Job summary

The Consultant in Public health supports the West Yorkshire Mental Health, Learning Disability and Autism collaborative and the wider Integrated Care System to transform services at scale, reduce inequalities and co-produce new ways of working informed by the best available evidence.

Please note this post is open to medical consultant grade candidates and Agenda for Change at band 8D.

Main duties of the job

The Consultant in Public Health will:

  • Develop the evidence base to influence pathway redesign such as Community Mental Health, Autism and ADHD and Perinatal Mental Health; projecting demand and designing services that meet demographic need and are culturally competent
  • Support collation and communication of intelligence and best practice regarding changes necessary to reduce unwarranted variation and tackle inequality for people across all services
  • Co-produce tangible actions and appropriate governance to ensure that the MHLDA function within our partnership meets our commitments to the Mental Health Prevention Concordat and other ICS commitments (such as becoming an ICS of Sanctuary)
  • Lead coordination of the MHLDA collaborative into the WY Health Inequalities Academy, ensuring that good practice is shared and take forward actions that drive improvements in care delivery, primary prevention and wider societal themes such as housing, education and employment.
  • Support the role of Mental Health Trusts as Anchor Institutions.
  • Take a lead role in supporting the Mental Health Trusts to work together at the interface of data collection, data and sharing to develop trusted and operationally useful intelligence that supports service transformation

Job responsibilities

  • To take responsibility for the overall day to day leadership and delivery of key workstreams, working with partners across West Yorkshire. Including management of staff and programme resources as appropriate
  • To ensure the right level of rigour and discipline in relation to the workstreams, reporting progress and management of ris
  • To ensure effective public health, clinical and analytical engagement into the work programme from across all places in the Partnership
  • To lead workstreams (including wider networks across the partnership) in an effective way to ensure the programme is realising its objectives
  • To work across the partnership to establish key working relationships which will enable successful delivery of the programme
  • To provide consultant level public health expertise as required to inform collaborative partners and be the expert interface between the NHS Trusts and public health colleagues
  • Work with partners to agree strategic objectives for the workstreams and align this with delivery and measurable objectives
  • Determine how the collaborative and programme can add value in improving the health of the population through: addressing complex problems, sharing learning and best practice and identifying areas to work at scale
  • Act as an advocate for the principles of population health including; reducing health inequalities, a whole-system approach to prevention, addressing the wider determinants of health underpinned by an intelligence led approach of population health management
  • Maintain contact with the Senior Responsible Officer for the programme, MHLDA programme director, wider public health colleagues and the programme director for Improving Population Health
  • Make the most of the expertise we have in WY to Improve Population Health to support the work of the programme and collaborativ
  • Lead specific workstreams within the MHLDA programme; including line management for any additional project staff, developing and maintaining project/programme plans and setting team objectives that are aligned with the ambitions of the programme
  • Provide MHLDA leadership into the Improving Population Health Programme Board and associated Programme Networks and Task and Finish Groups
  • Support the communicate of the vision for Improving Population Health across the partnership
  • To support the use of Population Health Management tools and techniques across the collaborative and place-based MHLDA partners, including primary care and VCSE providers. To include linked person level data, population segmentation, risk stratification, impactibility modelling and opportunity analyses
  • Work within a complex system environment to support partners to identify priority areas for action.
