Job responsibilities
To support the development of long term strategic plans that are relevant and impact across whole organisation in support of Trust objectives; and the development of Estate Strategy that is responsive to the Trusts clinical services and financial strategy.
Responsible for interpreting legislative, land, contract and property and other policy requirements on Estates matters for the Trust and for advising the Deputy Director of Estates & Facilities, Trust Board, sub-organisations on appropriate E&FM capital related matters.
Full financial management and accountability of all major projects. To manage and control as designated, major Trust capital budgets, authorise capital requisitions/purchase orders and to authorise payment of associated capital works invoices. Closure of final accounts.
Professionally and managerially accountable for all major capital estates construction and engineering projects, ensuring health & safety compliance and appropriate management of risk.
To take technical lead on identified issues related to the management of Estates capital, providing accurate up to date advice to the Trust Executive and Capital investment Group.
To be professionally accountable for the development and implementation of Trust policies relating to the delivery of the capital programme, assigned corporate policies, land and property portfolio of the Trust including Town and Country Planning advice.
To participate in the production of the Divisional Business Plans and in the business planning process for the Estates Department, ensuring active involvement of all professional staff planning and service development. To develop and produce performance targets/KPIs and co-ordinate the monitoring of these through an agreed set of performance indicators to track spend and scheme delivery.
To develop and maintain close and effective working relationships with Senior Estates & Facilities Managers to support an effective and integrated Estates & Facilities service.
Lead the production of the design brief and manage design development, including leading and co- ordinating the multi-disciplinary design teams
Ensure there is a co-ordinated process in place to take all design drawings to the agreed programme contractual status and manage any change of scope or clinical variations, ensuring that they are essential and costs are affordable, within budget and achieve value for money.
Lead on the procurement of the contractor/delivery team, taking responsibility for the management of that team and the external design team and for the delivery of outputs to ensure that they meet the brief; that they are delivered to the programme plan and budget; and that outputs are delivered in a way that supports partnership and aligns with the programme vision and objectives.
Lead the delivery of the Capital programme through the construction and commissioning stages by managing the administration of the design and construction contract and liaising with other stakeholders as necessary. This will include issuing instructions to the construction partner; the certification of valuations; and monitoring and supporting the construction partners so that progress is sustained and accurately reported to meet the objectives of achieving the requirements of the brief, delivering the hospitals into clinical services projects on time and ensuring that the programme are delivered within the approved budget.
Ensure that the full potential of Building Information Modelling is achieved both in the construction stages and operational phases of the projects.
Work with the design team to develop and implement a sustainable development management plan.
Work with the Trust estates leads to ensure soft and hard FM services are fully integrated within the design development, commissioning and delivery of capital projects.
Oversee the town planning approvals, building regulations and legal process related to capital projects. Provide all necessary design and development inputs to the trusts Business Case process.
Using appropriate advisors to produce capital costs and lifecycle estimates for the design and construction works and liaise with the Finance and procurement team.
Act as the key point of contact with external advisors, ensuring that the budget is spent appropriately and delivers value for money. This includes ensuring that focus is maintained on agreed priority/risk areas, the scope and methodology are well defined, reporting mechanisms are in place and outputs are in line with agreed deliverables.
Lead by example, in terms of leadership behaviour and effectiveness, using tact and diplomacy to unblock barriers to effective team working and establish collaborative and supportive working between relevant teams and organisations.
Be responsible for the monitoring of milestones and analysis of KPIs.
Be responsible and accountable for the development of financial, quality, performance, human resource management and productivity plans and objectives to support the delivery of the major capital programme and ensure effective delivery of these plans.
Manage stakeholder involvement and buy in to the Programme and its benefits.
Support the resolution of any major business issues, including any conflict resolution between key partners and stakeholders.
Act as the budget holder for the allocated capital work stream and be accountable for expenditure within the budget and ensure that all expenditure represents value for money.
Support the relationships with suppliers contributing to the programme, adapting the mix and engagement model of those suppliers as the needs of the programme evolves.
Work closely with the Royal Berkshire Hospital Programme Director and Design Construction Director as part of the overall Estates Redevelopment Programme.
Maintain an effective framework of governance for the RBFT Capital programme.
On behalf of the RBFT, identify and mitigate significant operational risks to the delivery of the programme, through liaison with key stakeholders internally and externally as required.
Determine and manage information sets on behalf of the programme, also be responsible for developing an effective governance framework to ensure appropriate information is available for the programme management requirements, including work logs, action plans and risk registers for the assurance of steering groups.
Undertake advanced analysis of complex and technical financial, clinical, performance and other data and information; and communicate results, findings and insights to a broad range of internal and external stakeholders.
Support the management of the audit programme to support the regulation, scrutiny and statutory inspections of the redevelopment.
Develop briefing materials for the Royal Berkshire Hospital Programme Executive, the Royal Berkshire Hospital Programme Delivery Group, the Royal Berkshire Hospital /
Executive and other dedicated programme governance meetings to support key policy decisions and to aid the resolution of major programme issues.
Develop briefing materials for the Royal Berkshire Hospital Trust Board and external decision-making forums to support key investment decisions.
Attend all other associated governance meetings as required to facilitate progress of the programme.
Work with the Royal Berkshire Hospital Redevelopment Programme Director in maintaining close programme engagement with all parties involved including local authorities, providers and other community service providers.
Manage all relevant services and staff within budget, reporting on the financial position of the programme consistently and effectively. Assume the overall senior point of contact with the construction partner.
Oversee the construction works, minimising disruption to the hospital operations, and ensuring delivery of the redevelopment proposals in terms of programme, cost and overall delivery plan.
Oversee the building and clinical commissioning of the facilities in alignment with the phasing and decant programme.
Establish mechanisms to track benefits and report on benefits realisation.
The post has line management responsibility for project teams and the resourcing for these teams will be dynamic and reflect the needs of the project at any point in time.
Required to source and use data from a wide range of internal and external sources.
Must ensure that Trust records are documented, secured, stored and disposed of appropriately and in accordance with Trust policies.
