We are looking for a flexible, dynamic team player who will employ highly effective communication (written and oral), negotiation and influencing skills to build networks and relationships.

The Strategic Planning & Delivery Manager provides a unique opportunity to support short and long-term planning across the Trust, along with development of cross-cutting strategic priorities and associated business cases. The post holder will offer programme management support across the annual planning process and for a number of high priority strategic projects, ensuring that best practice, standards, tools and techniques are in place. The post holder will have excellent verbal and written skills, with the ability to draw on modelling, strategic insights and clinical judgements to inform the development of our plans.

Main duties of the job

To deputise for the Head of Strategic Planning and Strategic Programme Manager when required.

Maintain an active knowledge and understanding of Trust programmes, objectives and progress.

Organise and plan workload to ensure the integrity and timeliness of management data, and to help ensure deadlines are met.

Propose and implement changes to policy and procedures for own area of work.

Provide training on own areas of work to new members of staff and end users as required.

To undertake any other duties which may be reasonably required

The post holder will be based at City Campus, although cross-site working will be required as well as home based working as we respond to Covid-19.

Job responsibilities

This is a key position in which the post holders, under direction from the Strategic Programme Manager and Head of Strategic Planning will be required to work collaboratively across the Trust with Clinical Leads, Heads of Service and other relevant staff in the design, implementation and management of specified Strategic Projects. The post holders will be responsible for the development and delivery of capital and revenue investment business cases to support the implementation of the Trust Strategy.

We are looking for a candidate that has experience of successfully managing complex programmes of work in a challenging environment. The post holder will play a key role in working across the Trust to build a culture which encourages positive behavioural change and drives the introduction of innovative approaches to patient care which improves quality, safety, outcomes and experience.

As successful candidates you will have experience of leading multi-agency meetings and events and excellent communication, stakeholder management skills and experience. You will provide and receive potentially complex and sensitive information, including presenting strategic, management and contract information about partnerships and dependencies clearly and coherently to a wide range of internal and external stakeholders in formal settings.

This challenging role requires a highly motivated and proactive individual who demonstrates key leadership, organisational and communication skills within a team environment. The role will require flexibility to support the Strategy team in a consultancy type model providing ad-hoc support where required to respond to urgent and high priority requests.

Strategy Development

To support the implementation of processes to support the Board in the review of the strategy and that the Board are routinely advised of progress against the strategic milestones.

To lead the process for monitoring of enabling strategy milestones and ensure these are aligned with strategic service developments.

To work alongside the Head of Strategic Planning to develop key objectives for the coming years annual plans within a three year horizon.

To ensure that Trust strategic plans and planning processes align with national requirements including guidance set out by NHS England and Improvement (NHSE&I) and the Department of Health.

Planning

To support the development and implementation of national planning guidance and NHS strategies. Synthesise national planning guidance, relating guidance to specific local circumstances and make recommendations to the Board, Senior Leadership Team and Executive Team.

To ensure the development of annual plans to deliver Trust and national targets, liaising as necessary with internal parties and external stakeholders.

To act as the focal point for the formulation of speciality and directorate annual plans, ensuring that clinical and corporate directorate representatives come together to ensure that the highest quality and most compelling plans are prepared which maximise the chances of a successful year for NUH.

To work with other members of the Strategy Team to ensure that annual plans are informed by clinical service strategies, and that there is good evidence of inter-connectedness between clinical service strategies and annual plans

To support the development and delivery of the revenue prioritisation process within the Annual Planning cycle, in liaison with the operational and finance colleagues

To support the review and development of cases for major revenue investment or service reconfiguration that require approval by the Trusts internal governance committee ensuring that the business case meets NHSE&I, Department of Health and Treasury requirements.

Programme Management

To provide overarching leadership and programme management for identified Strategic projects, managing highly complex long term projects with accountability to the Trust Board and external organisations including NHSI.

To lead the development of business cases in line with the Trusts Investment Guidance and Treasury Green Book for the delivery of capital and revenue investment.

To provide programme management expertise using appropriate programme management methodology, appropriate national guidance of management of programmes and managed in line with best practice, developing clear programme and project plans, the critical path and business cases throughout the programme and project lifecycle.

To ensure that each programme or project has an effective monitoring system in place, establish programme and project deliver teams and ensure that benefit realisation and change management processes are implemented.

To report to the Trust Board, Programme or Project Board and internal governance as required, on the progress of projects including providing assurance that the organisational strategic objectives are being met. This will include presenting highly complex information to appropriate audiences.

Communication

Ensure an appropriate stakeholder engagement strategy is in place defining how the strategy will engage with all stakeholder groups and what information flows will be established and maintained.

Employ highly effective communication (written and oral), negotiation and influencing skills to enable stakeholder relationships to deliver objectives with wider stakeholders to ensure collaboration on the strategy in the organisation
