Job summary
The Primary Care Contracts and Development Manager will be required to provide operational management to the Federation and oversee Primary Care clinical and non-clinical contracts management. This is an exciting development opportunity for an organised and experienced Primary Care Contract and Development Manager, who can provide operational management and enjoys working flexibly at a fast pace, has excellent communication, analytical and problem-solving skills and enjoys developing and maintaining relationships with multiple stakeholders. The post holder will play a key role in supporting the organisational development, overseeing service performance and delivery, contract management, sustainability, and providing their expertise on the long-term strategic planning of primary care services across Havering.
Main duties of the job
Responsible for overseeing and resolving contract management issues that arise in Primary Care
Support the growth of the business by developing the reach of Primary Care services and support to our PCNs and Practice
Provide operational management and support to the Federation to strengthen and drive development across multiple areas
Responsible for providing direction and overseeing the delivery of all clinical and non-clinical KPIs within your teams
Oversee, support, and manage Primary Care Contracts, including the LIS/DES/QOF requirements of our member practices and services we deliver
Demonstrate appropriate analytical ability, comprehension skills, intellectual capacity and knowledge of relevant contract/legislation, regulatory frameworks, performance management, clinical governance, and financial arrangements.
Contract management in line with primary care regulations and guidance
Manage and work to resolve complaints.
Responsible for assessing risk, managing risk, and escalating risk of any contract or service you are overseeing.
Support and inform the targeting of resources, monitoring, implementation, and evaluation of the tasks/projects by providing high quality support including complex information and analysis, communications, and stakeholder management.
Support the procurement of new contracts
Managing high level financial budgets and identifying data driven efficiencies across contracts and services
Deal with Primary care disputes and manage contract specific risk.

Havering Primary Care Networks (PCNs) are
groups of GP practices that have come together to work more closely together to
improve the quality of care for patients in Havering. There are five PCNs in
Havering: Crest PCN, North PCN, South PCN, Liberty PCN and Marshalls PCN. The
PCNs include a wide number of staff and skill mix, including the ARRS
(Additional Reimbursable Roles Scheme - Staff) and Havering Health supports the
recruitment of for the PCNs. The ARRS staff provide a valuable resource and
additional services to the PCNs and Practices in supporting the delivery of
high-quality and integrated care to patients across Havering. This staff group
supports the other hard-working staff in general practice.
