Job summary
The post holder will work as a leader in the West London Training and Research Hub team in delivering an effective training and research strategy across West London, engaging practices in developing innovative ways of working, supporting research adoption and supporting local practices to succeed in delivering exemplary patient care.
The post holder will lead a portfolio of projects in conjunction with a team of role specific facilitators to develop the existing primary care workforce, ensuring practices and PCNs have the skills and training to deliver core services, developing local innovative roles to meet local need, as well as the enhanced services and other performance based targets. In addition the role will lead the development of research across West London ensuring practices and patients benefit from partipating in local and national research opportunities. This will include engagement with practices, local and national bodies on the creation of a West London Training and Research Strategy outlining our local priorities and the opportunities for our practices and patients. The role will include working with key stakeholders across regions including, but limited to HEE, HEIs, ICB and NIHR. The role is based on site at our St Charles office, and around PCNs / practices in West London as needed.
Key responsibilities
The post holder will be the Management Lead for the West London Training and Research Hub. Leading the development of the strategy in partnership with the Chair and Nurse Lead, accountable to the LMA Board and responsible for the annual budget. The individual will be employed by London Medical Associates West London GP Federation working on behalf of West London PCNs and with the National Institute of Health and Care Research and NWL Training Hub to deliver responsibilities as listed:
Strategic Leadership
- Maximising research and training opportunities
across West London through developing and leading a strong leadership team with
the Chair and Nurse Lead
- Working with partners across West London, Local
Authority, Education providers, NWL Training Hub, NHIR, regional and national
NHS bodies and commercial organisations to maximise income opportunities for
West London
- Leading, horizon scanning, understanding and developing workforce planning across West
London, and leading in the co-ordination and realisation of the health and
social care workforce across the ICS system as the West London management lead;
- Developing retention strategies for our primary
care workforce through creation, expansion and enhancement of our recruitment
of multi-professional educators, together with developing their capabilities to
support the delivery of high-quality clinical learning placements, developing
high-quality teaching and learning environments and research opportunities and
implementation;
- Strategically aligning the research opportunities
with LMA and PCN priorities support to increase uptake, ensuring the most
efficient use of primary care resources and maximizing opportunities for
research participation
- Creating a better understanding of workforce
planning needs and their realisation across the ICB including ARRS role
planning at primary care network level and West London by leading regular
workforce planning workshops and working with senior leader to develop and
deliver implementation plans for improvement;
- Commission and lead the development and realisation
of educational programmes to develop the primary/ community care workforce at
scale to address identified population health needs, delivery of local
priorities or support service re-design and delivery of integrated care;
(through, for example, rotational placements and integrated educational
programmes of learning);
Operational Delivery
Enable the expansion of capacity for high-quality learning placements at undergraduate and postgraduate levels, including provision, training and development of faculty of multi-professional educators through the development and maintenance of partnerships with external bodies and representing the West London Training and Research Hub and our PCNs in these meetings;
Further development and expansion of placement capacity to create innovative and high-quality clinical placements for all learners to meet the workforce needs of the place in line with the Fuller report: thus, maximising the effective use of educational resources across the network;
Enable, support and embed new roles within primary care;
Developing key strategies in the recruitment and retention of the primary care workforce across all key transitions including promoting primary care as an employment destination to students, through schools and higher education institutions;
Enable both workforce planning intentions and placement co-ordination through the active management of clinical placement tariffs moving towards place-based tariffs.
Lead the advertisement and recruitment of Spin Fellows into West London and drive Research within these roles
Support practices to introduce new and emerging roles to primary care and work closely with Senior PCN Development Managers and ARRS Service Manager to deliver.
Work with academic partners to develop and prepare Research Information Sheets for Practices (RISPs) for prospective studies and encourage uptake through established relationships with practice leads
Develop and lead work to develop strategies in order to overcome barriers to engagement and/or recruitment of research practices or participants through establishing effect partnerships with the NIHR Primary Care Portfolio Manager and Research Facilitator team to raise the profile of NIHR CRN TVSM within the locality. and/or recruitment
Create an annual timetable of opportunities to promote research opportunities to practices and encourage their participation including working with practices and PCNs on the development of appropriate business cases to secure funding as necessary
Financial and Performance Management
Accountable for the budget management of the West London Training and Research Hub and production of monthly, quarterly and annual financial reports for the LMA Board;
Performance management and KPI reporting for West London Training and Research Hub including meetings with the NIHR regarding West London performance and reporting to the NWL Training Hub and the LMA Board via the subcommittee;.
Horizon scan, build local and national networks and identify new regional and national opportunities for investment in primary care workforce development
Drive, identify and commission training and funding for training for primary at scale services being delivered by the LMA.
Gather and analyse specialised data which you will use to create reports to present to the West London Training and Research Committee, local NWL meetings and wider.
Author and be accountable for highlight reports monthly to the LMA Board and Training and Research Hub committee
Produce Quarterly detailed reports at Board level detailing the successes of the West London Training Hub and identify areas of improvement
Manage entirely the budget for Training Hub and Research Division, producing monthly budget statements
Invoicing and ensuring payments are received for delivered work by the WL Training Hub and Research Division
Collect data for audit purposes
Meetings and Communications
To be the West London Training and Research Hub lead at local, NWL and regional meetings, representing the position of West London in these meetings
Drive comms to increase uptake of Training and Research across West London to meet locally agreed Key Performance Indicators
Adhere to organisational, local and national guidelines
Represent West London Training and Research Hub at NWL Training Hub, ICB, LA meetings as required in relation to the agenda of the Training and Research Hub

Ensure the deliver of quality governance systems and processes across West London Training Hub and Research Hub
