Job summary

We are looking for a driven and enthusiastic Head of Digital Programmes to join our senior Digital team at FHFT. Reporting to the CIO, the role will manage a team of project managers responsible for driving the digital transformation of the Trust.

It is an exciting time to join us at Frimley, having gone live with our Epic EPR in 2022, and now delivering a substantial programme of optimisation to get the best from this investment.

This role will be responsible for driving the delivery of a wide range of projects across Digital Services, including infrastructure, EPR and telecoms. With a team of 9 permanent project managers, the role will drive a wide range of projects in support of our Digital Strategy, and wider transformation of the way we deliver services at FHFT.

Main duties of the job

To provide leadership to our team of project managers, and be a key member of our senior digital leadership team.

The role is critical to enabling FHFT's vision of being one of the most digitally advanced Trusts in the NHS. We have a wide range of challenging digital projects both underway, and set out in our Digital Strategy, which this role will be key to delivering.

As a key member of the Trust's senior Digital Team, the postholder will oversee a broad portfolio of digital programmes with a real impact on FHFT's delivery of clinical care.

The role will also engage with a wide range of stakeholders across the Trust, and in the wider health economy, to understand requirements and deliver agreed programmes of digital transformation

The post-holder will be responsible for:

  • Overall responsibility for full definition and delivery of all digital projects and programmes making up a delivery portfolio in line with robust baselines of cost, time and quality.
  • Ensuring satisfaction across all internal and external stakeholders related to digital project delivery improving the delivery reputation of the digital IT team.
  • Leading the portfolio of digital project and programme delivery across all sites and the management of the central Programme Office.
  • Continued improvement of the consistent PMO approach that is adopted across all Trust sites for digital projects which includes standard project management techniques including documentation, metrics and implementation, resulting in a FHFT style of digital project management that is easily replicable and achieves project outcomes (i.e. projects delivered on time and to budget).
  • Responsible for managing and tracking the overall Digital capital development programme.
  • Take the lead for ensuring that all new digital proposals are developed through robust business cases and approved through digital services governance processes including sign off at DSOG and COSG where required, in collaboration with the Enterprise Architect and Technical Design team.
  • Identification, delivery and tracking of the agreed business case benefits from digital investment, including cash and non-cash releasing benefits. The post holder is expected to undertake detailed work to quantify the savings and also to identify further savings and opportunities for efficiencies within the digital programme.
  • Rigorous inspection of all digital business cases to ensure that costs and savings are appropriate, identified and deliverable. Review of business cases for major Trust capital building schemes to ensure that digital requirements are identified, and resources are included.
  • Work with CIO to recruit senior trust management and clinical staff to the Senior Responsible Owner role for each project. Support SROs on a daily basis to ensure they are focused on benefits and outcomes.

Manage the project manager(s) working on all projects, and over time develop an approach whereby site-based project management is well integrated with Trust wide project management for digital projects.

  • Be the key lead for procurements in terms of organising the contract and procurement teams. Use expertise from the Trusts senior digital team to develop robust contract negotiation teams. The Trust must always have multiple senior digital leads involved in these contracts and procurement to reduce the risk of reliance on a single person for significant capital expenditure.
  • Work closely with the senior digital team on the options appraisals for selecting preferred applications where we are seeking to standardise as far as is possible on the Trusts EPR.
  • Work closely with the Chief Information Officer to deliver the implementation of the digital strategy and supporting programmes

PURPOSE OF JOB:

The post holder is responsible for the overall management of the Digital Programmes outlined in the digital strategy, and raised via requests from clinical and operational teams. They are responsible for ensuring the Trust has very detailed and comprehensive plans to support the implementation of the digital strategy. They will track the delivery of the plans and monitor the achievement of the benefits.

This purpose of the role will include:

  • Undertake strategic planning for the digital strategy. Management of the digital cost benefit model which documents anticipated expenditure and saving to be made. Ensure agreed programmes of work are monitored, reported on, escalated where appropriate and delivered according to agreed timelines and budgets
  • Provide leadership and management for the Programme Management team, ensuring a high level of project management expertise in line with standards devised and implemented. Provide and implement sound approaches for best practice in terms of implementation of digital systems into the acute clinical environment. Develop and maintain project management standards and procedures. All activities will be conducted within the context of professional standards, including, but not limited to, PRINCE II and MSP appropriately adopted for use in the Trust.
  • Development and maintain a strong and effective core programme team that will be supplemented with staff on fixed term contracts and contractors where appropriate. Work closely with the Programme Managers to develop a co-ordinated and structured resourcing plan for the management of all projects which balances skills and strengths with priorities.
  • Develop and implement a comprehensive project training plan for the implementation of the digital strategy and associated projects, and ensure that all Trust staff are appropriately trained. Ensure that project training resources located in the central PMO are well used across all sites.
  • Manage the project management delivery team of project managers and a PMO analyst resources and ensure they are appropriately shared and deployed across all the sites.
  • Develop a high profile in the Trust as the known Digital Programme lead. Effectively deliver communications on the programmes to a non-technical audience clearly articulating timescales, service impacts and benefits.
  • Undertake lead role for any Digital procurements in terms of organising the contracts and procurement teams. Oversee the work of all procurement evaluations to ensure that they are well run and meeting the procurement objectives. Utilise the expertise of the senior digital team to support robust contract negotiation teams. Develop and maintain standards for contracts and procurement of digital systems in partnership with Trust procurement leads.
  • Develop professional and robust links with suppliers during the procurement process, ensuring compliance to contractual delivery requirements.
  • Manage the governance process for new digital developments including the business case model and the approval process for all new investments. Approve all business cases before they go to DSOG and COSG.
  • As an active member of the senior management team, lead on various aspects identified by the CIO.
  • To undertake continual upgrading of skills to reflect rapid changes in technology, the Trusts environment and the needs of the Trust.
  • Represent and deputise for the CIO as required.

The post holder will work closely with the CIO, and with clinicians and managers to ensure that the digital strategy programme that is developed underpins the Trusts Clinical Strategy, and leads to change that delivers quantifiable benefits for staff and patients. The postholder will ensure the programmes of work underpinning the strategy deliver on time and to budget, and with the benefits outlined in the respective business cases.

The post holder will improve the operational performance of the Programme team by building and developing a culture of performance improvement across the department which includes lessons learned exercises.
