Job summary

There is universal acceptance that the nursing workforce is at huge risk, especially within primary care at the present time and that this risk is only accelerating due to the impact of both time passing and more recently the Covid-19 pandemic and the pressures put on the healthcare system.

This is a strategic role combining leadership, planning and delivery skills to champion and develop General Practice nursing across South East London (SEL) as part of the STP Level Training Hub.

There is an opportunity for a senior nurse (or two senior nurses in a job share) to come on board with the STP Level Training Hub to lead the strategic planning and support the development of career pathways for nurses in SEL, with a particular focus on retention of our current workforce, for the nursing workforce across South East London, supporting the locality training hub lead nurses and liaising with the SEL CCG Chief Nurse to align workstreams.

The successful applicant(s) will be a General Practice Nurse (GPN) with extensive experience in supporting the nursing workforce and an experienced system leader. They will feel passionately about equipping and enabling GPNs to play a larger part in leading local health services. They will have excellent track record in delivering on projects and initiatives as well as engaging and working flexibly with a wide range of stakeholders.

The post holder will be a core member of the developing STP Level Training Hub team and will work with a range of clinicians and managers. They will be based with the STP Level Training Hub in Bromley (the Bromley Education and Training Hub BETH) but will work closely with all SEL locality training hubs.

Training hubs are tasked with not only ensuring the delivery of quality education, training and support for our existing workforce but also supporting workforce planning (including recruitment, retention and return of all staff groups) and are an essential vehicle of workforce transformation.

As part of this remit, training hubs are tasked with supporting the training of our future workforce and facilitating the development of new and emerging roles. Training hubs aim to bring together NHS organisations, community providers, local authorities and education providers to deliver a broader education platform than the more traditional single approach. Every Primary Care Network (PCN) will have access to training hub resources.

Whether it is supporting a Health Care Assistant through enrolling on a Nursing Associate apprenticeship, upskilling a practice nurse or planning workforce at a PCN level, the training hub is the point of contact.

General Duties and Responsibilities

  1. Clinical Nurse Leadership and Strategy

- Work with colleagues across the 6 SEL boroughs as well as SEL CCG/ICS and Health Education England to develop an overall nursing strategy for General Practice Nursing in South East London that encompasses all the current and emerging programmes and initiatives and addresses current challenges and ensuring alignment to the 10 point plan

- Promote and advocate for General Practice Nursing within General Practice, Primary Care Networks, Federations and in Borough Partnerships, representing GPNs and the SEL Training Hubs at key strategic local, regional and national meetings.

- Develop delivery plans for each aspect of the work, including the Nursing Fellowships Programme, Practice Based Education, the Training Nurse Associate programme alongside other providers in SEL.

- Take a lead in delivery of these programmes working alongside local borough based nursing and workforce leads.

- Keep abreast of relevant and emerging developments which have an impact on General Practice Nursing and take a lead in progressing future opportunities.

2. Nurse Education

- Work with local borough based nursing teams and the PCN nurse facilitator teams to support creation of a preceptorship network and peer support for new GPNs and those experienced GPNs who are keen to develop their leadership skills

- Work with the SEL GPN Education Lead to build capacity to support learning in practice settings including support for existing and potential nurse mentors to facilitate pre-registration nurse placements in primary care liaising with local Higher Education Institutions.

- Work closely with other leads within the SEL Training Hubs to support commissioning of CPD activities for GPNs.

- Develop, participate and evaluate training packages in collaboration with other disciplines to facilitate inter-professional working.

- Working with Borough based nursing leads to coordingate the work of the nurse educators ensuring that there is a clear programme of support and education in place for practice nurses.

3. Nurse Career Pathway Development

- Develop programmes of work to support the ongoing development of career pathways for GPNs.

- Oversee the Trainee Nursing Associate Programme in collaboration with locality training hubs ensuring that it supports development of these roles within general practice.

- Work to increase the number of final year student placements in General Practice.

- Promote opportunities for nursing staff to develop their careers, supporting progression in all stages of their careers and at all levels.

4. Practice Nurse Fellowships

- Work collaboratively with the SPIN programme directors and project manager to promote and support development of GPN Fellowships.

- Work collaboratively with training hubs to assist in scoping fellowship placements.

5. Programme Development

- Work with the STP Facing Training Hub leads to manage SEL nursing budgets and provide regular updates and reports to the STP Level TH Board.

- Develop high quality bids and business cases, in conjunction with appropriate others that contribute to the GPN agenda.

- Provide effective communications to support delivery of the various programmes within the GPN plan.

6. Mobility

The ICS Training Hub Lead Nurse for Workforce will be based in the BETH offices though will need to attend meetings in other locations.

You are required to exercise due consideration in the way you use such information and should not act in any way, which might be prejudicial to the interests of BETH.
