Job summary

Primary Care 24 have an exciting new senior role within our expanding Primary Care division. The Deputy Director of Operations for Primary Care and Business Intelligence is responsible to the Director of Operations and Digital Transformation for the safe and effective delivery of all Primary Care services within our GP Practices plus the accountability for the leadership of an intuitive and well-informed Business Intelligence Team.

The Deputy Director will be a visible and present leader to their direct reports, namely the Head of Service for Primary Care, the Business Intelligence Manager and new roles which will arise as the practices are transformed with organizational change. They will provide support to deliver all patient services and will lead a multi disciplinary professional team in achieving targets set for our practices.

The Deputy Director will lead and inform on strategic direction, optimising practices performance using knowledge gained from external sources to evidence any change in direction, keeping pace with national and local best practice. The Deputy Director will be held accountable for translating strategic intent into tangible operational planning and ensure their direct reports receive clear direction, underpinned by key performance indicators.

Main duties of the job

The post holder will take an active role in managing key stakeholders including external commissioners, the PC24 Exec and Leadership Teams, PC24 Clinical Leads, PCN leadership and other support teams. Collaborative working across all sites, closing geographical boundaries will be key. This role is accountable for decision making and controlling the relevant budgets assigned to the Primary Care Practices and Business Intelligence Team in conjunction with the Director of Operations & Digital Transformation. The post holder will have responsibility for all legislative and contractual requirements across the services and support the CQC Nominated Individuals in all aspects of work required to maintain and improve current CQC ratings. Leading on action planning to achieve all required improvements is a priority for this role. The role may deputise for the Director of Operations & Digital Transformation at key meetings and events where required, representing the PC24 Exec Team in a professional and senior capacity.

Operational Delivery

Lead all direct reports to introduce cohesive delivery plans and financial management processes across the GP practices

Set strategic direction for the Business Intelligence Team, driving for collaborative working

Provide guidance and coaching to achieve a commercial mindset in all decision making

Monitor performance trends and KPI compliance across GP Practices holding key individuals to account to ensure actions are taken as a result of performance and activity trends

Provide proactive stakeholder management externally and internally through building robust relationships and communication

Drive accurate reporting for relevant Boards, Sub-Committees and commissioners where appropriate, contributing to their composition and ensuring that the Director of Operations & Digital Transformation is fully briefed

Promote a cohesive approach to organisational development through collaboration with peers and colleagues

Ensure all key standard operating procedures, policies and frameworks are up to date and relevant

Accountable for ensuring all sites are safe and appropriate and comply with workplace legislation People Management and Development

Work collaboratively across corporate support teams, driving a one team mentality for direct reports to ensure consistency and good leadership

Work with all direct reports to ensure key HR policies are implemented across their operational teams, ensuring compliance and understanding is tangible

Actively contribute to achieving organisational KPIs for all mandatory learning and professional registration compliance by keeping HR KPIs as a focus in all line management activity

Lead by example in creating a positive culture for completing appraisals and regular development plans to ensure individual aspirations are maximised and met. Hold direct reports accountable for cascading the positive culture and performance management across their colleague teams

Ensure headcount is managed efficiently to maximise and develop skills across the teams; proactive plan to ensure vacancies are correctly forecasted and any resource gaps closed

Be accountable for driving a positive and inclusive working environment for all colleagues, the results of which should be evident in future colleague surveys Governance and Risk

Oversee the implementation of compliant clinical governance practice, inclusive of CQC requirements and risk management processes across all Primary Care practices and contracts

Collaborate with support teams such as Quality & Governance, in the keen oversight and management of all contractual obligations and standards for the Primary Care arm of the organisation

To ensure appropriate responses are developed and action plans are in place in regard to themes, trends, complaints or incidents captured through PC24s risk management processes
