An exciting opportunity has arisen to join the Strategy Planning and Performance Directorate within the Welsh Ambulance Services NHS Trust.
The Head of Transformation role will lead and support executives, Assistant Directors Leadership Team (ADLT) and staff across the organisation to make significant, beneficial, sustainable improvements for our patients, our people and across the Health and Care system Wales by transforming services and developing new ways of working through delivery of the Trust's strategy and Integrated Medium-Term Plan (IMTP).
Main duties of the job
This role is a senior manager within the Strategy Planning and Performance Directorate and will lead the Transformation Support Office which has three broad functions:
- Lead and maintain effective governance arrangements and processes of the Strategic Transformation Board (STB) working closely with the Chief Executive, Executive Management Team (EMT), Programme SROs and the planning & performance teams to ensure effective delivery and prioritisation of an ambitious transformation agenda set out in the Trust's Long Term Strategy and IMTP, realising the benefits of transformative change.
- The leadership of a portfolio of high value, and/or high reputational programmes and projects as directed by the STB. The role will directly manage a number of particularly complex transformational programmes and projects directly.
- To lead the development and rollout of an internal project and programme management framework with a training and education programme so that the organisation begins to 'grow its own' internal programme and project management capacity and capability towards achieving an optimised, innovative and proportionate process maturity in managing transformation.

Essential
- Educated to Masters Level in a relevant subject.
- Programme Management qualification e.g. MSP/ PRINCE2 / Agile
- Demonstrable experience of managing a large and complex transformation project and/or programme
- A clear understanding of the mechanisms for achieving improved performance, including key Government targets and performance measures
- Evidence of specialist knowledge and expertise and experience in programme and project management, service improvement and transformation.
- Knowledge and experience of service redesign techniques, for example: LEAN and systems thinking.
- oKnowledge of primary, secondary, community and social care systems both operationally and corporately
Desirable
- Postgraduate management qualification.
- Registered with a relevant professional management body.
- Knowledge of the NHS Wales commissioning process for Ambulance services
- Knowledge of programme/project management software e.g. MS Project

- Experience of operating at a senior management or strategic development role within a complex organisation
- Extensive project and change management experience at a senior level.
- Experience of working at a senior level within the NHS or related organisation in the delivery or management of operational services, including management of people and financial resources.
- Evidence of the relevant legislation that impacts on deliver of transformational programmes in the NHS or public sector in Wales, e.g. TUPE and procurement law.
- Experience of problem identification and resolution.
- Experience of management of change process re-engineering
- Evidence of working within a highly complex and politically sensitive organisation and environment.
- Evidence of the ability to design and deliver project management training
- Experience of developing deliverable projects across the full project life cycle, including scope and design, project plans including timescales and resources, and project benefit realisation.
- Experience of implementing or working to a rigorous performance management framework
