Job summary
An exciting opportunity has arisen in
the Estates and Facilities Department at Portsmouth Hospitals University NHS
Trust. We are looking to recruit an experienced, competent, self-motivated,
enthusiastic, dynamic, proactive and flexible individual who will carry out the
role of Senior Project Manager in our acute PFI hospital and campus
site portfolio.
You will have a key role in the delivery
of strategic major and minor projects across the Estate, all with varying
complexity, timescales and budgets. You will support the Trust in development of
business cases and the implementation of the extensive capital and lifecycle
programme.

the Trust and to our partners.
We are looking for someone with
significant experience of construction project management, in a healthcare or
public sector environment, with a proven track record of delivering to
timescales and budget. Experience of a
PFI environment would be desirable.
Main duties of the job
You will need an understanding of project
management and experience in delivering and managing projects (including PFI
lifecycle works) of various sizes, values and complexities within a diverse and
challenging environment, where priorities change and adjustment to working
practices are made. A flexible and
adaptable attitude will support your success.
You will need the ability to build and maintain good positive
relationships with key stakeholders and staff.
You will undertake project feasibility
studies, liaise with end users from various clinical and business services and
prepare reports and design proposals.
Understanding of Planning and Building
Regulation requirements, relevant design standards and health and safety
regulations is essential.
You will work with both the Trusts Projects
Team and our PFI partners ensuring delivery of projects, championing the
capital prorities process.

Job responsibilities
You will assist the Head of Capital and Property to ensure appropriate policies, processes and procedures are in place, maximising the utilisation and efficiency of Trust space and its real-estate portfolio.
Capital Programme
- Provide project management of multi-million pound capital
schemes, PFI Developments and Variations and ensure that these schemes
are delivered within budget, on programme and to the agreed
specifications.
- Contribute to business cases as required
including feasibility work, surveying and sketch proposals. Advise Project Teams on likely budget
costs for alternative options.
- Participate/lead Project Teams for scheme
briefing, planning, design, specification and delivery.
- Work with multi-agency and multidisciplinary groups from
different organisational cultures, facilitating co-operation between all
parties.
- Undertake or supervise feasibility and design work for proposed
development schemes that are often complex in nature.
- Liaise with service user groups, clinicians and managers across
and outside the Trust and project/design team (Architects, Quantity
Surveyors, Structural, Mechanical & Electrical Engineers) when
representing the Department for a capital project.
- Ensure statutory and mandatory requirements are met for any
development scheme, for example; planning and building regulations
approvals, Fire Service consultation, water and electrical safety
compliance and adherence to Trust and NHS policies, standards and
specifications (Health Building Notes and Health Technical Memoranda
etc.).
- Undertake budgetary and oversee detailed cost estimation for
schemes using agreed schedules. Ensure fair budgetary and detailed
quotations are received from consultants or contractors.
- Prepare or commission contract documentation, schedules, drawings
and specifications for issue to tendering contractors, ensuring the
correct preparation of the tender documents for issue and adjudicate the
review and reporting of received tenders. Prepare or commission tender
reports.
- Produce or commission budgetary spend profile analysis for
approved schemes.
- Ensure works are completed in accordance with the agreed scope
and to an appropriate standard in compliance with current legislation and
relevant guidance.
- Undertake or ensure appropriate site inspection before and during
the works. Ensure appropriate
snagging is completed and completion documentation is provided.
- Ensure the proper certification of payments to contractors and
release of retention at completion and end of defects period.
- Authorise a monthly report on progress for the Project Teams.
PFI Project Life-Cycle Programme
- Assist with the planning of life-cycle works and projects with
senior managers, clinical leads, contractors and PFI Project Co.
- Represent the Trust in the delivery of life-cycle works in
conjunction with the PFI Project Co. in respect of programming,
prioritisation, coordination, supervision and project management.
- Conduct negotiations with service users and the contractors, the
sequencing of works events and associated ward/department moves contained
within each life-cycle event.
Commissioning, Moves and Changes (Capital, Revenue or Life-Cycle Works)
- Manage user engagement and sign-up to the programme for all
associated works and moves.
- Implement agreed communication processes for informing and
interfacing with operational managers (e.g. regular communication through
meetings) and with staff through regular items in newsletters and staff
meetings.
- Chair/attend meetings with the users to establish the development
of a comprehensive commissioning/decommissioning plan for all associated
moves.
- Monitor progress in resolving any potential blockages to the
achievement of key dates and step in if needed.
Property Management
- Support the
development and delivery of the Trusts Estate Strategy as well as policy
and procedures for space management services at Queen Alexandra Hospital
and campus sites. The Strategy
will cover allocation, function and usage of clinical space, office
accommodation, education and training accommodation, storage and
residential accommodation.
- Contribute to the
population, verification, reporting and maintenance of space management
information in the new MICAD Computer Aided Facilities Management (CAFM)
system.
- Review and process space utilisation requests in line with space
management policy and procedures
- Manage relevant Trust leases and licences (as Lessor and Lessee).
- Liaise with the Trusts Landlords and
Tenants ensuring respective obligations under leases and licences are
fully met.
- Provide day to day Projects, Facilities and
Estates Management at campus (non-QAH) Sites.
Small works
- Undertake appropriate and efficient processing, prioritisation
