Job summary

This role provides an exciting opportunity for an enthusiastic, and knowledgeable, person to lead our Clinical Systems support for the federation and member practices and PCNs across Heywood, Middleton, and Rochdale. This will include writing and developing EMIS searches, and protocols, to boost and improve RHA and practice efficiency and patient care, and to maximise income by ensuring correct coding and searches to demonstrate and evidence achievement in key target areas.

Main duties of the job

As our Clinical Systems Manager, you will be our EMIS expert. You will link with our IT trainer and input into the development of practice training packages, as appropriate and support practices to use EMIS / Ardens / other templates effectively and efficiently. You will also be responsible for developing searches across all services and developing and maintain progress dashboards. You will also support upskilling your peers who are delivering operational services, such as enhanced access, enhanced care in care homes etc.

There will be engagement and support with local Primary Care Networks and liaising with GP practices and staff, monitoring key metrics, with regular reviews reporting to stakeholders.

Identifying and developing new opportunities will also be vital in establishing and growing both this role and RHA.

You will be a self-starter with a passion for quality improvement and improving federation / practice and PCN services and you will be part of helping to identify and implement new opportunities for supporting Practices and developing clinical services using data collection and analysis.

Rochdale Health Alliance (RHA) was established in 2016, by GP practices from across the Heywood, Middleton and Rochdale Borough, to streamline the way in which services are delivered and to contribute to the development of the wider health and social care provision across the Borough. Heywood, Middleton, and Rochdale Primary Care Academy is part of RHA and develops the primary care workforce, to facilitate the recruitment and retention of well trained and motivated staff.

PRIMARY RESPONSIBILITIES:

Clinical Systems Support:

Support member practices and PCNs (that RHA provides support functions to) to use the full potential of EMIS to deliver high quality patient care and to drive service improvement.

Support innovation, integration, and transformation projects across At Scale Services, General Practice, and Integrated services, ensuring that EMIS is optimised to support project delivery.

Develop searches and dashboards that will provide data for service improvement, performance reporting, stakeholder assurance, and quality improvement.

Create and provide ongoing management of templates, protocols and EMIS alerts for RHA projects and locally commissioned services.

Support our member practices to ensure they are correctly coding patient activity and using the most up to date templates to maximise efficiency.

Support the Operations Manager in the development and preparation of regular dashboards in support of organisational performance reporting.

Maintain an expert knowledge in available EMIS products and other software suppliers which are relevant to RHA, making recommendations for adoption where appropriate.

Acquire knowledge of software systems in use by other providers and how those software systems might be linked for the purpose of sharing clinical records in future.

Undertake all necessary training to ensure that knowledge of EMIS services remain contemporaneous and member practices/ PCNs and RHA staff can continue to benefit from up-to-date knowledge.

Project and Service Management

Work alongside colleagues within RHA to develop approaches and services that will support practices and services to narrow health inequalities and improve health outcomes for patients.

Work with the Senior Management Team to identify new opportunities for supporting practices and, where opportunities are support, develop programmes of work that will deliver these opportunities.

Contribute to the design of new services by compiling reports on patient demographics and clinical conditions on request.

Design of data collection searches to facilitate the delivery of high-quality services, monitor service delivery, and evaluate service outcomes.

Contribute to the development of performance monitoring systems where contracts are held by the Federation.

Lead and participate in relevant internal and external working groups and provide service advice, expertise and support where requested.

Adhere to the governance arrangements in place for services including reporting of significant events, response to complaints, managing risks, and learning from mistakes.

Prepare Standard Operating Procedures and Business Continuity Plans for clinical systems for member practices and RHA provided services within the portfolio and ensure Service Managers are aware of these.

Responsible for ensuring the implementation of key project management tools including project and implementation plans, milestone trackers, and reporting frameworks to ensure that there is strong oversight of the services within the portfolio.

Take a proactive approach to problem solving and working with service managers to anticipate issues before they arise.

Communication, Reporting and Representation

Represent services at key meetings, both internally and externally,

Responsible for the development of high-quality reports, that can be used to effectively evidence service performance.

Ensure effective communication with our member practices / PCNs about the services within the portfolio, and how these can support primary care development and resilience.

Operate effectively in a flexible and demanding environment and proactively and constructively engage with commissioners, GP practices, clinical leads, and other appropriate colleagues, to support and develop services.

Provide and receive highly complex, sensitive, and contentious information, presenting information, to a wide range of stakeholders in formal and informal settings.

Ensure circulation of data and IT function information and communications internally and externally e.g., PCNs, stakeholders and partner organisations as required.

Planning and Organisation

Contribute to the planning of projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments, as necessary.

Contribute to short-medium- and long-term business plans, achieving quality outcomes that ensure the aspirations and goals of the service and concordant with the organisations strategy.

Service Development

Assist in identifying and coordinating the implementation of improvements to quality and performance management systems and processes.

Support the research into best practice and liaise with local General Practice staff to ensure that we provide services that are based on best evidence and are tailored to local need.

With support, lead on the implementation of various new projects, working towards building them into business as usual.
