Job Title: Service Lead

Based: Bootle/Southport

Talking Matters Sefton provides IAPT services to the communities of South Sefton and Southport & Formby on behalf of the NHS. Based primarily in Bootle and Southport, practitioners deliver a range of therapies up to and including Step 4 interventions.

Main duties of the job

About the role

As Service Lead of our Talking Matters Sefton service, you will have overall responsibility for a team of around 75 staff, made up of practitioners, managers and administrators. You will work to achieve national and local targets, whilst identifying opportunities for continued growth and development.

You will develop positive relationships with key stakeholders, ensuring that Talking Matters Sefton remains a respected and valued partner within the changing mental health landscape.

As one of a small team of Service Leads, you will work alongside colleagues in other MHM IAPT services, identifying best practice and demonstrating a commitment to continuous improvement.

About you

If you have a degree (or equivalent), are an experienced manager, with a passion to continuously improve the quality of mental health service provision to local residents whilst supporting the wellbeing of the team, read on, we are keen to hear from you!

We are looking for someone who has proven leadership skills, experience of complex report writing and a natural ability to develop excellent working relationships both internally and externally. Knowledge of the IAPT programme is essential, as is the ability to remain calm and professional in challenging and pressured situations.

Duties to include:

To manage the Service including operational management of the Prime Provider and contract management of identified Sub-Contractors, where applicable.

To be responsible for ensuring overall performance is achieved and reported in line with local and nationally agreed targets.

To identify and implement opportunities for expansion of the service and growth into developing areas within the overall IAPT programme.

 To act as decision making and problem solving lead within the service.

To ensure service-wide understanding and implementation of risk management best practice.

· To act as lead for overall promotion for MHM in the region

· To make sure that the service and all its staff comply and work within MHM core values, policies and procedures.

· To lead on collaborative work with other MHM IAPT services across the country promoting best practice and shared learning.

Duties to include:

CLINICAL

· Supported by Clinical Lead, be responsible for ensuring:

· The service provides a stepped care model of treatment delivering psychological interventions, ensuring that protocols and arrangements are in place and are adhered to, and that appropriate step-up and step-down arrangements are in place to maintain a stepped care approach.

· The service is delivered in line with the agreed MHM clinical governance arrangements operating in line with The IAPT Manual and NICE guidance.

· Staff maintain an understanding of the appropriate guidelines and IAPT specifications by providing information on access to relevant training and CPD opportunities and appropriate levels of supervision.

· Referrals to the service are managed according to agreed referral protocols

· Where relevant that all sub-contracted staff adhere to service clinical policies and procedures

· The service maintains high, NICE compliant clinical standards in all aspects of its work

· That, in partnership with the Clinical Lead, effective clinical and line management supervision arrangements are in place for all staff

EDUCATION AND TRAINING

· Dissemination of information and promotion of CPD and training opportunities so that all staff have access to appropriate learning opportunities in relation to the delivery of a range of psychological interventions

· Assist in the development and implementation of a training strategy for the service that meets all national standards (e.g. IAPT)

· Ensuring that all sub-contracted staff within the locality attend training required to carry out their post meeting all nationally required IAPT training

· Oversee and be accountable for the completion of mandatory MHM training in line with Job Role for all staff.

AUDIT, RESEARCH AND DEVELOPMENT

· Ensuring that all of the research/audit data that is required locally and by mhm is produced in a timely manner

MANAGERIAL

· Monitor and report performance against contracted targets for the service

· Oversee recruitment, ensuring a compliment of staff in line with IAPT Manual recommendations for the capacity needs of the service.

· Ensure agreed case loading is achieved and maintained for each type of therapist, so that each member of the team achieves the required standard of productivity and effectiveness

· Ensure that target waiting times are achieved at each step of the therapeutic pathway

· Develop and monitoring staff rotas guaranteeing adequate staffing levels within the service at all times to meet service delivery requirements

· Analysing service demand and staff the service appropriately to meet this demand and achieve locally defined targets.

· Contributing to the process of generating demand for the service

· Monitoring service activity and provide reports for performance management reviews in collaboration with the Data Lead

· Lead on effective identification, management and mitigation of risk within the service, liaising with the senior management team and sub-contractors to develop cohesive risk management plans.

· Ensuring that all MHM and service policies and procedures are adhered to for the safe running of the service

· Ensuring that the management of MHM staff is line with MHM policies and procedures and that individual HR issues are brought to the attention of the relevant sub-contractor where appropriate

· Assisting in the review of all governance arrangements for the service

· Preparing the service budget for approval, and controlling and monitoring income and expenditure against this budget

· Lead on maintaining effective communication in order to inform all internal and external stakeholders about the service and its delivery

· Lead on all Health and Safety and associated assurance policies ensuring they meet MHM standards and timescales

· Implementing continuous improvement initiatives to drive service developments and innovation and raise the profile of MHM in the region and Nationally

· Attending all appropriate meetings and providing timely reports to MHM line management and CCG
