Job summary

City Health GP Federation is a Bradford-based organisation comprising independent GP practices working together to provide high-quality healthcare services to patients across the region. Our member practices remain independent organisations while collaborating to further develop and enhance local primary care services.

The Federation was established to address the challenges faced by small providers in the healthcare industry. By working together, our member practices can jointly tackle issues that are difficult to resolve individually. The Federation provides skills, expertise, and resources that would be uneconomical for a single practice to employ, such as improving patient services, bidding for contracts, and sharing best practices.

We are seeking a highly motivated and skilled Data Quality, IT, and Contracting Manager to join our team. This is an exciting opportunity to contribute to the delivery of exceptional healthcare services while supporting our member practices and clinical colleagues in a dynamic and fast-paced environment.

Main duties of the job

The Data Quality, IT, and Contracting Manager will play a pivotal role in ensuring the smooth operation of our GP Federation by managing data quality, IT systems, and contracting processes. The successful candidate will provide expert support in performance management, contract development, and data quality improvement, while also undertaking administrative duties to support the wider team.

Job responsibilities

Main Duties and Responsibilities

Data Quality and IT Management

Proactively initiate and lead data quality improvement initiatives across the GP Federation

Manage routine data queries and provide assistance and advice as required

Ensure the security and confidentiality of all clinical data handled

Prepare statistical or data reports as requested by the GP Federation

Lead on innovation and best use of SystmOne in system transformation and integration projects in City Health Federation

Set up and maintain clinical templates and referral letters

Monitor patient call and recall systems efficiently

Carry out searches, audits, and recalls as required by the GP Federation

Create and provide ongoing management of templates, protocols and SystmOne alerts for the organisation and locally commissioned services

Provide upskilling training to the organisation and related projects teams on the use of information systems

Contracting and Performance Management

Develop and maintain excellent relationships with customers through robust provider performance management and expert contracting support

Support contract development, negotiation, and finalisation, including activity plans and cost schedules

Assist in contract dispute resolution processes

Conduct provider activity validation and data quality reviews

Benchmark contracts to ensure best practices and value for money

Provide information advice and guidance to contract and quality meetings

Support the Operational Support Manager in day-to-day activities.

Develop programs of work on the basis of agreed opportunities

Contribute to the development of performance monitoring systems for the organisation

Information Governance

To work closely with the ICB DPO and IG Lead, to ensure that all requirements in line with technical cyber and physical security standards are delivered and maintained to highest standards whilst complying with best practice

To be the main contact for coordinating all IT related Subject Access Requests ensuring all policies are followed

Undertaking the range of tasks required or advised under GDPR by the ICO and National Data Security and Protection Toolkit such as data mapping reporting data breaches compiling retention schedules compliance audits etc

Overseeing Data Subject Access Requests and Erasure Requests from patients and staff to ensure response within the legal timeframes and conducting audits to ensure compliance and address potential issues proactively

Managing agreements with third party organisations to ensure our data is protected appropriately and ongoing review of the suitability of third-party suppliers and compliance

Ensuring data sharing agreements are in place with third parties

To support with ensuring compliance with the Data Protection Security Toolkit around Data requirements

Referral Management

Manage referrals to the City Federation SystmOne module ensuring timely processing and accurate record-keeping

Maintain caseloads and ensure the timely discharging of patients coordinating with relevant healthcare professionals

Monitor and track referral pathways to ensure efficiency and compliance with service standards

Patient Feedback and Experience

Collect and analyse patient feedback and experience data to identify areas for improvement

Implement and manage the Friends and Family Test (FFT) for all services provided by the GP Federation

Ensure patient feedback is used to drive service improvements and enhance patient satisfaction

Prepare reports on patient feedback and present findings to relevant stakeholders

Administrative Support

Support practices by upskilling staff in areas including coding scanning summarising GP links registrations and deductions

Draft agendas and collate information and documents for GP Federation meetings ensuring timely distribution of papers

Attend meetings as required and take detailed and accurate minutes.

Provide efficient effective and timely reporting in the form of dashboards and datasets

Undertake specific assigned tasks project support or development work as required

Report risks significant problems and issues to the relevant person ensuring appropriate procedures are followed

  • Proven experience in data quality management, IT systems and contracting within a healthcare or GP Federation setting
  • Strong administrative skills with the ability to manage multiple tasks efficiently
  • Proficiency in using SystmOne clinical systems and Microsoft Office packages (eg Excel, Word)
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships
  • Ability to work independently and use own judgement, while also being confident to seek advice where needed
  • Strong organisational skills with the ability to prioritise tasks and meet deadlines
  • Knowledge of contract management, performance reporting and data quality improvement processes
  • Understanding of confidentiality and data security principles
  • Ability to develop good working relationships with key stakeholders and clients
