DIVISIONAL PERFORMANCE MANAGER

37.5 HOURS PER WEEK - Band 6/7 Development Role

An exciting opportunity has arisen at The Walton Centre for an experienced Band 6/7 Performance Manager to join the Neurosurgical Divisional Management Team. This is a development role, with the expectation that a Band 6 postholder will undertake structured progression to Band 7, in line with agreed competencies and timescales.The ideal candidate will have excellent communication and interpersonal skills with the ability to work well under pressure.

Strong operational management skills are a fundamental requirement of this role. Successful candidates will have a detailed knowledge of NHS acute sector with previous NHS experience at a junior management level.

Candidates will be required to demonstrate a history of healthcare target delivery and have experience in managing performance issues. Excellent communication and organisational skills are also required, along with demonstrable problem solving and influencing skills and the ability to manage / resolve conflict.

The successful candidate will need to work within deadlines, work independently and as part of a wider team.

Main duties of the job

To provide management support across a broad range of day to day operational activities within Neurosurgery, Pain, Anaesthesia, Critical Care & Neuropathology Division with a focus on performance and activity.

There will also be involvement with transformation projects within the Division, with the opportunity to support and lead on quality improvement programmes.

Line management of neurosurgical secretariat and data quality KPIs associated.

Support the Divisional Manager and Operational Service Managers in the delivery of divisional objectives and performance targets.

Management and coordination of RTT validation, productivity, theatre list planning and outpatient clinic rooms for the division.

Role summary

To provide management support across a broad range of day to day operational activities within Neurosurgery, Pain, Anaesthesia, Critical Care &Neuropathology Division with a focus on performance and activity. Management of neurosurgical secretariat and data quality KPIs associated. Support the Divisional Manager (DM) and Operational Service Managers (SM) in the delivery of divisional objectives and performance targets. Provide cover for the other Operational Services Managers within the Division.

Key responsibilities

Performance Management and Planning

  1. Provides proactive operational management support to the DM ensuring resolution of day to day issues within specific areas of responsibility.
  2. Assists the DM in the modelling, projecting, monitoring and management of national targets and priorities relevant to Neurosurgery, Pain, Anaesthesia, Critical Care &Neuropathology. This will involve negotiating with senior medical staff, allied health professionals and analysing and interpreting complex issues and information.
  3. Management and coordination of RTT validation within the division
  4. Management of outpatient clinic templates
  5. Co-ordination and management of Outpatient clinical rooms
  6. Oversee theatre list planning and capacity management
  7. Management and coordination of data quality KPIs

Financial Management

  1. Responsible for authorising expenditure and is accountable for allocated budget for specific departments.
  2. Contributes to the delivery of Divisional cost improvement programme targets.
  3. Identifies opportunities to deliver more efficient and cost effective ways of providing administrative, junior medical staff and operational services.

Human Resources

  1. Maintain an electronic system to ensure all secretariat and if appropriate, other staff leave is recorded and arrange suitable cover as appropriate.
  2. Liaise with DM and Medical Human Resources Manager in order to obtain locum cover as required.
  3. Line management of the respective Divisional Administration staff and Neurosurgical Secretariat, including shortlisting, interview and appointment of new members. Training and checking the work of such new employees.
  4. In conjunction with the relevant Heads of Department, ensure that new policies and procedures are documented throughout the service and that they are adhered to.
  5. Undertaking appraisals for appropriate staff in line with Trust procedure.
  6. Conducting return to work interviews in respect of appropriate staff and support clinical managers in ensuring similar processes are followed for medical staff in accordance with the Trusts Sickness and Absence policy.
  7. Ensure sufficient administration cover is in place to cover sickness, leave and absence.

Leadership

  1. Work on own initiative to introduce improvements to the administrative running of the Division.
  2. Develop and implement general management processes to ensure smooth running of all administrative aspects of the respective Division.
  3. Communicate sensitive information to staff, gaining agreement to act as required.
  4. Develop own solutions to day to day operational service delivery issues.
  5. Provide credible direction to all staff.
  6. Deputise for the DM at meetings and other appropriate management roles, representing the Division as required.
  7. Support SM in service improvement initiatives as required.
  8. Be responsible for the management and day to day running of Divisional services and be able to problem solve any issues.

Clinical Governance

  1. Assist in the coordination of the concerns and complaints process.
  2. In conjunction with the Patient Experience Team, provide assistance in the handling of concerns complaints, endeavouring to diffuse distressing situations, reassure and advise complainants and remedy problems at an early stage. This will involve communicating highly sensitive, complex and contentious information either in person, by telephone or in writing to patients, families and staff in an empathetic and reassuring way and dealing with potentially verbally aggressive, highly emotional and challenging behaviour.
  3. Where appropriate and in conjunction with the relevant Heads of Department, management of incidents and risk within the Division.
  4. Sustain divisional systems for complaints, incidents and risk where necessary.
  5. Maintain and validate the Divisional Risk Register and update existing risks when review is required.
