Job summary

We are at the beginning of an exciting journey to transform our Medical Workforce team to deliver a proactive and effective customer focussed service to meet the challenges of the future. As the Head of Medical Workforce, you will play a pivotal role in developing our strategy and driving this change whilst providing senior leadership and direction to the medical staffing department in line with the Trust's people strategy.

As the Head of Medical Workforce, you will be working in partnership with a wide range of internal and external stakeholders to develop innovative recruitment and retention initiatives across the medical workforce.

The Head of Medical Workforce will oversee the day-to-day operations of the team and provide your professional expertise and inclusive leadership style to maximise efficiency and overall effectiveness of the services.

In conjunction with the Medical Directors Team, you will be the Trust's Lead on all medical Employee Relations issues, ensuring that cases are managed in accordance with Maintaining High Professional Standards (MHPS) and Trust Policy.

Main duties of the job

  • Advise and support the Medical Director, and the Director of People and the Associate Director of Workforce & Resourcing as well as corporate services in managing performance and capability issues with doctors in line with national and Trust procedures. In conjunction with the Medical Director, escalate any issues that may need reporting outside of the Trust to the GMC and or the Practitioner Performance Advisory (PPA) Service.
  • To support the Medical Director and Chiefs of Service in ensuring that job planning review meetings take place annually. In collaboration with the Chiefs of Service ensure all job plans are up to date and entered on to the e-job planning system.
  • In conjunction with the Deputy Head of Medical Workforce, to manage the Medical Workforce team to ensure professional recruitment and Human Resources administration services for doctors is provided in line with the Human Resources departments standards.
  • To provide highly specialist advice to line managers in the management of sickness absence, advising action as appropriate (including redeployment, ill health retirement and termination) and ensuring a consistent approach, so as to maximise attendance in the workplace.
  • To lead the HR input in disciplinary, grievance, capability, redundancy hearings up to and including dismissal for all doctors and consultants.
  • Appraise, train, develop, and support the Medical Workforce team.

Key Responsibilities:

  • Develop Trust Policy in relation to the medical workforce ensuring they are consistent with the latest directives and guidance from the Department of Health & Social Care/NHS England/NHS Employers for medical staff.
  • Provide senior leadership and operational direction to medical staffing team with responsibility for the Medical HR budget.
  • To review activity against service requirements and compare this against job plans to identify workforce planning issues and to work closely with the services to develop workforce plans.
  • Oversee all recruitment processes for Consultants following the principles of the Advisory Appointments Committee Regulations and the Concordat between the Medical Colleges and the Foundation Trust Network. Provide monthly database /reports on appointments.
  • To provide monthly recruitment data and analysis to the Senior HR Team, highlighting areas of concern and working with Directorates to address the recruitment issues.
  • To provide a proactive and high-quality medical recruitment service for all grades of doctors which is in line with the Trusts time to hire standards.
  • Oversee the Junior Doctors recruitment and management of rotations within the Trust and ensure any gaps are quickly filled in line with Deanery and Trust protocols and policies.
  • Provide management of the trainee doctor contract, advising on the design of rotas and work schedules to ensure they are compliant with the 2016 terms and conditions and EWTD requirements.
  • In conjunction with the Local Negotiating Committee (LNC), agree a Trust Contract for Locally Employed Doctors.
  • To oversee compliance of the military contract in relation to senior medical staff and work with departments to place military personnel as part of their workforce plans.
  • To challenge overspending on locums within departments and encourage budget responsibilities.
  • Advise and support the Medical Director, and the Director of People and the Associate Director of Workforce & Resourcing as well as corporate services in managing performance and capability issues with doctors in line with national and Trust procedures. In conjunction with the Medical Director, escalate any issues that may need reporting outside of the Trust to the GMC and or the Practitioner Performance Advisory (PPA) Service.
  • Work closely with the Director of Medical Education, Clinical Tutors and Medical Education Managers and their teams in relation to the provision of education and training of doctors.
  • Work closely with the Guardians of Safe Working Hours, oversee and develop the process for exception reporting for junior doctors; this includes trainees and Trust doctors.
  • To provide timely and expert highly specialist advice to line managers on employment law issues e.g. TUPE, employment protection and discrimination and the operation of the disciplinary, capability, grievance, harassment and bullying, redundancy, sickness and redeployment policies.
  • Ensure all medical staff are set up on the payroll and remunerated appropriately according to their grade and agreed work pattern.
  • Ensure that Consultants are remunerated correctly in relation to their agreed job planned work and on-call supplements.
  • To organise and develop the annual process for the application of local Clinical Excellence Awards ensuring proper and effective HR advice and that all policies and procedures related to the same are correctly applied and adhered to and to act as panel secretary for the decision-making committee. Ensuring that this is processed in conjunction with the payroll department.
