Job summary
The Health Centre Manager is a dynamic role which requires an
enthusiastic, motivating individual who can engage and inspire a wide audience
and use these connections to support system improvement across our sites.
The post holder will
have day to day responsibility for the operational management of up to 5 busy
Health Centres/Lift Builds ensuring the sites are Health & Safety
compliant.
The post holder will be
responsible for the management of Clerical and Caretaking staff at various
sites, this includes staff supervision, appraisals, sickness logging and
monitoring and ensuring Mandatory Training is compliant.
The post holder will manage the
recruitment of new team members in line with CityCare recruitment and selection
procedures and will undertake coaching, training and induction of staff.
The post holder will be responsible for managing sickness
and absence reporting in line with CityCares Health & Sickness Policy.
The
post holder will have excellent people skills, organisation and prioritisation
skills and able to communicate effectively at all levels.
The
post holder will be able use initiative to work on their own or part of a team,
and work flexibly according to the needs of the service

Main duties of the job
The post holder will represent Support Services at various
meetings with internal/external stakeholders, NHSPS, CHP, Private Landlords,
Other providers and Local Authority.
The post holder will be responsible for operationalising
team moves and relocations, ensuring adequate office space, ensuring
sufficient furniture and IT equipment and organising logistics.
The post holder will employ good communication skills to
negotiate with GPs and other stakeholders on sensitive and contentious issues
with sensitivity and diplomacy.
The post holder will have budget
responsibility; this will include the day to day administering and monitoring
of the budgets and being an authorised signatory
The post holder will have an advanced use of IT packages including manipulating/designing spreadsheets.

Key Responsibilities
- To undertake the management of up to 5 busy Health Centres/LIFT Builds/leased and owned buildings throughout CityCares profile and to be responsible for the safe, effective and efficient delivery of the services ensuring key stakeholders are kept informed of any issues, problems or concerns in order that these may be addressed as a priority.
- To assess and manage the maintenance of the building and equipment, liaising with contractors to ensure the safe operation of Health Centre users, including act as point of contact for Support Services including estates, telecommunications and IT.
- To be responsible for completing annual Building Risk Assessments and ensuring any issues are dealt with appropriately. To ensure additional audits (Fire Risk Assessments/Cleaning) are actioned and signed off.
- To undertake the day to day management of clerical and ancillary staff within each site, including undertaking Performance Review and Development and identifying training and development needs.
- Managing the reception area and the provision of clerical support, to ensure staff rotas provide the capacity and capability to deliver the service to satisfy requirements and to ensure adequate cover is requested during periods of absence.
- To manage the recruitment of new team members in line with CityCare recruitment and selection procedures and to undertake coaching, training and induction of staff.
- To manage Probationary Reviews for new team members including organising new starter set-up (), have regular meetings with staff member to ensure targets are met and arrange additional training if required.
To be responsible for ensuring all essential training is completed by staff and to contribute to training needs analyses to ensure the provision of high quality, effective training for staff.
To manage sickness and absence reporting in line with CityCares Health & Sickness Policy. To record and monitor sickness and absence and to be responsible for ensuring the procedure is followed for Long / Short Term sickness.
Authorised signatory for travel expenses and additional hours.
Maintain strict confidentiality in relation to all issues concerned within the service, ensuring staff are aware of their obligations under the FOI, Information Governance and Data Protection Act.
To employ communication skills to negotiate with GPs and other stakeholders on sensitive and contentious issues regarding future service delivery, service provision and ways of working, with sensitivity and diplomacy.
Deal with matters raised under the complaints procedure / protocol and using the procedure / protocol when answering queries.
To ensure that effective Business Contingency Plans are in place to meet unexpected increase in demand / emergency situations.
To maintain good budgetary control and identify any relevant risk to the service.
Together with the Area Health Centre Manager and other stake holders, review contract deliverables and ensure that the highest quality service is delivered.
To collate, analyse and provide complex information and/or data such as patient surveys, planned preventative maintenance reports, infection control and fire risk assessment action plans and clinic room usage data for the ICB, to support service improvement or disseminate to stake holders, adapting communication styles to suit the target audience.
To support the Area Health Centre Manager in ensuring any new policies, systems and processes are in line with national best practice and adhered to ensuring information is cascaded appropriately to support service development.
Influence, persuade and negotiate with managers in developing processes, in relation to the service/sites.
To aim to resolve client queries and provide information to patients by personal contact and by telephone and to work closely with GP Practices, NHS PS, CHP, Private Landlords, Other Providers, Local Authority and relevant agencies and establish links to improve Service provision.
Attend meetings with internal stakeholders, NHSPS, CHP, Private Landlords, Other providers, Local Authority to ensure engagement, working with locality managers across all CityCare services.
To identify, address and refer health and safety matters relating to sites and deliver building related health and safety induction to staff.
