Job summary

We have a fantastic opportunity to join NHS South of England Procurement Services (SoEPS), as a Procurement Specialist within our Commissioning Team. In this role, you will provide procurement support to Hampshire and Isle of Wight Integrated Care Board. NHS South of England Procurement Services (SoEPS) is hosted by Portsmouth Hospitals University NHS Trust and provides a full range of services, including; Strategic and Category Sourcing, Data Management and Consultancy services, Commissioned Healthcare Procurement, Operational Procurement, Supply Chain Management, and Advanced Inventory Management to Portsmouth Hospitals NHS Trust and other NHS Clients including NHS Hampshire and Isle of Wight Integrated Care Board (HIOW ICB).

Main duties of the job

The role will offer the successful candidate an opportunity to develop their career within public sector procurement, through leading and supporting on the procurement of a range of services (including healthcare), equipment, consumables, and digital solutions etc. We also offer Chartered Institute of Procurement & Supply (CIPS) membership, enabling you to develop your procurement skills by undertaking CIPS qualifications via the self-study route.

This will include providing advice to clients on procurement strategy and risks, under the supervision of a line manager. To support the delivery of an efficient and effective procurement and contracting service to meet customer requirements ensuring the best value for all organisations served and to promote this service to all users. To provide support to the Commissioning Procurement Team to enable the team to provide an excellent service to its clients.

Essential

  • Good general standard of education including Mathematics and English Language - A minimum of GCSE A*-C/4+ (or equivalent)
  • Must be prepared to work towards the completion of the Chartered Institute of Purchasing & Supply (CIPS).

Experience

Essential

  • Experience of a customer service and engagement environment.
  • Evidence of skills that are transferrable to the role.

Desirable

  • Experience of competitive quotations and tenders.
  • Experience of public or major corporation procurement.
  • Understanding and knowledge of UK Government public procurement regulations/legislation (e.g., TUPE, Social Value, Public Contract Regulations, Freedom of Information etc).

Additional criteria

Essential

  • Understanding of the principles of procurement.
  • Competent with Microsoft Word, Excel, PowerPoint and Teams.
  • Good written and oral communication skills.
  • Proactive with good project management skills.
  • Able to work as part of a team.
  • Able to use initiative and work independently.

Desirable

  • Experience of influencing others to lead change.
  • Experience of working within the public sector.
  • Understanding and knowledge of UK Government public procurement regulations/legislation (e.g., TUPE, Social Value, Public Contract Regulations, Freedom of Information etc).
