Job summary

An exciting opportunity has arisen to join our friendly workforce team as a Workforce Officer.

This is a generalist role providing a responsive, professional and high quality focused service to managers and staff across the organisation.

As a flexible individual with strong interpersonable skills you will be part of a small team and have a pro-active approach, whilst being able to problem solve with energy and enthusiasm.

As a social enterprise, we are a company delivering NHS services. Public or private sector HR experience are equally as valid.

Main duties of the job

The workforce officer will be responsible for providing support and guidance to the staff group, managers and senior managers within Navigo.

Managing complex employee relations casework, including disciplinary, grievance, managing attendance and capability whilst applying employment law and good practice.

Ensure monthly Input to ESR/ Payroll systems is completed in a timely and accurate manner. whilst liaising with managers and the wider Navigo admin ensuring information is received and acted upon.

Compile and present monthly reports on HR data, metrics and compliance to managers and colleagues.

Support the recruitment process within the workforce team, this could include writing job descriptions, preparing contracts of employment and presenting at corporate inductions.

This person needs to enjoy a variety of generalist HR work and be aware that each day could bring new challenges.

Job responsibilities

The Workforce (HR) Officer will provide a comprehensive and proactive service in the delivery of recruitment, employment, development and management services to the Navigo workforce.

The Workforce (HR) Officer will ultimately have a generalist role and provide a comprehensive HR service across the employee lifecycle to a group of departments within NAViGO. The role will work closely with staff, managers and senior managers, particularly in a defined departmental group to provide timely and sound professional HR advice in relation to all employee matters.

Assist the People & OD team, and wider Corporate Services Directorate in the operational development, implementation and monitoring of policies in accordance with the overall corporate strategy and organisational values.

Involvement in the continued development of policies for the organisation, which are lean, efficient, easy to follow and achieve fairness for both the organisation and employees.

Manage the recruitment, appointment and appropriate induction of staffing ensuring compliance with all relevant pre-employment checks, NHS standards and other requirements. Where necessary this may require creative solutions to recruitment issues into an area where it is traditionally difficult to recruit. Taking part on wider recruitment initiatives where appropriate.

Responsible for the input and updating of key workforce information and reports using the Electronic Staff Record (ESR) and payroll systems.

Corporate Responsibilities

Promote wherever possible best practice principles of partnership working.

Contribute to the development and implementation of NAViGO strategies and plans as appropriate.

Responsible for the safe and effective use of the Electronic Staff Records (ESR) system, use of NHS Jobs for recruitment and use of the DBS online system.

Employee Relations / Advice

Be familiar with relevant employment law issues and be aware of changes to the law and local policy.

Ensure that initial HR enquiries are responded to appropriately.

Advise as necessary on issues of absence, conduct, capability, disciplinary or grievance that may arise in the wider workforce as necessary. Ensuring clear communication of complex matters.

Recruitment and Retention

Develop, & support recruitment activities for managers and the People & OD Team.

Deliver against recruitment and retention strategies which secure, continuously develop and maintain a high quality workforce.

Ensure adherence to policies which promote flexible working, work life balance and improving working lives.

Service Provision

Providing a first line and first-rate customer service ensuring initial HR queries are handled effectively and efficiently.

Ensure timely provision of information relating to all workforce and training related data as appropriate.

Undertake specific projects as required by the Workforce Manager and Senior People and OD Manager.

Ensure Monthly Input to ESR/ Payroll systems is completed in a timely and accurate manner. Liaising with managers and wider Navigo Admin to ensure timely information is received and acted upon.
