Job summary

As part of NHS Englands strategy to establish a national genomics medicine service, building on the 100,000 Genomes Project, which will ensure the NHS fully benefits from advances in genomics, NHSE has commissioned 7 genomic laboratory hubs (GLHs) as part of a national network. Genomic Medicine Service Alliances (GMSA) (covering the same geography as the GLHs) will shortly be appointed to mainstream genomics.The North Thames Genomic Medicine Service Alliance (GMSA) will be hosted at UCLPartners and cover the same geography as the North Thames GLH. Close working between the GMSA and GLH is expected. Key roles in the GMSA will be leads for pharmacy, nursing, midwifery and community physicians including general practice who will support the GMSA in mainstreaming genomic medicine.

Main duties of the job

This post is suitable for an existing Consultant Pharmacist or an experienced clinical pharmacist who wishes to specialise in genomics and/or develop existing system leadership skills and is working towards achieving Consultant Pharmacist credentialing within 12 months.

Genomic advances are increasingly providing opportunities for personalised medicine in the form of pharmacogenomics, gene therapies and targeted treatments. The pharmacy workforce will be an integral link between genomic testing, medicines optimisation and access to personalised treatments.

With the implementation of genomic testing and the objective to mainstream genomic medicine we are aiming to appoint a Clinical Pharmacy Lead/Consultant Pharmacist.

Expert practice

To maintain a clinical expertise and develop particular areas of interest as appropriate and relevant to the role and in accordance with GMSA and NHS strategies

To provide and be accountable for delivery of the GMSA priorities and transformation projects relevant to the pharmacy service and lead pharmacy service for Genomics, acting as clinical role model, working with the multiprofessional GMSA team and inspiring others to excel in practice

To practice as an Independent Prescriber as appropriate and when registered with the General Pharmaceutical Council and own Organisation

To demonstrate a whole-system patient-focused approach

To interpret overall health service policy and strategy to ensure the development, implementation and monitoring of protocols for medicines usage in response to clinical and business needs of the GMSA and that these are integrated across the North Thames geography as appropriate

To support the managed introduction and implementation of new personalised medicines and associated genomic tests, including providing input to national and regional medicines optimisation committees or other relevant governance committees.

Professional leadership

To support the Chief Pharmacist in leading the pharmacy transformation programmes, by developing a regional collaborative to ensure at all levels, including all hospital chief pharmacists and CCG and PCN lead pharmacists, that the pharmacy workforce are:-

aware of the NHS Genomic Medicine Service (GMS), implications for pharmacy

and development of NHS GMS alliances;

able to identify pharmacy professionals with specialist expertise in genomics (e. g via taught courses in genomics) and encourage them to be actively involved in GMS alliancepharmacy plans

To develop good working relationships and communication with clinical and managerial staff within Genomics and provide a link regarding all aspects of the Pharmacy Service within the GMS Alliance and the local health economy.

To ensure effective communication within the GMS alliance and across pharmacy and other networks at a regional and national level

To be recognised as an expert within pharmacogenomics, locally and nationally and/or internationally, demonstrating active participation in creating national healthcare policies and motivating others

To contribute to local, national and international specialist interest groups and conferences/meeting and relevant networks

To represent pharmacy at organisational level meetings as required

To identify and prioritise innovative strategic development of clinical pharmacy services within Genomic Medicine, setting long term goals in line with local and national strategy and standards, identifying and managing the risks involved and working with colleagues to extend boundaries across professions and develop overall clinical pharmacy strategy across the geography, convincing others to share the vision at a higher level.

To plan, manage, monitor and review therapeutic programmes.

To appropriately manage difficult and ambiguous problems, managing uncertainty, and to make decisions with limited information.

To be accountable for the production and implementation of business plans as appropriate, and to contribute to business case development within the GMSA, liaising with the GMSA leadership teams, regional networks and relevant national organisations

To carry out a baseline review of current awareness and input from pharmacy on genomics and related pathways and identify best practice to be shared or gaps where pharmacy input would be beneficial.

Produce a stakeholder map to include relevant networks for pharmacy and medicines optimisation across the region, and plan an appropriate strategy to engage them with the GMS Alliances and pharmacy programme.

Work closely with the Chief Pharmacist, workforce and E&T Leads to develop a strategy for workforce development and delivering genomics education and training opportunities for pharmacy teams across the geography.

Review current activity in terms of pharmacogenomics across the region and opportunities to develop the role of the pharmacist within pharmacogenomic pathways.

Consider personalised medicine beyond pharmacogenomics other targeted treatments, gene therapies, histology-independent drugs etc and where pharmacy input would be beneficial.

Lead, support and contribute to research in pharmacogenomics and/or personalised medicine, including clinical outcomes and pharmacy

Represent the GMSA across the NT geography in order to establish a network of pharmacists through which to cascade and receive information, and to provide a network for our education and training lead to work with.

Advise the Education and Training lead on best approaches and educational needs of the pharmacy workforce.

To consider the metrics and data that could be used to measure progress from baseline towards final goals.

Where required, represent NT GLH at national meetings.

Maintain own continuing professional development this includes maintaining a portfolio of practice demonstrating knowledge, skills, behaviours and performance across the Consultant Pharmacist Framework domains of Person-centred care and collaboration; Professional Practice; Research; Education; Professional Leadership and Management

Research, Evaluation and Service Development

Keep up to date on data/digital developments to support implementation and link between prescribing and genomic tests

To lead on and participate in clinical audits, quality improvement projects and development and implementation of treatment protocols and guidelines for use of medicines within Genomic Medicine, using quality improvement skills and methodology where required and linked with QI groups/bodies and/or the Health Foundation

To deliver personal practice research in accordance with the GMSA Research Collaborative and pharmacy strategy designing successful strategy to address research questions; supervising research, creating and maintaining links with Higher Education Institutions (HEIs) to support undergraduate year, masters and doctorate students as appropriate. To collaborate with HEIs to develop collaborative research programmes
