expenditure and is accountable for this budget, the post holder is responsible for localprocurement and will be required to produce business cases, as appropriate to capital or revenue expenditure, when required.

15) Ensure that the staff in the locality are aware of and comply with Trustpolicies and procedures, noting in particular those that safeguarddepartmental staff, equipment and resources, setting quality standards asappropriate, proposing, interpreting, developing and implementing policyappropriate to the department, including policies which impact on serviceprovision and other areas of the Trust.16) Will be required to develop and implement Cost Improvement Programmes for the locality and to extend to other localities, to ensure the Trust delivers financial savings through efficiencies while maintaining safe, timely and effective patient care.

17) Accountable for the clinical and operational performance metrics for the locality, analysing and evaluating key data sets, interrogating quantitative and qualitative data generated internally by the Trust, and from external sources. 18) Accountable for effective interaction with stakeholders both internally and externally. To develop and maintain strong working relationships across all sectors of the local health & social care economy, ensuring that active, open and robust lines of communication are maintained. Communicating service related information to stakeholders, which may be highly complex, sensitive or contentious, ensuring a deeper understanding of the Trust and how the decisions of other service providers impact on the work of SCAS.
