Main duties of the job

For this key strategic role in our multidisciplinary IPU team at Turnchapel, Plymouth, we are seeking a visible, approachable and inspirational leader who demonstrates our hospice vision, values and service equity at all times.

Our IPU team prides itself on providing palliative and end of life care of the highest standard for patients with complex care needs, relieving their pain and maintaining their dignity. As a result, the IPU enjoys a particularly good nurse to patient ratio (typically 1:3) to support this standard of care. As Head of IPU Nursing Service, you will have input into our Community Palliative Care Team, too, and support the wider health and social care system with projects such as end of life (EoL) system co-ordination and community bed management.

While the work our nurses do is highly rewarding, emotionally is can be very tough, so you will need the resilience and sensitivity to support your colleagues as well as the families in your care.

Significant management experience and willingness to progress to Advanced Nurse Practitioner/Consultant Nurse is a must, along with Non-Medical Prescriber if not already attained. St Luke's has an E-Pharmacy programme in place for electronic prescribing and stock balance, so experience of similar systems is desirable.

Disclosure and Barring Service Enhanced clearance will be required for this post.

PRINCIPLE PURPOSE OF JOB

Provide effective clinical leadership for the Inpatient Unit (IPU) nursing team, ensuring a consistently high standard of nursing care is delivered to patients at all times.

The Post holder will be the CQC Registered manager for St Luke's clinical services.

You will be accountable for the management, development, and supervision of all nursing IPU based staff.

Be accountable for operating and managing the service within a defined budget.

Hold 24 hour continuing responsibility for the quality of care, environment, and infection prevention control within the Inpatient Unit.

To act as a resource to other professionals, both internally and externally, on specialist palliative care issues.

As a Head of Department (HOD) contribute to the strategic, clinical, and operational business planning for the organisation.

SPECIFIC DUTIES AND RESPONSIBILITIES

CLINICAL

Act as an expert in providing specialist palliative care advice and support to colleagues for patients with highly complex needs who require advanced clinical reasoning and an expert knowledge of all resources and treatment available across all Hospice departments.

As the CQC Registered Manager for St Luke's hospice you will be the first point of contact for the regulator and supported in this role by the Deputy Director of Clinical Services and the hospice Quality Assurance team.

Ideally already qualified as a Non-Medical Practitioner or a willingness to undertake qualification within first year in post, with experience of electronic pharmacy system for prescribing, administration and stock control.

Be responsible for all the nursing care planned and delivered within the IPU, ensuring the highest standards are maintained and comply with statutory regulators requirements such as CQC.

Be a highly visible leader within the unit, demonstrating evidence-based practice by working alongside the nursing team on a regular basis.

At regular intervals and in conjunction with the Deputy Director of Clinical Services, monitor the effectiveness of clinical care provided to patients and their families in the Hospice IPU, by undertaking quality audits to ensure that agreed policies and practices are followed at all times.

Act as a resource, advisor, role model and inspirational leader to colleagues in relation to clinical issues in the assessing, planning, delivery and evaluation of care, so that new and junior colleagues can develop professionally and can take on a wide range of clinical skills/tasks.

Act as a resource/advisor and inspirational leader to all members of the multi-disciplinary team with regard to specialist skills, knowledge and expertise of in-patient nursing, palliative care.

MANAGEMENT

Provide effective and inspiring leadership to the nursing team; provide regular team meetings; facilitate staff supervision and annual appraisal reviews for all nursing in-patient ward-based staff.

Be involved in the recruitment and appointment of new staff and be responsible for all appointment decisions.

Be responsible for the production and review of duty rotas for nursing IPU based staff to ensure adequate skill mix at all times, working towards the imminent introduction of an electronic roster for the unit.

Be accountable for the delivery of Key Performance Indicators (KPIs) set for the IPU.

Take overall responsibility for overseeing all personnel operating on the IPU, including accident/incident reporting, volunteer assignment and evaluation and risk assessment, ensuring that all personnel work safely according to Hospice procedures and guidelines.

Be accountable for the investigation, follow up and management of accidents/incidents and complaints within the in-patient unit, following Hospice policies and procedures.

Be accountable for the management of Human Resources issues within the IPU nursing team such as sickness, study leave and disciplinary proceedings in accordance with relevant hospice policies.

Play an active role in developing/contributing/reviewing/updating policy.

COMMUNICATION

To exercise motivational leadership, coaching and empowering staff to fulfil their roles and develop their skills to their highest ability.

To provide specialist advice when communicating with patients, their relatives and carers who have highly complex and sensitive needs.

To negotiate compassionately with patients, relatives and other professionals where there may be elements of conflict regarding treatment options. This will require advanced communication and persuasive skills as well as empathy and understanding.

To be, when required, the first point of contact for enquiries from the general public, fellow professionals, patients and their families or carers, when seeking advice; using specialist knowledge and seeking support from the medical team as appropriate.

To liaise/negotiate with external professionals and other agencies to ensure that patients needs are met.

Develop and maintain robust systems to ensure effective communication between patients, carers, nursing staff, volunteers, the wider multi-professional team, community and hospital teams and other primary care services.

Co-ordinate referrals to the IPU ensuring effective and efficient admission of patients, liaising with referrers and the hospice clinical team.

In co-operation with the Deputy Director of Clinical Services and other senior colleagues, develop systems to support user feedback.

Ensure effective record keeping and documentation.

Promote an open and honest culture which reflects a can do attitude.

BUDGET AND FINANCIAL

In collaboration with the Deputy Director of Clinical Services be accountable for the setting of the IPU spend in accordance with budget setting processes within the hospice.

Be accountable for the management of expenditure against the IPU budget ensuring the budget remains within agreed targets.

EDUCATION AND PROFESSIONAL DEVELOPMENT

Take responsibility for the training, orientation and continuing evaluation of newly appointed in-patient nursing staff.

In conjunction with the Education Team and in agreement with the Deputy Director of Clinical Services, ensure relevant, appropriate, on-going training for all IPU nursing staff and participate in design, delivery and evaluation of internal training programmes.

In collaboration with the Deputy Director of Clinical Services and the Education Team, arrange for the placement of nursing and therapy students, taking responsibility for the support and evaluation of those nursing students.

Deliver teaching sessions in areas of expertise within the Hospice.

Ideally qualified as a Non-Medical Practitioner you will support the electronic prescribing of the unit.

Willingness to undertake Advanced Clinical Practitioner qualification if not already attained.

Adjust scope of practice where necessary to improve patient care.

Adhere to NMC Code of Professional Conduct in the performance of nursing duties and to be professionally accountable for all actions while on duty.
