Job summary

We have an exciting opportunity for a dynamic and highly motivated individual to join our team as a Senior Procurement Manager. You will work closely with a range of stakeholders across our client base, and beyond, playing a significant role in the continued development of a high-quality service.

The role will require the candidate to deliver leadership and projects across a variety of categories while providing a highly professional service, working in partnership with Hampshire and Isle of Wight ICB as the primary client. To take responsibility for the development and delivery of strategic procurements of a range of requirements including healthcare services, equipment, consumables and digital solutions etc, delivering a range contracts. Support the development of innovative methods of evaluating tender returns to maximise benefits.

This is an extremely busy and interesting department to work in. You will meet different challenges and the successful candidate will be an integral part of the team providing a first-class procurement service.

NHS South of England Procurement Services (SoEPS) recognises that every product and service it procures on behalf of its Clients will affect patients, to this end the Department is committed to providing best value products and services.

There will be a requirement for all post holders to be mobile and attend meetings at client sites, so travel across the geographical area will be expected.

Main duties of the job

  • To take a lead role in the strategic planning, delivery and development of the work plan and forward plan across Hampshire and IoW Integrated Care Board/the local health economy, working closely and in partnership with the ICB. This will cover a variety of Clinical and Non-Clinical category areas, providing advice and guidance from a strategic development perspective, the realisation of identified savings targets, compliance with all relevant legislation, identifying areas for future review/investigation and bringing added value to the benefit of the client.
  • Take the lead, manage and deliver procurement activities including a number of complex and high value contracts, at all times working in close partnership with stakeholders at all levels in order to deliver the agreed workplan and objectives, this will include at Senior Director and Executive level.
  • To act as a client manager, supporting and deputising for the Head of Procurement as required.

NHS South of England Procurement Services (SoEPS) is hosted by Portsmouth Hospitals University NHS Trust and provides a full range of services, including; Strategic and Category Sourcing, Data Management and Consultancy services, Commissioned Healthcare Procurement, Operational Procurement, Supply Chain Management, and Advanced Inventory Management to Portsmouth Hospitals NHS Trust and other NHS Clients including NHS Hampshire and Isle of Wight Integrated Care Board (ICB)*. This role sits within the Commissioning Procurement Team, working with HIOW ICB.

  • To take a lead role in the delivery and development of the Procurement Commissioning Teams work plan within the local health economy, working in partnership with the ICB. This will include providing advice and guidance on appropriate procurement routes and processes, compliance with all relevant legislation, and bringing added value to the benefit of the Client.
  • Lead, manage and deliver procurement activities, including complex and high value requirements, in partnership with stakeholders, in accordance with the agreed workplans, public procurement regulations and local governance arrangements.
  • Deliver a user-friendly non-bureaucratic service and be responsible for the management and continuous improvement of the Procurement functions and activities across South of England Procurement Services (SoEPS).

*The primary client is Hampshire and Isle of Wight Integrated Care Board (ICB) and the role may involve work/collaboration with Integrated Care System stakeholders within HIoW as well as neighbouring systems and Contracting Authorities.

Key Responsibilities

Delivering the Procurement Workplan

  • Work in partnership with stakeholders to identify opportunities and requirements to produce and deliver the procurement work plan.
  • Manage and deliver complex/high value and also low value procurement exercises in line with legislation, commercial and contract law, environment and sustainability requirements as well as Client Standing Orders, Financial Instructions and governance mechanisms:

to ensure the production of complete, accurate and relevant procurement documentation for all goods and services, which incorporate lifetime costing methodologies, appropriate evaluation criteria, and bidder evaluation questions;

producing regulatory compliant advertisements, tender and contract documentation;

writing Procurement Strategies, Option Appraisals and Risk Papers, including advice on service re-design and cost efficiency approaches working in partnership to provide future proofed and innovative procurement solutions and demonstrating best value for money;

managing and supporting at tender adjudication meetings, acting as chairperson or mediator, to ensure a satisfactory and compliant outcome is achieved;

attend client sites as required to engage at all levels within the organisation, to ensure the requirements of the Service Level Agreement between SoEPS and the client are met.

Work to continuously improve the quality of service provided and raise the profile of SoEPS.

  • Provide advice to clients on contractual and commercial matters and specification development, as well as training and guidance for stakeholders and potential bidders. Work closely with stakeholders to ensure they produce complete, accurate and relevant specifications, evaluation models and associated documents.
  • Identify and manage risk throughout the procurement process.
  • Deliver commercial/contractual advice and guidance to Clients for all goods and services (including Healthcare contracts) based on research of the relevant markets and where appropriate, robust market engagement.
  • Educate and implement new procurement initiatives across South of England Procurement Services and to clients to improve the procurement services provided.
  • Identify potential opportunities and work with Clients to review and where appropriate successfully implement changes and new innovative approaches to procurement. Contribute to the achievement of cost and quality improvements in a challenging environment, through effective procurement and where appropriate, innovative methods of evaluating tender returns.
  • Provide advice and expertise in all aspects of procurement activity to stakeholder organisations. This advice and expertise can be in highly complex areas and involve detailed and up-to-date knowledge of areas such as UK Government public procurement legislation and case law.
  • Work with colleagues to share good practice, ensure templates and governance reflect latest thinking and ensure that corporate objectives are achieved. Support the management of purchasing policies and procedures to ensure they are in line with changes in procurement legislation, Financial Policy and governance arrangements. This also incorporates the implementation of best practice and innovative procurement techniques.
  • Support the Client in the strategic analysis of data in order to identify areas for potential cost savings.
