Job summary

PROGRAMME MANAGER - NATIONAL ENDOSCOPY PROGRAMME (NEP)

If so, then we have the perfect opportunity for an experienced individual to join our team as a Programme Manager.

The National Endoscopy Programme (NEP) was established in 2019 to drive sustainable improvements in endoscopy services, nationally directed by the Welsh Government in recognition of the pressures faced by endoscopy services in Wales.

Its Action Plan is underpinned by four work stream subgroups:

Demand and Capacity

Workforce, training and development

Clinical Pathways

Facilities and Infrastructure

Main duties of the job

In conjunction with the Programme Lead, Workstream Representatives, Clinical Leads and the NEP core team, the post holder will continue to develop and deliver the programme of work to improve endoscopy services across Wales. Working closely with national clinical and managerial teams, the post holder will demonstrate substantial programme management expertise and ensure efficient use of current resources to deliver the programme aims, whilst looking ahead to the future transition into a national network. The post holder will also support the approved national recovery plan as a result of the Covid-19 pandemic.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Job responsibilities

The post holder will:

Programme manage the implementation of the National Endoscopy Programme.

Undertake a lead role in co-ordinating the development of relevant services including (but not limited to) educational, professional and technical issues across Wales.

Be the named lead for a defined region and developing effective working relationships with endoscopy representatives from each health board within a region on a local and national level

Identify and understand the needs of stakeholders and provide sound judgement and diplomatic skills

Manage the production of the various work-packages which constitute the programme and subsequently develop forward work to deliver programme objectives.

Co-ordinate the activities of the National Endoscopy Programme Boards and other forums.

Prepare Programme, Project, Stage and as required Exception Plans, in consultation with the Programme Board.

Be responsible for the overall progress of the Programme and use of resources, initiating corrective action where appropriate.

Keep the Programme Board informed of progress through the preparation of Highlight and End Stage Assessment Reports.

Manage the Programme risks and develop contingency plans as and when necessary.

Work closely with Project Managers and Subject Matter Experts within the workstreams to identify Programme issues and develop solutions where necessary and report to the Programme Board.

Provide advice for Ministers and Senior Officials, if required, on the development of policy to support the implementation of the Programme.

Provide verbal and written reports as requested by the Programme Lead for Welsh Government, Health Board/Trust/Special Health Authority (SHA) Executives and Non Officer members, and other key stakeholders.

Develop a framework and take a leadership role in transitioning the programme into a national network

Qualifications and/or Knowledge

Essential

  • Registered PPM Professional - PRINCE2 and/or MSP (or equivalent experience in a project/programme environment)
  • Educated to relevant Masters Degree level (or equivalent experience)
  • Working knowledge of Microsoft Office packages - ECDL Level 2 or equivalent.

Desirable

  • Knowledge of NHS Polices and Drivers for change and the broader modernisation Agenda
  • Knowledge of Data Protection and Information Governance in relation to the NHS.

Experience

Essential

  • Management experience in a senior role including staff management
  • Experience of successfully leading and implementing projects/programmes at a national level.
  • Experience of delivering project and programme management services and tailoring methodologies to suite the local environment
  • Experience of managing budgets
  • Experience of working in the NHS or a similar environment

Desirable

  • Experience of working with commercial suppliers and external agencies.
  • Experience of working in endoscopy services
