Rowans Hospice provides specialist palliative care to people
in Portsmouth and SE Hampshire from our 22-bed unit at Purbrook health and
through our community-based services. We are looking for an experienced,
dynamic and creative senior clinician to lead our patient services development
and delivery and also our quality function. Rowans is ambitious in terms of the
role it intends to play in the local health system going forward and you would
therefore be joining the hospice at an exciting time in its development.

To provide dynamic and inspirational leadership to a multi-disciplinary
team to ensure that all services delivered to patients, families and carers by
Rowans Hospice are of an exceptionally high quality and are safe, effective and
efficient.

Job responsibilities
- To be the Registered Manager for the organisation, ensuring compliance with all aspects of CQC registration and ensuring that effective communication with the regulator is maintained at all times.
- To be the Accountable Drugs Officer for the Organisation, always discharging these duties diligently.
- To advise the Chief Executive on clinical matters, as required.
- To ensure that clinical standards are explicit and followed by all members of the clinical team.
- To be accountable for the development and on-going review of all care-related policies, procedures and guidelines and ensuring these are understood and are followed by all members of the clinical team.
- To ensure that the hospice has in place appropriate policies, procedures and responsibilities in respect of safeguarding, which are followed by all team members.
- To maintain a close working relationship with the Director, with responsibility for Facilities Management, providing advice to them on all aspects of infection control
- To be the Caldicott Guardian for the organisation and ensure that all records relating to patient and family care are kept secure and in accordance with all data protection legislation including, for example, GDPR.
- To ensure the correct and consistent usage of hospice ICT systems by the clinical team.
- To be the leader of the overall design and management of the care record system and data analysis function ensuring the hospice has well-designed reporting systems and reports and all of the information it needs to inform both activity reporting and continuous improvement across the function.
- To ensure that the hospice has a highly effective quality system in place and that there is a culture of continuous learning and improvement throughout patient and family services.
- To act, where requested, as Investigating Officer for incidents of all types of incidents across the organisation.
- To initiate, and respond to, verbal and written enquiries and complaints in good, plain English and in language that is accessible to the recipient.
- To maintain an up-to-date clinical risk register with clearly identified mitigating actions to minimise clinical and organisational risks.
- To oversee the content and production of the organisation's annual Quality Account and to contribute to the production of the Annual Report
- To direct the work of care management within the hospice, directly managing a small team of nursing, AHP and administrative team members, ensuring that Rowans Hospice delivers exceptional performance across all aspects of the current CQC inspection framework.
- To ensure that the organisation has the correct skill-mix and resource levels, at all times, to delivery very high-quality palliative and end-of-life care in a multi-disciplinary setting, in both the hospice and the local community.
- To ensure that patient and family care offered by the organisation is person-centred and personalised, ensuring it meets the needs of people who are "harder-to-reach" - for example those with a physical disability, mental health challenges and/or social and lifestyle changes
- To ensure that the needs of people from all sections of the local community are met, including veterans, who form part of our local population.
- To enable the provision of care that is tailored to the cultural and religious needs and preferences of individuals, with a particular emphasis on end-of-life spirituality.
- To oversee a clinical education function with both internal and external dimensions, ensuring that education is provided to internal team members and external organisations (as appropriate) in subjects relating to the delivery of leading-edge practice in specialist palliative care.
