Job summary

The Professional Clinical advisor role will support the professional development and implementation of their profession within Primary Care across Lancashire and South Cumbria. They will be linked into the ICB for professional support across the system.

We are looking for a senior clinician for one day a week for a 12month Fixed term contract. They must have a passion for workforce development and education and training. It is not essential to be working within Primary care however it is essential there is an extensive awareness of primary care and its structure.

  • Interviews will take place on the 1st and 3rd July 2024.

Method Of Employment:

  • Secondment agreement with current employer
  • Fixed term employment with the Training Hub (not NHS Agenda for change T&Cs but pay equivalence)

Main duties of the job

Job Role:

  • The Clinical Advisor will provide professional advice and guidance to primary care within their profession. They will both support and identify the standards of professional practice within Primary care and support the implementation of best practice and gold standard of care.

  • They will review any proposed changes to professional practice and disseminate this information through the primary care communication channels. They will support and review professional practice investigations where required.
  • They will work closely with HEIs to ensure the quality of clinical education programmes and to plan appropriate clinical placements.
  • Support and contribute to the development of integrated services and other partnerships on shared projects as appropriate.
  • Interpret, develop, plan and implement quality initiatives and service improvements within Primary Care in-line with best practice, available evidence and national and local objectives.
  • Develop and oversee staff development programmes and activities across the Primary Care.
  • Use HCPC/GPHC/FPA professional guidelines to influence service delivery and best practice.
  • Provide professional advice and guidance to managers and professional colleagues throughout primary care across Lancashire and South Cumbria.

About us

The Lancashire and South Cumbria Primary Care Training Hub (L&SC PCTH) has been developed to drive the Health Education England deliverables outlined in both the Common Operational Guidance and Quality Framework. The primary functions of the Training Hub are to:-

1. Develop and expand placement capacity

2. Ensure workforce planning is in place

3. Increase recruitment to Primary Care

4. Recruit and embed new roles

5. Retain the workforce within Primary Care

6. Offer placed based tariffs

This role will focus on supporting 1-5 of the above in the specified professional field.

Job responsibilities

Communication:

  • Communicate highly complex or sensitive information to therapy staff and primary care leads in a language that is understandable to them. This may include imparting unwelcome news eg. Impact of service constraints, performance issues.
  • Use advanced communication skills to present and represent the AHP Directorate at a Conference level.
  • Communicate effectively and work collaboratively with Medical, Nursing, Therapy, private and voluntary staff to ensure service development is co-ordinated and linked with other service development plans.
  • Provide expert information to managers regarding the role and value of therapies in the treatment of people across Primary Care, Health & Social care, education, housing, acute, secondary care and community pathways.
  • Initiate, plan, organise and chair meetings, which have a clear purpose and outcome, such as Clinical Network Forums and Focus Groups.
  • Use advanced and innovative interpersonal skills of negotiation, persuasion and conflict resolution in the development of the service and individuals.
  • Use Information Technology to communicate via email, social media, webinars, podcasts and to obtain and input data to systems.
  • Provide the training hub, ICB, NHSE - WTE with the information as required to use to ensure effective communication up to Board level eg. Plans, presentation, papers, reports
  • Represent Primary Care in a highly professional manner, using effective communication skills when in a public or professional forum
  • Promote sound working relationships within Primary Care and across the ICB within Lancashire and South Cumbria, Universities and other external agencies

Training and Development:

  • Work collaboratively with the Training Hub, NHSE-WTE and the ICB to identify areas for improvement to ensure that profession specific staff within Primary Care have access to appropriate professional development and leadership training opportunities.
  • Alongside Training Hub, NHSE-WTE and the ICB, the post-holder will identify the access to profession specific staff and their access to an appropriate level of clinical supervision and personal/professional development.
  • Inform the workforce planning process for primary care to ensure the profession specific staff have access to appropriately trained workforce, optimising opportunities for apprenticeships and other access routes to training.
  • Lead the development of a prioritised programme of clinical training and development for profession specific staff members throughout primary care.
  • Develop and maintain close working links with higher education institutes.
  • Maintain own professional registration and competency to practice at an advanced/expert level, taking responsibility for ensuring own knowledge and skills are up-to-date, by engaging in and directing continuous professional development, including maintenance of a CPD portfolio.
  • Alongside Primary Care leads, support the maintenance of professional registration and competency for practice, using continuous professional development and lifelong learning.
