Job summary

Nottingham University Hospital NHS Trust is recruiting 2 new Estates Operations Officer (BMS) roles as part of a new in-house BMS team led by the Estates Operations Manager (BMS). This is a really exciting opportunity for an experienced BMS Engineer to make a huge difference - improving the service we offer to patients, reducing the Trust's energy costs and helping our estates department become less reactive and more proactive.

The Trust is currently installing a new Schneider EcoStruxure BMS and will be providing training to all staff in due course.

Main duties of the job

As the BMS Engineer is a new role within a new team, we would envisage the first 3 months in post being spent getting to know the existing systems and processes. There will be a requirement to build up key relationships with estates and IT colleagues.

The BMS Engineer role is a 'hands-on' role, assisting in fault-finding, repair and upgrading of the Trust's BMS system. The role will work closely with existing workshop staff and Estates Engineers, supporting them as required.

The team will be responsible for updating BMS system graphics, programs, trend logs and infrastructure to meet the strategic aims of the wider department. The team will be based from individual sites but will work across the Trust's 3 sites at Queens Medical Centre, City Hospital and Ropewalk Hose as required.

With the rollout of the Trust's new CAFM system there will be a requirement to build asset lists for the BMS and maintain these in conjunction with the Trust's asset manager.

As a hospital BMS manages critical life safety systems the role comes with a high level of responsibility, an ability to build good relationships with estates customers (clinical staff and patients) is essential.

JOB SUMMARY

The post holder will be based from either Queens Medical Centre or City Hospital (to be agreed with the successful applicant). The successful applicant will be responsible for the maintenance, monitoring and upgrading of the Building Energy Management System (BEMS). The BEMS comprises a Schneider Ecostruxure and Trend IQ3/IQ4 system running over a WAN spanning Queens Medical Centre, City Hospital and Ropewalk House. This role blends hands-on work with management functions to ensure our estates operational team operates more proactively and less reactively. It will also help the Trust to move towards NHS Net Zero by 2040.

The role comes with a requirement to train and develop the wider estates operational teams on using the BEMS and the post holder will assist the BEMS Engineer in delivering year on year energy savings in an engineering environment where these are plentiful. As this is a new role it is likely to be varied and so we are looking for a skilled electrician with a good mechanical and controls understanding. An ability to carry out minor panel modifications would also be highly advantageous.

KEY JOB RESPONSIBILITIES

Building Energy Management System

  1. Carry out effective day-to-day management of the Trusts BEMS across all three sites, reacting and deploying the team as required. This includes ensuring all HVAC plant is operating correctly and in an energy efficient manner.
  2. Assist the estates operational department by undertaking hands-on BMS work, including but not limited to commissioning and replacement of faulty I/O devices, dealing with BEMS network/software faults, controller replacements and upgrades, minor new works etc.
  3. Ensure that all work undertaken on and control provided by the BEMS complies with all statutory regulations, trust policies, procedures and healthcare technical memorandums (HTMs).
  4. Ensure the BEMS controls plant in an energy efficient manner, working to deliver significant energy savings for the trust. This includes a requirement to deliver complex and specialist engineering functions such as tuning of PID loops, advanced computer programming and creation and editing of interactive graphics pages for the cloud based BEMS.
  5. Monitor and review BEMS alarms on a minimum daily frequency, reacting to them accordingly and liaising with estates operational staff as appropriate.
  6. Install new metering and connect it to the existing BEMS network and front end.
  7. Work with the Trusts electrical engineers to ensure we maintain up to date drawings of our BEMS control system including all panels and wiring.
  8. Analyse complex engineering data and historical data from a huge variety of sources and make decisions on what to do, even in cases where the solution may not be immediately obvious or there may be conflicting options.
  9. Deliver the estates department BEMS training program for all estates operational staff who would need access to the BEMS, delivered by both our in-house team and Schneider support where required.
  10. Control access to the BMS including removing users who have left the trust and setting up new users in accordance with our BMS access policy.
  11. Work with capital projects colleagues to ensure that upgrades as a result of said projects meet the Trusts specifications and are integrated properly into our BEMS.
  12. Prepare specifications and invite tenders for work to be undertaken by contractors for the building maintenance works.
  13. Ensure compliance with all Financial Standing Orders.
  14. Implements policies for own work area and proposes policy or service changes which impact beyond own area of activity.

Health and Safety

  1. Take responsibility for your own Health and Safety within the BEMS section, including complying with all relevant Estates and Trust policies and Standard Operating Procedures.

Financial and Resource Management

  1. Assist the BEMS Engineer in securely and safely managing the maintenance of the whole Trusts BEMS assets, including but not limited to all sensors/actuators, high-value stock, electrical machinery control panels and all aspects of BMS control for connected plant such as air conditioning, air handling units, boilers etc.
  2. Where HVAC energy savings are identified, plan and carry out work to upgrade the BMS to deliver these savings. There is a requirement to write business cases for additional revenue and capital funding to further develop the BEMS.
  3. Obtain value for money quotes for BMS upgrades and work then place orders for approval.

Communication

  1. This is a new role and so it requires someone with strong communication skills and teamwork abilities to set up new processes and methods of working across the department.
  2. To establish excellent two-way communication at all levels within the Estates Department and wider clinical teams across the Trust. The role requires an ability to gather, create and deliver highly complex engineering information in a coherent manner to non-engineering colleagues.
  3. Effectively manage contractors when on site ensuring that the Trusts permit to work process is followed.

Cross Site Working and On-Call

  1. The post-holder will be required to work across all three sites to suit operational requirements. The core working hours are Monday to Friday 08:00 16:00 but there may occasionally be a requirement to work outside of these hours
  2. The post-holder will be required to participate in the estates management on-call rota which attracts an additional payment of £198 per full week on-call plus callout payments if there is a requirement to attend site. This is typically a 1 in 8 rota.
