Job summary

The role is part-time, 21 hours per week, to include evenings and weekends where required.

We're looking for an experienced, passionate and talented Safeguarding Manager with a proven track record of working collaboratively to manage cases and develop policies, strengthen practice and deliver training programmes to support the highest standards of safeguarding.

You'll have excellent organisational, communication and interpersonal skills, compassion, sound judgement, and the ability engage and influence others. You will embody our values and behaviours as well as believing in our mission. Due to our large volunteer base, you must also be willing and able to work some evenings and weekends (e.g. to deliver training to volunteers) and travel to different parts of Wales as required.

Main duties of the job

St John Ambulance Cymru works with people from different ages and backgrounds including Badgers (age 5 to 11), Cadets (age 11-17), Young Adults (age 16-25), University Volunteers (18+) and Adult Volunteers, and people in communities across Wales. Acting as the Designated Safeguarding Person, the Safeguarding Manager will play a key role in driving and supporting the implementation of our safeguarding framework, to ensure that St John Ambulance Cymru provides a safe environment where children and adults are protected from harm and abuse.

About us

We have supported people and communities across Wales since 1880. We existed before the NHS in Wales and provided the earliest medical support to those who were sick or injured.

Since March 2020, weve worked closely with NHS Wales, increasing our capacity and developing new innovative ways of working to assist and relieve the overwhelming pressure on the frontline healthcare. We are first responders and provide services for people who have fallen and those in crisis. We look after hundreds of thousands of people at over 1000 events per year from football crowds to marathon runners and night time revellers.

We continue to play a major role in strengthening community resilience and ensuring people are trained in first aid so they can be the difference between a life lost and a life saved with a blend of St John People, both employees and volunteers.

We provide the opportunity for people from all backgrounds to volunteer with us and develop their personal skills and confidence to support our charitable and income generating services whilst assisting their own career development and their community.

Were undergoing an extensive and exciting programme of modernisation preparing for our new 2025-2030 and beyond strategy. This includes a review of our existing services, financial and workforce models and were developing a rejuvenated culture aligned to our core vision and values to improve our overall people experience.

Job responsibilities

  • Develop and implement robust safeguarding policies and procedures in line with legal requirements and best practices and monitor compliance with these.
  • Report any failure to comply with policy, breaches of process or safeguarding concerns / incidents to the leadership team and external agencies.
  • Provide competent expert advice and guidance to staff, volunteers, and the leadership team on safeguarding matters and available resources.
  • Plan and conduct risk assessments to identify potential safeguarding concerns.
  • Make safeguarding referrals within 24 hours of receipt.
  • Collaborate with relevant agencies, local authorities, and law enforcement to take timely and appropriate action to address safeguarding issues effectively.
  • Manage any immediate actions required to ensure an individual at risk is safe from harm.
  • Support survivors of abuse or exploitation, ensuring their rights and dignity are respected.
  • Arrange for appropriate welfare support for any St John Ambulance Cymru staff member of volunteer under investigation.
  • Work collaboratively with the National Training Manager to identify training needs relating to safeguarding.
  • Design and deliver training programmes and other activities, which are aligned with national standards, and which raise awareness and enhance safeguarding knowledge across the charity.
  • To lead on safeguarding related projects across the charity as necessary.
  • Support the Head of HR to ensure that St John Ambulance Cymru recruitment policies and practices promote good practice in relation to safeguarding e.g. safer recruitment practices and vetting checks.
  • Work with the National Volunteer Manager, the Volunteer Recruitment and Retention Officer and the HR team to develop appropriate induction programmes which support effective safeguarding practices and promote an ethos of professional curiosity.
  • Maintain accurate records and documentation related to safeguarding cases.
  • Prepare and present regular management information for the Head of HR and the People Committee.
  • Lead the recruitment of volunteer Safeguarding Co-ordinators in all counties across Wales.
  • Participate in relevant networks and forums to stay informed about developments in safeguarding practice, some of which may take place outside of normal working hours.
  • Liaise and co-ordinate with colleagues and external agencies to support the development of safeguarding provision, share good practice and plan collaborative activities.
  • Promote an open culture where people are encouraged to speak up.
  • Manage a Volunteer Safeguarding Lead and a team of Safeguarding Co-ordinators (staff and volunteers).
  • Manage on-call duty arrangements of the safeguarding mailbox and the on-call phone, which operates from 10am until 10pm.
