Job responsibilities
JOB PURPOSE:
The
post holder will be a Senior member of the Estates & Facilities Management
team, with responsibility for the leadership and management of the Trusts Capital
Development Team, specifically;
Managing the
planning and delivery of the property elements of the Trusts capital programme.
Develop and maintain
WSFTs Site master plans relating to both Acute and Community Estate.
Management of the
Capital Development Team
Act as the
professional link to support the Estates Strategy for WSFT in collaboration
with service users and key stakeholders
Have a strong
service, quality and operational delivery focus with the ability to take a
robust brief and develop that into a clearly articulated programme or project
Estate disposal
and acquisition
The Development
and Maintenance of a programme assuring the organisation implements Government
Soft Landings (GSL)
The post holder
has leadership, managerial and professional responsibility for the above professional
functions on behalf of the Trust. The post holder holds line management
responsibility for managers in these areas of responsibility.
The
post holder will be responsible for ensuring the services noted above are
effectively resourced, have clear policies to deliver high quality and safe
services and robust governance to give assurance from Ward to Board in
respect of national standards and statutory compliance.
The
post holder will act as the Trusts expert in these areas, providing highly
specialist and professional estates expertise to directors, clinicians, senior
managers and other staff throughout the Trust.
At
a corporate level, the post holder will formulate and deliver strategic and
operational objectives whilst ensuring the provision of a comprehensive and
efficient service working on behalf of patients, visitors and staff.
The
post holder will be expected to embrace the changes in the delivery of health care
and to identify and implement innovative solutions that support the Trusts
Objectives.
Accountable
for the delivery against Key Performance Indicators (KPIs), Capital developments
and support the departments Business Plan. Lead on the provision of services to
sustain future strategies and developments with the support of Senior Project
Managers in each of the key areas.
Responsible
for resource management to specified targets and standards in line with the
Trusts business plan and national targets.
To assure GSL is being achieved by acting as the GSL
Champion
Manage the Trusts Capital Programme
for EFM schemes and support clinical colleagues and other departments (e.g.
IM&T) in their Business Planning taking leadership for collaborative projects
Support the Associate Director of Estates and
Facilities as one of the Senior Management Team within EFM.
Main duties and responsibilities:
Hold
responsibility for the Capital Development Team and Capital Projects within
West Suffolk Foundation Trust.
Ensure
a customer-focused approach by the team in briefing and scoping projects at all
times, ensure an intelligent loop of brief, respond and review before
signing-off any scheme
Ensure
Robust Governance is in place for managing New Build and Refurbishment Work
in-line with Health and Safety Legislation, Government Soft Landings with a key
focus in working in a live an operational organisation
Hold
management accountability for Senior Project Managers in their Delegate Schemes
Ensure
a programme of training and development is in place within the Development Team
to ensure that each member of staff is supported
Take
responsibility for leadership and management of the Capital Element of the
Premises Assurance Model (PAM) for the Trust, working collaboratively with
colleagues to peer-review all areas
Ensure
Policies are in place relating to relevant Capital schemes for the Trust and
where required effective procedural documents are also in-place
Ensure
Risk Assessments are in-place in all areas the post holder is accountable for,
and that actions are recorded and managed effectively
Lead
the EFM element of the Trusts Capital Programme both in ensuring the
identification, business case development and delivery of the backlog
investment projects, engaging stakeholders as appropriate
Responsibility
and accountability to investigate and respond to complaints received from
patients, visitors, staff and public, regarding Projects taking place on-site
Advise
the Trust through the Associate Director of Estates and Facilities with regard
to resource requirements to ensure that Capital schemes are effectively
resourced at an appropriate level.
Appoint
all consultants in-line with Standing Financial Instructions and the Scheme of
Delegation to the relevant RIBA framework stages with the EFM Head of Business
Review
and report on data/ information provided by Project Managers to ensure the
completion of KPIs and upward report challenges or risks that cannot be
managed within delegated authority.
Budget
Management responsibility, supporting Senior Project Managers and holding them
to account as appropriate.
Operational Delivery
Hold
responsibility, with the Head of Facilities and Head of Business, to Support
the Associate Director of Estates and Facilities in Business Planning,
Compliance Overview and Strategy Development
Ensure
effective plans are in place to lead on Programme Management for the
Organisation, undertake reviews as required
Oversee
the compliance framework with regard to the appointment, management and timely
review of the performance of Consultants and Contractors and assure the
Associate Director of Estates and Facilities on their robustness
Lead
on the preparation of business cases where required, support Service Managers,
Directors, Clinicians as appropriate
Responsibility
to work with the Estates and Facilities Head of Business on opportunities
around Income Generation and using existing resources more effectively
Work closely with the Associate Director of IM&T to
ensure that where possible Digital First is implemented in managing the
information around the Organisations schemes in-line with GSL
Contribute
to the Trusts overall performance with regard to the NHS Plan
Health and Safety
Responsibility
for the Health and Safety of all staff in their work and ensure that the health
and safety of others is effectively managed in delegated areas of
responsibility.
Ensure
compliance with all Health and Safety legislation with regard to managing
contractors in an operational site with clarity on Contractor and Trust
respective responsibilities
Support
the Risk Team as required on managing and reporting on Risk
Liaise
with external agencies, such as the Health and Safety Executive, together with
NHS agencies and the professions as required
Management and administrative
Encourage
and develop a culture to ensure the highest levels of customer service are
delivered by staff promoting a professional and caring manner.
Work
collaboratively across the EFM team to ensure the engagement of key
stakeholders in the delivery of the Trusts Capital Programme
Provide
high quality Programme and Project Management which support the overall patient
experience in-line with the Trusts values and strategic objectives.
Responsible
for leading, motivating and developing your team to maintain a high level of
staff morale and promote a culture of achievement of high standards and
openness, empowerment and receptive to change and dedicated to performance
targets.
Ensure
appropriate performance appraisal system is implemented including personal
development plans in accordance with the Trusts policy.
Manage
staff and contractors performance issues including disciplinary actions for
staff or sanctions in line with Service Levels/ Contractors Agreement.
Prepare
comprehensive reports on compliance, Development and performance for the
relevant Groups & Committees.
Financial Management, Governance and
Reporting
Manage
delegated Capital Projects of all value within the programme (typically up to
£10m but can be in excess of this) to ensure high standards of probity are
maintained at all times.
Ensure
the effective reporting of compliance against Brief, Cost and Programme for
Capital Projects
Demonstrate
an awareness of personal responsibilities in relation to current health and
safety legislation.
Understand
and discharge competently the Trusts Standing Financial Instructions
Comply
with the Data Protection Act.
Comply
fully with all policies and procedures approved by the Trust.
Provide
reports on Development Team performance to the Associate Director of Estates
and Facilities for various assurance Committees (Health and Safety, Capital etc).
Manage
& be responsible for substantial budgets for provision of compliance and
assurance
Control
expenditure and manage resources in compliance with SFIs
Collaborate
with the Associate Director of Estates and Facilities and Estates and
Facilities Head of Business for all areas of financial control and complete
annual budget setting for areas of responsibility.
Quality
Ensure
that a quality patient experience and safety are the key cornerstones of all
duties.
Ensure
that in all issues patient/customer requirements are met and all staff
contribute fully to achieving the Trusts corporate goals and objectives.
Ensure
accurate and timely progress and forecast reports are provided to ensure timely
and accurate preparation of the Departments performance reporting mechanism.
