The Primary Care Division, within Public Health Wales, are looking for a skilled, experienced, and motivated public health specialist, to support the division in strengthening the public health approach to primary and community care.

The post holder will lead the delivery of a priority health area or topic within the primary care domain at an all Wales level. Working closely with partners and colleagues to bring a rigorous data-driven and evidence-based approach to primary and community care. Ensuring that primary and community care programmes and activity are based on sound public health principles and are co-produced with key partners.

Partners include the national Strategic Programme for Primary Care (SPPC), Welsh Government, other central and local public health teams, primary care professionals, primary care clusters, professional collaboratives and colleagues in health boards or other organisations who support them directly.

This partnership approach will require excellent communication skills and an understanding of primary and community care as a setting for public health action.

Main duties of the job

The main duties will include:

Leading the development and implementation of the 'public health approach to primary and community care in 2035' programme of work.

Ensuring the work is based on sound public health principles including being data and evidence informed, focused on prevention, early intervention and reducing health inequalities.

Working across the Division, across Public Health Wales and with strategic partners including the Welsh Government, SPPC, Health Boards and Primary and Community care colleagues to co-produce the programme of work.

Further areas of work will be agreed to reflect requirements and the skills, interests and knowledge of the successful candidate, on appointment.

Working at a national level under the direction of a Consultant in Public Health/ Public Health Medicine and as part of a multi-skilled team, the post holder will support the transformation of primary and community care, across Wales. Working within the legislative and policy context of the world-leading Wellbeing of Future Generations (Wales) Act and A Healthier Wales strategic vision.

The post holder will need to show evidence of a successful track record of working in a public health role with a focus on primary and community care. Demonstrating achievements and experience of practice at a senior level.

The post holder will require a good knowledge of the legislative and policy context in Wales, including developments within the primary and community care setting and the wider Health and Social Care system in Wales.

A high level of intellectual rigour, negotiation and motivation skills, flexibility and management skills are required to deal with complex policy, research, and evaluation and advocacy issues. In addition, an understanding of other cultures and systems of work, to enable effective working across organisational boundaries to influence transformation and large scale change.
