Job summary

To take lead responsibility for the Trusts Major Capital Development Programme as directed withinthe Royal Berkshire Hospital Major Capital Works Plan, ensuring the most effective planning, development, deliveryand financial management of all services are provided.To provide and receive highly complex information, communicate Estates & Facilities policies,technical information to Senior Managers, Directors, Care Group Leads, high level negotiationswith contractors, consultant parties, local authority officers and other external bodies.To take technical and professional lead on identified issues related to the management of CapitalDevelopments to provide accurate up to date advice to the Deputy Director of Estates & Facilities.

Main duties of the job

To develop, plan and monitor the delivery of the major capital elements of the Royal Berkshire Hospital Major Capital programme, including the 5-year rolling plan and ten year strategic review, incorporating all major projects, the retained estate programme and estate property/utilisation programme to enable theefficient use of the Royal Berkshire Hospital Estate and general life cycle replacement programmes.

To take responsibility for the management and execution of the Royal Berkshire Hospital estates capital programme,and to lead the capital development and PMO team.

To provide professional leadership to all staffwithin the recognised professional area.

To provide expert advice to senior managers, care group directors/leads and other senior colleagues

To be professionally and managerially accountable for estates capital construction matters and for the strategic development of the estate.

To have responsibility for providing a safe environment and reducing risk for patients, staff andvisitors in respect to estates capital development works. To assess space utilisation of premiseswhere the trusts occupies and identify opportunities for efficiencies.To procure/manage appointed external capital project consultants and associated contracts asrequired, e.g. NEC, P22, JCT etc.To undertake concept and full cost feasibilities to enable Operational Directors / business leads todevelop business cases for clinical expansion and estates development/improvement.To provide expert specialist and professional construction project advice to Senior Management ofthe Division and the organisation.To be managerially accountable for the externally appointed capital development team, projectconsultants and contractors as required.
