Job summary

We are pleased to be advertising for the post of Deputy Freedom to Speak Up Guardian.Due to the size and geographical spread of the organisation, the Trust seeks to expand its FTSU resource by appointing an Assistant Guardian to work alongside the current Lead Guardian in providing an alternative route for staff to speak up in confidence.

Nottinghamshire Healthcare Trust aims to ensure that all of its staff are able to raise concerns openly, and without fear, and that all concerns are responded to rigorously, acted upon and that learning is disseminated. The deputy Freedom to Speak Up Guardian will support the development and continuous strengthening of a strong and open speaking up culture, handle concerns with integrity, confidentiality, and tenacity.

The Deputy FTSU Guardian will be a visible figure across the Trust and accessible to all staff, students, contract workers and volunteers. They will work with FTSU champions across the organisation supporting to make FTSU 'business as usual.'

The Deputy FTSU Guardian will work alongside the lead guardian, supporting to ensure that there is an opportunity for learning and improvement across Notts Healthcare as a result of the issues being raised.

Main duties of the job

The Deputy Guardian will work independently and act impartially reporting to the lead guardian. They will work with leadership teams and FTSU Champions to support the organisation in becoming a more open and transparent place to work, where all staff are actively encouraged and enabled to speak up safely.

The Deputy FTSU Guardian will :

  • operate impartially, independently, and objectively whilst assisting the Lead FTSU Guardian and Trust leadership teams to support the Organisation in developing a speak up, listen up and follow up culture.
  • will report emerging themes and learning from cases to the Lead FTSU Guardian. This will be used to promote Organisational learning and improvement, improve the experience of colleagues and to protect patient safety and the quality of care.
  • will work with the support and guidance of the Lead FTSU Guardian to provide a specialist advice and a speak-up consultancy service across the Organisation to support colleagues to speak up safely.
  • with support of the Lead FTSU Guardian to facilitate specialist training programmes for colleagues
  • will support a diverse team of FTSU Champions providing supervision and ensuring they play a meaningful role in the FTSU function for the Trust including signposting, supporting others to speak up and directing to the Guardian.
  • will comply with National Guardian Office guidelines and the regional FTSU guardian network.

Job responsibilities

  • To triage all concerns and escalate more serious or complex issues to the Lead FTSU Guardian as required.
  • Work under the guidance of the Lead FTSU Guardian maintaining and role modelling good leadership, impartiality and confidentiality at all times.
  • Support the Lead FTSU Guardian to ensure freedom to speak up messages and learning resulting from colleagues speaking up are regularly communicated across the organisation. This will include operationalising the communications plan.
  • Assist the Lead FTSU Guardian by ensuring all cases are regularly updated on the internal recording system.
  • Deputise for the Lead FTSU Guardian in their absence. This includes presenting Freedom to speak up reports at Board and other committees.
  • Ensure intelligence on patient safety, service quality, staff experience, and barriers to speak up, is shared with the Lead FTSU Guardian.
  • Assist the Lead FTSU Guardian to ensure speaking up processes are continuously improved by regular reviews of process, outcomes and effectiveness.
  • Assist with the delivery of specialist training on speaking up for all colleagues, managers and senior leaders within the organisation.
  • Work with managers/leaders to support them in actively inviting their teams to speak up and respond positively when staff do. Ensure all staff are supported appropriately when they speak up. Support managers to respond positively when colleagues speak up.
  • Ensure cases are recorded according to National Guardian and Trust guidance.
  • Manage cases effectively, thanking colleagues for speaking up, giving regular feedback on progress and seeking guidance from the Lead FTSU Guardian as required.
  • Support the Lead FTSU Guardian to evaluate the success of the freedom to speak up arrangements by seeking feedback from everyone who uses the guardian route to speak up.
  • Assist the Lead FTSU Guardian with the preparation of an annual report on Freedom to Speak up to be presented at a Public Trust Board Meeting.
  • Support the Lead FTSU Guardian in developing, training and supporting an appropriate network of Freedom to Speak up champions within the organisation who can encourage and give confidence to staff to speak up.
  • Contributes to the regional FTSU Guardian network.
