Trust Primary Care Ltd (TPC) is a GP Federation of 17 member practices across Bradford.
Due to growth and restructure, TPC now has a vacancy for a new Ops Manager to help us in our organisational development and responding to new development opportunities. TPC already holds contracts for the delivery of Dermatology and Minor Surgery services, and the provision of clinicians into the Bradford Extended Access Service. We have a Pharmacy Hub with clinicians working on behalf of PCNs and offering an anti-coagulation service to practices.
TPC is also very proud to host the West Yorkshire Primary Care Workforce & Training Hub (PCWTH) which means we are accredited to provide undergraduate and post-graduate multi-professional training placements.
Main duties of the job
At TPC, we work with practices, PCNS, federations, HEE (Health Education England), NHSE&I and the ICS to address workforce issues and encourage recruitment, development and mentoring in our area.
Youll be responsible for working with our COO as part of the Senior Leadership Team on establishing our new structure, processes & governance, and the development and implementation of the key project plans for new primary care developments. It goes without saying that youll have excellent communication skills; be proactive, engaging and above all exhibit a real can-do attitude to make sure things get done!
We are a small and friendly team and are looking for someone to fit in and be flexible as needed we all recognise we sometimes need to work outside our roles to get the job done!
About us
We are a growing organisational team, bringing together the individual elements and teams in TPC. It will be your job as part of the Senior Leadership team to help create one coherent organisation where we can all support each other to grow the business, enabling us to take on new challenges and opportunities as they arise.
You will be partly working from home in the short term, but there will be opportunities to get the team together on a regular basis in member practices and at our Training Hub office. You will be expected to regularly travel to member practices and service locations throughout your working week, so a car is essential for this role.
We are offering this as a part time role, for 30 hours per week. Salary will be dependent on experience, but will be in the region of £35,000 WTE, so £28,000 per annum.

Role Overview
The Operations Manager is a broad and exciting role supporting the Chief Operating Officer to ensure that our services are of high quality and deliver against our contract requirements, whilst promoting TPC in a positive manner to partner organisations and service users.
This role will be responsible for operational management and this will be combined with the delivery of a number of business development projects. The role reports into the COO and is part of the wider Senior Leadership Team (SLT), which will include line management responsibility of an operational team and administrative support. You will be both office-based and liaising and working across partners and Practices, ensuring the Implementation of our service developments and constantly seeking opportunities to improve. Flexible home working will also be needed in response to the current pandemic and while a permanent base is established.
TPC often operates in a fast-moving environment and can be called upon to deliver a new piece of work at short notice. The Operations Manager, alongside the team, needs to be able to respond to this as required, being adaptable and agile in their approach and able to flex workload.
Main responsibilities
Operational management of TPC services, including, but not limited to:
Development of new service models, working with both TPC members and partners
Assist with the development of business cases for the Board as required
Audit of services at the point of delivery
Escalation of any areas of concern in a timely manner
Develop and implement systems to share Best Practice
Deliver project plans to Business as Usual in line with agreed timeframes, budgets and governance
Co-ordination and communications
o Implementation of Project plans
o Document management eg meeting papers, COI etc
o Tracking and reporting
o Managing inter-dependencies
o Visiting services to check their smooth running, policies are being followed etc
o Ensuring compliance and developing policies in line with our governance structure
o Effective communications/updates to all parties
o TPC member engagement and liaison
o Updating of COO and Board re services
o Building relationships internally and with all stakeholders in TPC
Assisting with commissioning and managing suppliers as required eg. drafting briefs, obtaining quotes
Assisting with Procurement and Performance Management
Supporting TPC Board as required
Attendance at weekly SLT Meetings and Strategy Meetings as required, with relevant reports and updates
Attendance at Committee meetings as relevant for governance purposes

You will work as part of the SLT with the COO, the Finance Manager, the HR Manager and the PCWTH Project Manager to ensure that all areas of the business are operating under the correct governance and with robust, consistent processes in place to ensure business continuity. Working with the COO to:
o Review and refine governance processes currently in place (e.g. policies, indemnity, insurance, IG, CQC) and work with the wider team to ensure these are kept up to date
o Monitor workflow and checking HR processes are in place and followed in all teams
o Ensure all the relevant financial information is shared with the Finance Manager
o Help to embed the new TPC structure and team members, defining new roles as gaps and needs are identified
o Assist the COO with review of Board structure and governance etc
o Work with member practices to encourage engagement and identify needs that TPC can help to address better as a federation than at practice level
o Support the COO and the rest of the Board with new business opportunities as required
o Be an integral part of working with partner federations, where services and contracts are better for practices and patients when run in a collaborative manner
o Be an ambassador for the organisation at all times, building on existing relationships from previous relevant experience
Services
Working with the COO to:
o Work with the Services teams to ensure the continued smooth running of the established services
o Liaise with the Clinical Leads to ensure processes are implemented and any concerns/issues addressed promptly
o Implement performance improvement methodologies to ensure the current services meet requirements and are operating as efficiently as possible
o Develop and implement data collection for evaluation and learning from the services
o Operationalise new services or pathways of care as needed
o Identify resource within the team to support across services and the PCWTH as needed to give organisational resilience, staff learning opportunities and development options
Primary Care Workforce &Training Hub
Working with the COO to:
o Support the PCWTH Project Manager to embed the team as part of the wider TPC organisation
o Understand the role and the schemes in the Hub in order to support the team in the absence of the COO and/or Project Manager
o Be prepared to help develop and mobilise new schemes in the future
o Ensure HR and finance work are all managed by the HR and Finance teams, allowing more time for the Hub team to concentrate on scheme development and practice liaison
o Be an ambassador for the Training Hub on a Bradford District & Craven and an ICS footprint as needed
