Job summary

The Sefton Training Hub coordinates student nurse and Physician Associate community placements within the areas of Southport and Formby and South Sefton.

The functions of Training Hubs are expanding to include workforce planning and training support. We are therefore looking to recruit an Operational Manager with the skills to lead on this expansion (as defined in the Health Education England: Primary and Community Care Training Hub Programme, Common Operating Guidance) and to provide leadership to the current clinical and administrative team.

This is an exciting, high profile role to develop an educational and workforce network for primary care in Sefton. The Sefton Training Hub will develop educational opportunities with the Cheshire and Merseyside Sustainability and Transformation Partnership (STP) and will grow and strengthen the primary care workforce.

Main duties of the job

The postholder will work with closely colleagues in individual GP practices and with Primary Care Networks (PCNs) to analyse current provision, to identify training needs and to determine the requirement for future roles. The postholder will develop systems to monitor effectiveness will provide strategies for improvement.

This is a new post within the Sefton Training Hub. The remit of the role will be identified by the post holder and will be developed to align with the priorities of the STP and the development of the PCN workforce. The post holder will need to have a sound understanding of the primary care workforce and its educational needs.

The role would suit a highly motivated and innovative individual with an ability to influence, to engage and to challenge with integrity and credibility. We are looking for a candidate with excellent organisational and leadership skills who can develop the Sefton Training Hub to its full potential and secure sustainability.

The operational manager will liaise with wider team members, including interaction with general practice staff, PCNs, Clinical Commissioning Groups (CCGs), Higher Education Institutions (HEIs), STP managers and Health Education England (HEE).

Responsibilities

The duties and responsibilities of the Operational Manager are set out, but not limited to the following:

Work closely with the clinical lead to establish, enhance and expand clinical learning environments though the core functions of training hubs, as follows:

1. The development and expansion of capacity of high-quality learning placements at undergraduate and postgraduate levels, including provision, training and development of faculty of multi-professional educators.

2. Supporting better understanding of workforce planning needs and their realisation across the STP/ICS and at primary care network level, across health and social care.

3. Supporting the development and realisation of educational programmes to develop the primary/ community care workforce at scale to address identified population health needs or support service re-design and delivery of integrated care.

4. Further development and expansion of placement capacity to create innovative and high-quality clinical placements for all learners to meet the workforce needs of the place in line with the Long-Term Plan: thus, maximising the effective use of educational resources across the network.

5. In addition to the continuation of the role in supporting understanding of workforce planning, assisting in the co-ordination and realisation of the health and social care workforce across the STP/ICS system.

6. Support recruitment of the primary care workforce through:

- Developing, expanding and enhancing recruitment of multi-professional educators together with developing their capabilities to support the delivery of high-quality clinical learning placements and high-quality teaching and learning environments.

- Supporting the development and realisation of educational programmes to develop the primary/ community care workforce at scale to address identified population health needs, support service re-design and the delivery of integrated care (through, for example, rotational placements and integrated educational programmes of learning).

7. Enable, support and embed new roles within primary care.

8. Supporting the retention of the primary care workforce across all key transitions including promoting primary care as an employment destination to students, through schools and higher education institutions.

9. Enable both workforce planning intentions and placement co-ordination through the active management of clinical placement tariffs moving towards place-based tariffs.

Deliver the Health Education England: Primary and Community Care Training Hub Programme, Common Operating Guidance:

Interpret and apply operational guidance to provide effective delivery of the Training Hub

Network with stakeholders and relevant organisations to provide effective communication and analysis to enable development.

Use planning and reporting templates to feed local workforce plans into Health Education England and Higher Education Institutions.

Present findings to stakeholders, peers and decision makers

Evaluate effectiveness of interventions

Maintain high quality training placements in Sefton

Develop further placement capacity

Evaluate feedback from placement areas and ensure quality assurance

Be the first point of contact for complaints and provide complaint resolution

Train and supervise employees.

Track and measure staff performance

Develop standardised policies and procedures

Facilitate payment to general practices, having oversight of the Sefton Training Hub finances
