• The development and management of the Digital Programme Management office (PMO) and the Digital Programme team (about 25 staff)

• Lead on the development of an annual Informatics delivery plan that includes timescales and delivery dates, resources, and cost (for the whole of the Informatics teams)

• Manage the pipeline of new projects, be responsible for resources allocation and reprioritisation to meet Trust priorities.

• The PMO function to deliver the Digital Programme (The Digital Programme has an annual estimated capital value of approx. £5 million)

• Developing a robust planning process that considers resources, timescales, and costs across the whole Informatics Department. The annual plan will be updated on a regular basis to accommodate new requirements/requests. The role will be responsible for highlighting consequences in terms of cost, timescales and resources as changes are made.

• Delivery aspect of the Digital Strategy taking the high-level plan that is outlined and developing it in more detail for the next five years. This planning work will be undertaken in the context of a transition to working more closely with other healthcare partners in the HIOW integrated care system (ICS) and a rapidly changing service delivery model at UHSFT.

• The post holder will develop a new function whereby all new requests for Informatics projects are received and quantified before a decision is made to proceed. This will change the way the Informatics service works.

• The post holder will work with the Head of Digital Programmes to align the delivery of the Digital Strategy with the transformation programme to maximise benefits for the Trust.

• The post holder will be required to deputise for the Head of Digital Programme

As an experienced leader you will develop key trusted relationships with senior stakeholders across clinicians, technology, and the Trust.

You will need to be highly motivated and enthusiastic with a significant amount of IT and change management experience, ideally in the NHS setting, and have the commitment to drive the implementation of our digital strategy forward.

They work closely with their colleagues in the Informatics Department to best communicate the effective adoptionof new technology and systems to the organisation.They support engagement with clinical and admin stakeholders across the hospital to ensure that projects are clinically led and focused on delivering benefits for staff and patients.

Qualifications

Essential

• Educated to master's degree level in Informatics / Health Informatics or related subject or able to demonstrate an equivalent level of relevant knowledge and experience
• Significant senior management experience including working with highly specialist knowledge and service management development
• Management Qualification or relevant experience
• Managing Successful Programmes (MSP) Qualification or equivalent
• Budget management with experience of both revenue and capital budgets
• Change management qualification or relevant experience
• Specialist knowledge, experience and expertise in Informatics.
• Presentation skills including presenting to large groups - able to articulate complex information in a clear way to deliver to different audiences
• Evidence of continuous professional development

Experience

Essential

• Extensive programme management experience
• Experience in developing and implementing Service Level Agreements /Contract Management.
• Experience of leading a service including budget and staff management
• Experience of facilitating, capturing, analysing and documenting complex business and clinical requirements and translating these into requirements for digital systems.
• Understanding and experience of portfolio and programme risk management and mitigation including clinical safety risk
• Understanding and experience of portfolio and programme level stakeholder management. Able to develop strategies for engaging and managing different types of stakeholders in digital programmes and projects
• Demonstrable knowledge of change management and service improvement approaches

Desirable

• Experience and understanding of delivering procurement projects using NHS methodologies, assurances and frameworks.

Aptitudes and Skills

Essential

• Able to develop and implement complex processes to support project and service delivery
• Exceptional team management skills. Able to manage and motivate large teams with challenging objectives to deliver complex technical projects and programmes under significant pressure
• Excellent written and verbal communication skills
• Business case development skills- building and developing complex cases. Able to develop robust option appraisals. Able to estimate costs and effort for large scale digital projects.
• Able to plan complex service changes for improvement with a detailed understanding of the incremental steps required
• Undertake research into best practice and able to bring that into the Informatics service. Knowledge of how to effect change in a technical and clinical environment
