Job summary

We are looking for an experienced Health & Safely Officer to join us at Saint Francis Hospice for 30 hours per week to provide health & safety advice, training and assistance to ensure the Hospice meets its obligations under Health & Safety legislation.

The Hospice is situated in a conservation area at Saint Francis Hospice, The Hall, Havering-atte-Bower, Romford, Essex RM4 1QH. You will be working in a sensitive environment and it is extremely important that you are mindful of this when working near patients and their relatives.

You should have level 6 (NEBOSH Diploma) Fire safety Qualification (NEBOSH Fire) or equivalent level of experience

You will ensure that the Hospice premises and our Retail outlets are a safe environment for all staff, volunteers and visitors. Also be responsible for the management of Health & Safety policies and practices, and undertake the role of Health & Safety Lead person (Level 6) for the Organisation in relation to Health & Safety of all Hospice premises, grounds and Hospice leased shops.

Main duties of the job

Responsible for maintenance and development of Health & Safety and Fire Risk Assessments associated documentation, together with delivery of Health & Safety related training to all staff and volunteers. Provides Health & Safety advice to all Hospice departments to ensure compliance and undertakes regular inspections and audits of all premises. Extensive experience of fire safety within a healthcare environment is required.

Responsible officer for Health & Safety and fire across the whole organisation, providing support to teams on all Health & Safety, and fire safety risks, improving awareness, identifying, and minimising risks and encouraging safe working practices.

Working with all members of staff, volunteers and service users to understand the importance of Health & Safety within the organisation.

To have the ability to teach and train; also the ability to advice and influence.

MAIN DUTIES AND RESPONSIBILITIES

1. Responsible officer for Health & Safety and fire across the whole organisation, providing support to teams on all Health & Safety, and fire safety risks, improving awareness, identifying, and minimising risks and encouraging safe working practices.

2. To undertake all H&S incidents and support teams and individuals to investigate all incidents and RIDDORS. To work across and liaise with the Director including the Director of Finance for insurance purposes.

3. Responsible for investigating incidents and events relating to Health & Safety and Fire ensuring findings are recorded in line with prevailing requirements, producing reports, and referring to relevant agencies incidents that require external reporting e.g., RIDDOR reporting to the HSE, working with the Hospice incident reporting system Sentinel.

4. To lead on the Health and Safety Management meetings, with the Director and H&S reps support the management of the organisations Health & Safety Management Group. To liaise with the Health and Safety reps for areas within the organisation and ensuring all training such as IOSH, COSHH, First Aid and other education needs are up to date for both H&S reps and all staff across the Hospice including delivery of fire safety training at induction and as an annual refresher.

5. Responsible for supporting and maintaining the H&S Risk Assessment register, COSHH Inventory and Assessments across all areas of the business. support staff in the ongoing management of risk control.

6. Undertake regular inspections of Hospice premises/sfh leased sites and Charity Shops to ensure compliance with current health & safety & fire safety legislation; and CQC requirements liaising with the CQC registered manager, highlighting issues requiring further attention.

7. Responsible for the production and maintenance of the Hospices Fire Emergency Plan and Fire Safety handbook for staff and the Organisations fire safety policy and fire procedures. Responsible for the development Implementation and review of Fire Risk assessments across the business locations. Responsible for all Hospice H&S mandatory training.

8. Organise fire drills and evacuations as deemed appropriate record and proactively monitor with real time results collecting data to review performance. Ensure reports are cascaded up through Management meetings and Hospice Governance.

9. Ensure the maintenance, inspection, and competent companies in respect of work equipment and systems including fire safety equipment undertake regular servicing.

10. Act as a point of contact for regulatory authorities including, HSE, Fire authority and Local Environment Health officers.

11. Responsible for supporting the reviewing of Saint Francis Hospice Health and Safety policies to ensure they meet current legislation, liaising with external partners, such as Health & Safety Consultant.

12. Support the Business Continuity element of the organisation, so the Hospice is business ready.

13. To also attend Corporate Governance, senior leadership Team, Exec Team and Board meetings when required to report on the annual H&S reports and to give assurance.
