Job summary
The NCL Health Alliance is the multi sector NHS
provider collaborative for North Central London and is a partner organisation
embedded within UCLPartners. The programme
director will work across our portfolio leading system wide transformation and
delivery. You will be a senior member of
a NCL HA central team using a matrix leadership approach you will work closely
with operational, clinical leads and external stakeholders across system.
We are looking for an agile, collaborative leader who thrives in
delivering system transformation in the public sector.
You will have experience in leading and implementing change across
complex systems, ideally in healthcare.
Your excellent communication skills will be used to influence and challenge
senior leaders including executives. You
will be comfortable working at pace, making independent decisions to ensure the
delivery of programmes stays on target. You
will be a responsive and supportive senior leader within our team, championing
and co-ordinating the development of our staff.
As
a senior member of NCL HA you will be responsible for the development and line
management of team members.

Main duties of the job
The Programme Director will work across NCL
Health Alliance portfolio to lead system wide transformation and delivery. This
leadership role is central in harnessing the collective potential for members
of the Alliance to create value through collaborative effort which far exceeds
the sum of individual institutional efforts.The Programme Director is a senior member of a small, agile central
Alliance team, reporting to the Managing Director. They will work closely with
member CEOs, executive leads, clinical leads, operational leads, and external
stakeholders across social care, local authority, voluntary services, ICB/ICS,
NHSE.
NCL Health Alliance has a broad portfolio of
work across physical, mental health pathways, research and innovation. The main focus for the 24/25 work plans is
the delivery of new long term health centres to improve the outcomes of
patients with complex multi-morbidity disease. The key aim of these centres is to improve
the utilisation of health services by this cohort, reducing fragmentation of
care.

The Alliance brings together 13 health providers from across primary care, acute (Royal Free London, North Middlesex, UCLH, Whittington Health), community (CLCH& CNWL), mental health (BEH, C&I, Tavistock and Portman) and specialist NHS Trusts (GOSH Moorfields, RNOH), including a system wide GP Provider Alliance (GPPA). Job responsibilities
- Provide programme leadership to the NCL Health Alliance.
- Provide senior oversight and coordinate activities within Alliance workstreams, including good governance, clear decision making and effective project management disciplines to drive delivery.
- Make judgements involving highly complex facts or situations which require analysis, interpretation and comparison of a range of options
- Apply quality improvement tools and techniques to the management of operational priorities within Alliance workstreams.
- Support the Managing Director in the strategic mission of the NHS Health Alliance
- Provide updates to the Alliance Executive, which can be shared across member and partner organisations and into organisation governance.
- Lead the development of business cases where there is a compelling case for allocation of existing or new resources to enable delivery as a collective through the Alliance.
- Understand the full breadth of external funding opportunities, build relationships with funding organisations and effectively navigate grant and funding application processes.
- Leverage expertise across the Alliance to identify opportunities for developing external revenue streams from NHS, public sector, commercial and international markets, which can be reinvested in the NHS in North Central London.
- Facilitate shared learning across members of the Alliance, enabling the codification and adoption of innovative models for improving patient outcomes, access and addressing health inequalities.
- Develop an expert understanding of service innovation and transformation from national and international perspectives.
- To represent the organisation externally, acting as an ambassador for the partnership at local, regional and national level
