Job summary

We are looking for an ambitious and influential leader that demonstrates the vision and leadership qualities to support significant digital transformation and innovation within the Trust.

You will be responsible for supporting the development and implementation of our Digital Strategy, which will involve Digital Architecture, Solution Design & Application Development, and Digital Systems Integration. This will involve in-depth planning and subject expertise to deliver the Trust's next steps and identify digital solutions.

You will have the opportunity to work with senior stakeholders both internally and externally of the Trust and will play an integral role in the strategic development and delivery of various technologies, including the Trust's Digital application architecture and patient-facing applications. Additionally, you will contribute to the CARE values of the Trust, promoting a culture based on improvement, innovation, and understanding.

Interviews and stakeholder events will be scheduled for the week commencing 7th November 2022.

Main duties of the job

The Deputy Chief Information Officer will play a critical role in supporting the Information and Technology Director/Chief Information Officer in the full range of their responsibilities, including identifying opportunities to develop digital innovation across the Trust as well as the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care System (BOB ICS).

Alongside these duties, you will provide leadership to teams within Digital Technology, providing direction and expertise to staff, whilst building strong relationships to support the Trust's aims. You will be responsible for budgetary management, which includes securing internal funding, managing project budgets, and identifying opportunities for cost savings.

The Deputy CIO is a pivotal role in delivering the Trusts ambitious Digital Programme. This requires an in-depth knowledge of emerging technology, drawing on developments across the technical spectrum not only those in healthcare, and supporting the cross-fertilisation of ideas in design solutions.

The post holder is the Trusts primary advisor (Subject Matter Expert, SME) in navigating the external Digital solution landscape and playing a key role in securing, where possible, multi-million-pound external funding and ensuring systems are delivered to optimise patient care. The role extends beyond the Trust to encompass the wider health economy across a patient / client base of several million population ensuring optimal Technical design of Information Architecture, Solutions Design and Systems Integration to allow secure information sharing and direct access via a patient portal.

The post holder is responsible for identifying Digital, often innovative, solutions that will improve patient services and work with senior operational and business colleagues in bringing these solutions to successful implementation.

The post holder will deliver Digital solutions keeping the Trusts CARE values of compassionate, aspirational, resourceful, and excellent at the centre of their implementation for the benefit of patients and other service users.

The role leads for the Trust in achieving target levels on external digital assessments including Healthcare Informationand Management Systems Society (HIMSS) digital maturity criteria and the Digital Maturity Assessment (DMA) to support the Trusts aspirations to achieve Global Digital Exemplar status (Digital Maturity HIMSS level 6).

To support the hugely increased and continually increasing dependence on Digital in the Trust the role must ensure the ongoing development and management of a flexible and fully resilient 24/7 Digital Application Support Function.
