Job summary

The post holder will be the Leeds GP Confederation Clinical Lead for Same Day Response and Project Development.

The purpose of the role is to work closely with the Confederation Operational Team, Head of Operations and Medical Lead for EA.

Main duties of the job

  • Provide clinical advice for the ongoing development and implementing of the Leeds GP Confederation Same Day Response (SDR) service together with advice and support towards other projects and workstreams within the Leeds GP Confederation

· Support the engagement of clinicians working within the SDR service

· Provide clinical leadership on new projects within the Leeds GP Confederation

· Providing clinical support to the operational management team with the development of service and quality improvement

· Support the Medical Lead with engagement of external stakeholders and PCN teams

· Take a lead on SDR and project related Significant Events, Patient Experience and work with the Medical Lead/Deputy Medical Lead on all aspects of quality work within the Leeds GP Confederation contracts

· Provide clinical support to the development of local guidance and implementation of national guidance and policy in relation to SDR and other developing projects within the Leeds GP Confederation

· Supporting the team to ensure consistent high quality service is delivered to the local population through contribution to audit within the service

· Support the team and service through all aspects of CQC regulatory compliance

Secondly, we provide a range of ways for practices and PCNs to contribute to priorities in the Leeds place-based partnership arrangements.

Job responsibilities

The post holder will support the Leeds GP Confederation’s clinical and operational teams in the following areas;-

· To support with the development, planning and implementation, of the Leeds GP Confederation SDR service, specifically around the development of the service, workforce model, recruitment and quality/audit.

· To assist the Operational Team with clinical support in the development of new and existing projects and workstreams that form part of the SDR and Enhanced Access contracts. This includes contributing to the use of data/Business Intelligence to review and develop services

· To support the Medical Lead for Enhanced Access and Head of Operations in the clinical governance of the service including oversight of the risk register, complaints and DATIX/incidents within SDR and other projects

· Contribute to the service’s Audit and Quality Improvement Programme to inform continued improvement and performance of the service for clinical staff and patients

· To support the Medical Lead for Extended Access on issues regarding professional standards and Employee(/worker) Relationship issues within the workforce

· To support the Operational Team to drive forward positive changes in the delivery of the service to meet the changing demands of health care, commissioning and contractual requirements and improve performance (including supporting with operational challenges around OPEL scoring and service provision/mutual aid)

· Understand and contribute to the development of governance arrangements as part of the Leeds GP Confederation’s contracts

· To provide and co-ordinate clinical support in reviewing and commenting on; local guidance, polices, protocols and codes of practice as set by Royal College of General Practitioners, General Medical Council, all other Royal Colleges and Councils applicable to the staff within the Extended/Enhanced Access service, NHSE&I, ICS/Commissioning Bodies and all other regulatory and standard setting organizations

· Ensure medicines management in the Leeds GP Confederation’s services meet legal requirements and is safe, clinically effective and conforms to:

i. NICE guidance and NHS E directives

ii. Good Prescribing Practice as defined by the National Prescribing Centre, British National Formulary (BNF) and Royal Pharmaceutical Society of Great Britain.

iii. Controlled Drugs legislation

iv. Guidance agreed by local medicines management teams.

v. Locally adopted and authorised Patient Group Directions

· Ensure quality improvement and audit is embedded within services

· Provide a leadership style which is underpinned by strongly held values around equality, diversity and openness; effectively builds and maintains relationships with key individuals across the organisation.

· Initiate develop and maintain effective working relationships with key stakeholders to ensure effective team and collaborative working between disciplines and across boundaries both within and outside the Leeds GP Confederation.

· Proactively support CQC outcomes and compliance in the delivery of the service.

· Contribute to the recruitment process for new staff to the service in line with the Leeds GP Confederation Recruitment policy and procedures.

Improving Quality and Outcomes

· Engage with medical and clinical staff within the Leeds GP Confederation and partner organisations around the development of local guidance and the implementation of local and national guidance to support quality improvement, standardisation and reduce unwarranted variation.

· Work with members of the Leeds GP Confederation around clinical quality, outcomes and cost effective process.

· Help set a culture of openness, transparency and learning from incidents.

· Support junior colleagues to provide high quality care in a supportive, non-threatening environment.

· Stimulate development of innovative service model changes and effective use of resources.
