Job summary
Clatterbridge Cancer Centre is seeking to appoint an Emergency Preparedness, Resilience and Response (EPRR) and Business Continuity Manager in order to facilitate the provision of agile and robust business management in a safe environment for patients and staff. The successful candidate will be responsible for discharging the requirements of the Civil Contingencies Act (2004) and the NHSE Emergency Preparedness & Response Framework along with its core standards.
The post holder will ensure policies and procedures reflect legislation, best practice standards and align with wider strategic priorities. The successful candidate is required to have strong communication and leadership skills, able to develop effective working relationships and the ability to manage competing demands.
Foster a positive EPRR/Business Continuity culture of continuous improvement to ensure that incident training and exercising lessons are identified and acted upon.
Operate the EPRR/Business Continuity Governance model and produce quarterly and annual reports to be presented at Trust Committees/groups
Ensure that changes to good practice are followed and that statutory obligations are met and compliance status is understood and evidenced; obligations include the Civil Contingencies Act 2004 (CCA 2004) and the NHS Core Standards for Emergency Preparedness, Resilience and Response.
Main duties of the job
Working closely with the Chief Operating Officer/Accountable Emergency Officer (AEO), the post has responsibility for leading and delivering the combined and integrated EPRR and Business Continuity (BC) agenda.
The postholder is the Trust's subject matter expert for EPRR and Business Continuity providing day to day advice; able to reduce complexity and communicate legislative and other developments simply. Support Strategic and Tactical Commanders in the event of critical and major incidents.
Develop and assure adoption of EPRR and Business Continuity Policy to ensure Clatterbridge Cancer Centre's specific resilience risks are managed and preparedness to respond to disruptive events/incidents (as defined by relevant regulation and guidance) is enhanced. This includes ensuring that policy standards/requirements are aligned to all associated plans, procedures and Action Cards etc.
Define, maintain and operate the EPRR/Business Continuity Management System, and its associated work programme, so all information (e.g. Incident Management Plans) and physical assets (e.g. PPE) are collaboratively developed and systematically communicated, made available, tested, exercised and maintained.
Deliver/ensure the delivery of the required EPRR/Business Continuity training and development as an integral part of the management system.

In June 2020, we opened Clatterbridge Cancer Centre - Liverpool, our spectacular new cancer hospital in the heart of Liverpool's Knowledge Quarter, providing state-of-the-art facilities as part of a £162m investment. Together, working across three sites and operating specialist chemotherapy clinics in four of Merseyside's district hospitals, we deliver a comprehensive range of inpatient care, advanced radiotherapy, chemotherapy and other systemic anti-cancer therapies including gene therapies and immunotherapies.
We also deliver a pioneering Treatment at Home and Work service, are the only facility in the UK providing low-energy proton beam therapy to treat rare eye cancers, and host the region's Teenage and Young Adult Unit.
