Are you a patient and quality focused team-player that can lead the team managing the Estates and Facilities Capital Programme for West Suffolk NHS Foundation Trust? The role is permanent and forms part of the Senior Management Team for the Estates and Facilities Division where you will have the opportunity to lead, support and work with colleagues both internal to the team and external.

You will be an experienced, motivated and self-disciplined Masters-Level educated Chartered Construction, Engineering or Property Professional with responsibility for ensuring the effective development and delivery of the Capital Programme. You will be based at West Suffolk Hospital but will be required to visit other sites across the West Suffolk area.

Main duties of the job

Support both the implementation and review of the WSFT Estates Strategy as we plan to move from the current site to the new facility as part of the New Hospital Programme; ensuring effective investment-planning is in-place for both the retained elements of estate but also other properties owned and operated by WSFT. In addition, you will support appropriate investment decisions in the current Hardwick Lane site including ensuring our current Reinforced Aeriated Autoclaved Concrete (RAAC) buildings continue to support high quality and safe healthcare for their remaining life.

Reporting into the Associate Director of Estates and Facilities, you will work with colleagues both inside EFM but across the organisation to support their business needs, supporting or delivering business cases as appropriate. You will lead on the Capital Programme development and upward-report on both risk and progress to the Trust Board.

Along with being self-motivated and disciplined, you will have an inquisitive mind and be confident challenging yourself how to improve what we do youll never consider good enough as acceptable. Youll lead the Capital Development Team and give them the appropriate leadership, support, and development through this complex and challenging time for our Estate.

JOB PURPOSE:

The post holder will be a Senior member of the Estates & Facilities Management team, with responsibility for the leadership and management of the Trusts Capital Development Team, specifically;

Managing the planning and delivery of the property elements of the Trusts capital programme.

Develop and maintain WSFTs Site master plans relating to both Acute and Community Estate.

Management of the Capital Development Team

Act as the professional link to support the Estates Strategy for WSFT in collaboration with service users and key stakeholders

Have a strong service, quality and operational delivery focus with the ability to take a robust brief and develop that into a clearly articulated programme or project

Estate disposal and acquisition

The Development and Maintenance of a programme assuring the organisation implements Government Soft Landings (GSL)

The post holder has leadership, managerial and professional responsibility for the above professional functions on behalf of the Trust. The post holder holds line management responsibility for managers in these areas of responsibility.

The post holder will be responsible for ensuring the services noted above are effectively resourced, have clear policies to deliver high quality and safe services and robust governance to give assurance from Ward to Board in respect of national standards and statutory compliance.

The post holder will act as the Trusts expert in these areas, providing highly specialist and professional estates expertise to directors, clinicians, senior managers and other staff throughout the Trust.

At a corporate level, the post holder will formulate and deliver strategic and operational objectives whilst ensuring the provision of a comprehensive and efficient service working on behalf of patients, visitors and staff.

The post holder will be expected to embrace the changes in the delivery of health care and to identify and implement innovative solutions that support the Trusts Objectives.

Accountable for the delivery against Key Performance Indicators (KPIs), Capital developments and support the departments Business Plan. Lead on the provision of services to sustain future strategies and developments with the support of Senior Project Managers in each of the key areas.

Responsible for resource management to specified targets and standards in line with the Trusts business plan and national targets.

To assure GSL is being achieved by acting as the GSL Champion

Manage the Trusts Capital Programme for EFM schemes and support clinical colleagues and other departments (e.g. IM&T) in their Business Planning taking leadership for collaborative projects

Support the Associate Director of Estates and Facilities as one of the Senior Management Team within EFM.

Hold management accountability for Senior Project Managers in their Delegate Schemes

Take responsibility for leadership and management of the Capital Element of the Premises Assurance Model (PAM) for the Trust, working collaboratively with colleagues to peer-review all areas

Ensure Risk Assessments are in-place in all areas the post holder is accountable for, and that actions are recorded and managed effectively

Lead the EFM element of the Trusts Capital Programme both in ensuring the identification, business case development and delivery of the backlog investment projects, engaging stakeholders as appropriate
