Job summary

The Whiteley Homes Trust wishes to appoint a Registered Manager to join the team at Huntley House.

Reporting into the Head of Housing and Support, the role of the Registered Manager of Extra Care in Huntley House, is to ensure the Extra Care facility at Huntley House is safe, effective, responsive, caring and well led, in line with the expectation of CQC.

Main duties of the job

Reporting into the Head of Housing and Support, the role of the Registered Manager of Extra Care in Huntley House, is to ensure the Extra Care facility at Huntley House is safe, effective, responsive, caring and well led, in line with the expectation of CQC.

You will lead and line manage the Resident Involvement Support Officer/Workers who provide personal care in emergencies within the Extra Care setting in Huntley House and will ensure that the service complies with both the Care Quality Commission (CQC) regulated activities as well as ensure that the service works within TWHT policies and procedures.

You will be required to register with CQC as the Registered Manager for Extra Care at Huntley House. Enhanced DBS clearance is required to apply to be the registered manager.

You will also line manage a small catering and housekeeping team in the service.

We are The Whiteley Homes Trust The Trust, a charity that manages Whiteley Village in Surrey. The purpose of the charity is to provide homes for older people of limited means from all over the country, founded over a hundred years ago in Walton on Thames, Surrey, the Village is located in 225 acres of beautiful grounds and is a very special place to live and work.

Established in 1917 the village has many Grade 2 listed buildings and provides housing for nearly 400 older people of limited means. With 265 Almshouses, a newly built nursing home and 51 Extra Care apartments, Whiteley Village also has a church, social and leisure club, shop and café.

KEY RESPONSIBILITIES

Specific responsibilities of the role will include the following however other responsibilities may be reasonably assigned from time to time.

Registered Manager for Extra Care

To be visible and available in the service for the residents and staff when you are on site.

To ensure an appropriate 24-hour response in the event of emergencies and requests for assistance via emergency alarm system. Ensure that staff understand their duty of care in respect to responding to medical and other emergencies and are confident in which emergency and on-call services available to them.

To ensure that staff training and development needs are identified and met and that staff receive appropriate induction, mandatory and other training. Ensure that staff are inducted in orientation to the building, fire and emergency procedures and assistive technologies and emergency alarm systems. Ensure that staff training records and matrices are up to date and ready for inspection at all times.

To ensure that staff are committed to the core values, specification and expected outcomes of the Extra Care Service.

To maintain sufficient contracted and bank staff to meet the needs of the service to avoid using agency staff. Proactively identify the need for recruitment and organise recruitment and selection of staff and volunteers, under direction of the Head of Housing & Support and HR.

To collaborate with the Head of Housing & Support to ensure a high standard of accommodation and physical environment and that all areas are attractive, clean, safe and well maintained. Ensure that repairs are promptly reported. Escalate matters in line with the Service Level Agreement if repairs have not been completed within allocated time scales and/or to the clients satisfaction.

To ensure that policies and regulations pertaining to management of buildings, fire safety, food safety, personal hygiene and infection control, environmental health, general safety and security are adhered to by staff, tenants and visitors. Promote health and safety awareness. Conduct risk assessments of, the physical environment and lone working and implement plans to reduce risk and protect from harm. Ensure correct recording of emergency call log. Ensure that staff are supplied with protective equipment as required.

To encourage customer feedback and suggestions for improving services and promote a positive attitude to feedback. Ensure that complaints / feedback are investigated fully and responded to.

To contribute to and keep up to date a Service Action Plan, to ensure quality outcomes for individuals within the service, promoting a persons wellbeing, independence and healthy outcomes.

To ensure that the service complies with both the Care Quality Commission CQC regulated activities and, ensure that the service works within TWHT policies and procedures.

To complete a PIR annually to be prepared for a CQC inspection.

To notify CQC of any changes in the service if there are incidents / police involvement that could interfere with the smooth running of the service and if you make changes to your Statement of Purpose.

To contact the local MASH (Safeguarding) team if you are concerned about any allegations of abuse in the service and ensure the team are aware of the whistleblowing policy.

To contribute to the development and maintenance of multi-disciplinary partnerships with other organisations, including health providers, Integrated Service Groups (ISG).

To ensure the Resident Involvement Support Officer/Workers work in accordance with individual support plans in emergency situations.

To monitor and assess attendance, reliability, performance, values and competence of staff through supervision, direct observation and through feedback from clients and stakeholders. Ensure that staff, receive personal support, supervision and appraisal.

Monitor agency carers, who deliver care packages in the service, from outside providers, by completing spot checks on their qualifications, delivery of care and right to work.

To ensure effective communication with individuals living in Huntley House and in emergency situations ensure that the Resident Involvement/Support Workers contact external care agencies if for e.g. they did not turn up.

To ensure Resident Involvement Support Officer/ Workers update rotas for staff cover, if there are changes to the rota, organise and ensure adequate staffing cover.

Authorise of timesheets and other payments when required.

Support the community activities coordinator and head of Housing and community support in the development and implementation of The Trusts dementia strategy.

Monitor sickness absence across your area of responsibility. With appropriate guidance from HR, take a lead role in proactively dealing with any formal issues arising from sickness absence, disciplinary, performance, grievances etc.

To contribute to the analysis of KPIs as required for Surrey County Council and TWHT.

To ensure all audits are completed and actions are dealt with and signed off each month and evidence is gathered in line with the new CQC framework.

To ensure that resources are used in a planned way in order to maintain an efficient and, cost effective service which takes full account of both changing needs and resource availability.

Leadership and Team Management

Be responsible for leading and developing the Extra Care team to ensure they provide excellent customer services tailored to the needs of individual Villagers.

Work closely with colleagues across the community teams, Properties and Estates, Care services and Finance team to deliver seamless care and support.

Act as role model to the team especially with regards engagement and communication with the villagers.

Ensure that our Support team have robust, Feedback / compliant and well communicated policies and procedures that ensure our residents, and staff have a clear understanding of how to raise and escalate any housing support requirements.

Be responsible for all aspects of staff line management, including the recruitment and management of Support staff.

Ensure that all staff within the Extra Care team are fully trained and competent to deliver an efficient, professional, responsive and customer focused support service.

Establish a robust culture of performance management with clear targets and monitoring arrangements to manage performance of the teams.

Apply and follow internal guidelines for performance management, disciplinary, grievances and appeals as appropriate.

Health and Safety

Ensure that health and safety audits are completed in line with the Trusts policies and procedures.

Ensure the accident, incidents and nearmiss forms are completed and required actions are implemented.

Proactively ensure that the necessary Health and Safety reporting procedures are in place to escalate any health and safety issues.

Financial and Performance Management

Be responsible for setting and managing the Extra Care budgets with support from the Head of Housing & Support.

To submit monthly agreed key performance indicators to the Head of Housing & Support to inform the Chief Executive and Board.
