Liverpool Women's NHS Foundation Trust has an exciting opportunity within the Procurement Team based at the Liverpool Women's Hospital, Crown Street, Liverpool, L8 7SS

We are looking for a pro-active procurement professional to join our team as a Procurement Officer.

Main duties of the job

As a Procurement Officer the post holder will work as part of a dynamic team, assisting the Procurement Manager, and Associate Director of Procurement in delivering effective Procurement services across the Trust, ensuring best possible value for money is achieved across the procurement of goods & services across the Trust.

By supporting stakeholders across multi-disciplinary divisions to ensure projects are delivered in a timely manner, ensuring robust reporting systems are agreed, in place with consistent monitoring of progress. Responsible for releasing cost savings, value adding, and ensuring probity through contract compliance and ongoing performance monitoring of contracts and contractors.

Job responsibilities

The post holder will:

Support the Senior Procurement team to ensure that the portfolio of tasks/projects is planned, managed, and delivered effectively.

Support the Divisions in ensuring that all Commercial activities are conducted in a professional manner following appropriate legislative, policy and process guidelines.

Support teams to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively.

Support and inform the targeting of resources, monitoring spend, implementation and evaluation of the tasks/projects by providing high quality support including complex information and analysis, communications and stakeholder management.

Ensure accurate and open communication and co-ordination with a range of stakeholders, and external organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions and projects.

Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

Support the Procurement Team and our customers by completing simple enquiries and activities and working with the wider team on more complex queries and activities.

Provide administration support for key processes, meetings and events including appropriate reporting and filing of documentation.

Assist in the drafting of documentation for tendering activity.

Maintain intranet / website updates in line with policy

Education / Qualifications

Essential

  • Educated to degree level or evidence of working at equivalent demonstrable level
  • Evidence of Continuous Personal Development (CPD/PDP)

Desirable

  • Achieved, or studying for appropriate qualification (e.g. CIPS certificate or NVQ)

Knowledge and Experience

Essential

  • Minimum Two Years' Experience relevant to role
  • Knowledge of basic EU Procurement Regulations
  • Experience of working under pressure to strict deadlines and prioritising workload

Desirable

  • Demonstrable knowledge of role
  • Knowledge of Data Protection and understanding of confidentiality requirements

Skills & Attributes

  • Comprehensive knowledge of role as described in JD
  • Demonstrable knowledge of Procurement, Customer Care and Supply Chain Management
  • Computer literate with good knowledge of basic computer packages i.e. Outlook, Excel, Word, Access appropriate to role
  • Ability to create reports, analyse and interpret data
  • Ability to use initiative, judgement to critically analyse and resolve problems, seeking advice/assistance where necessary
  • Excellent organisation and administrative skills with a systematic approach to workload, prioritising duties as necessary
  • Ability to make decisions independently on day to day operational issues
  • Able to act as a representative of the department/Trust and promote positive image/customer focussed
  • Able to demonstrate good communication, presentation and interpersonal skills for a wide range of audiences.
