Main duties of the job

The Digital Programme Manager will be responsible for implementing NAViGOs Digital Strategy and vision as directed and prioritised by the Digital Board and Senior management Team. This will include enhancements to NAViGOs EPR System, inclusive digitisation of care pathways and managing the implementation of strategic systems such as EPMA, Advanced Data Analytics, Service User Portal, Electronic Prescribing, Office 365 and eRostering.

The Digital Programme Manager will play an active role in both regional and local Digital meetings, representing the organisation to ensure its priorities are met. This includes proactively seeking equitable access to funding, writing business cases and funding bids, actively participating in regional meetings to represent the organisation, showcase its developments and learn from others around its challenges..

MAIN DUTIES / RESPONSIBILITIES:

Communication

Confident in explaining complex information and project management methodologies to a wide range of audiences.

Work with operational and corporate colleagues to deliver the Digital Strategy and Workplan, developing and implementing policy for that area and, where necessary, proposing changes in conjunction with working groups.

Responsible for advocating the digital strategy and programme of delivery to executives to secure all programme related resources, and to be the senior point of contact between Digital Board and project management staff.

The programme will include projects likely to be complex in nature and may be involved across a range of organisations / services /stakeholders at a regional and/or national level.

Required to work effectively with service users, clinicians and managers across organisations and GP localities and within the Integrated Care Board (ICB) to provide and receive information to influence change or overcome barriers.

Deputises at meetings for Head of Performance and Information and the Assistant Director of Quality and Performance.

Attend and advise the Digital Strategy Board on technology opportunities, digital strategy, and progress.

Attends contract meetings and other external meetings, as required.

Remain in close contact, via telephone and email, with system suppliers throughout the project and convey all organisational and system requirements. Ensure that system provider remains on track will all deliverables of the project to set timescales as per the project plan.

Analytical

Makes a judgement where there are conflicting views on the project and there is a need to make decisions on complex issues.

Acts as a business change analyst to scope projects requiring digital input including but not limited to data warehousing projects and software development.

Ensure regular reporting system is in place to detail the progress of the project and communicating/escalating any risk or financial implications to the project.

Analyse and compare complex evidence bases and options for change (including financial and demand/supply modelling), promoting a shared understanding and ownership of the potential implications of each option.

Utilises baseline and progress data available to produce evaluation reports and showcase improvements made by delivering a digital project.

Planning

Develop, advocate and present the annual digital strategy and Workplan obtaining sign off by the Digital Board and NAViGO CIC Board.

Maintains structured programme, project planning and project delivery using a range of project management methodologies.

Develops business cases to support projects and the strategy and obtaining sign of at the appropriate level.

Ensures that, through all relevant staff involved in the project teams, all projects produce the required deliverables within the defined quality, time, and cost constraints and to facilitate full realisation of benefits defined in the business cases.

Ensure NAViGO implements a digital inclusion strategy within projects and systems.

Be prepared to adapt priorities and respond to urgent needs of the organisation.

Policy

Requires an understanding of the organisations priorities, national strategies, technical innovation and digital systems and architecture deployed in the organisation to inform the annual Digital Strategy and Workplan.

Adhere to Information Governance Policy and completes Data Protection Impact Assessments for any new applications or digital developments.

Informs and amends policies and procedures as required.

Patient care

Ensure that NAViGO membership views are represented and included in new project developments and business cases and provide regular communication to NAViGO Membership Board

Assist service users, carers, and the public during incidental contact.

Finance

Responsible for establishing and managing budgets to deliver the programme in agreement with the Head of Finance.

Utilises programme management methodologies appropriately and for best effect to achieve rapid progress within a controlled structure that provides assurance of delivery and budget.

Responsible for bidding for available funding and grants to support the strategy implementation and where possible to accelerate deployment.

HR and Training

Plays a key role in defining and contributing to digital training for staff to ensure the NAViGO workforce has the best opportunities to develop digital skills to match the ambitions of the digital strategy.

Develop a personal development plan annually as part of the individual Performance Review process.

Keep skills up to date and relevant to carry out appropriate tasks in relation to project management and systems implementation.

Information

Manage the information flows between the directing and delivering levels of the project and programme work.

Research

Research relevant national and local strategies and policies ensuring the implications are addressed in the work programme; adapt programmes as required to changes in policy.
