Job summary
The Operations Lead for Clinical Services has a key role supporting the Hospices Head of Practice & Development (HPD) & Head of Quality & Education (HQE) by ensuring the clinical services are efficiently operating to provide specialised palliative and end of life care to meet local commissioning expectations and which is safe, caring, responsive, effective and well-led supporting the Hospices compliance with all aspects of Care Quality Commission (CQC) national standards and related legislation.
The post holder will ensure day to day efficient running of all the services, overseeing the clinical caseloads and the clinical services team leads (CSTL) who have responsibility daily for operational service delivery which includes supporting and supervising staff and volunteers. Additionally, the post holder will ensure adequate staffing 24/7, have responsibility for staff recruitment, induction, development, supervision, appraisal and performance.
Main duties of the job
You will be a competent practitioner demonstrating evidence based clinical expertise, ability to complete holistic patient and carer assessments, act as an expert, mentor, resource and advisor to other colleagues, patients and carers, and willing to work clinically whenever service delivery requires essential operational support.
You will be a compassionate, caring experienced leader who is passionate about palliative and end of life nursing care in community settings. You will have excellent organisation skills and complete work thoroughly.
You will also need to be able to care for your team, including volunteers, with the same approach as you would your patients and their families.

Principle Duties & Responsibilities:
Leadership & Management
1. To lead the nursing team in developing the quality of nursing care, acting as a source of support and advice to colleagues and relatives.
2. To ensure that clinical care is provided in line with multi professional, evidence based care plans, is timely, responsive and appropriate and that Mary Ann policies and procedures are adhered to.
3. Take responsibility for a patient/carer user group, consulting and liaising with the multi-disciplinary team, service users and family/carers over their care.
4. Work with multi-professional colleagues internally and externally.
5. Ensure all patients and families receive responsive personalised care which is assessed, planned, implemented and evaluated using evidence based guidelines.
6. Oversee the admission and discharge of patients and hold monthly caseload review meetings with each of Mary Anns service departments.
7. Support the HPD with new ways of working which support organisational objectives and service improvement and new service developments in line with local commissioning or organisation requirements.
8. Oversee the Team Leads who are responsible for day to day effective motivation and direction of staff and volunteers to ensure that time and resources are managed through efficient teamwork.
9. Lead on the recruitment and induction of new staff and support the CSTLs to ensure all staff have an annual appraisal, including bank staff and that volunteers have an annual opportunity to review their role.
10. Support the CSTLs to ensure that staff and volunteers have a clear understanding of their duties and responsibilities and of the standards of performance and conduct expected of them including undertaking initial/informal stages of HR policies e.g. absence, performance management (capability); disciplinary and grievance investigations.
11. Work flexibly across the organisation and through all departments and sites as required to support the delivery of the hospices care services.
12. Support the CSTLs in ensuring right skill set of staff are available for efficient and effective service delivery across the clinical services on a 24/7 daily basis through oversight of duty rotas and deploying staff appropriately according to their skills and experience.
13. Work with the HQE in implementing and reviewing clinical practices to ensure that they are evidence based and cost effective, and all times aligning with clinical services workforce strategy.
14. Ensure agreed polices within area of responsibility are adhered to and actively contribute to policy reviews and development.
15. Act as a professional role model to staff and volunteers.
16. Ensure all staff participate in clinical (depending on role) and reflective supervision in conjunction with Hospice framework.
17. Ensure that high standards of cleanliness, tidiness and dcor are maintained in the clinical areas ensuring environmental and infection control standards are adhered to.
18. Have responsibility for all key worker roles and activities relevant to clinical services especially infection prevention, Motor Neurone Disease, Tissue Viability, Moving & Handling, Carer Support.
19. Lead on processes of change demonstrating responsibility, professionalism and integrity.
20. Responsibility for the delivery of Hospices clinical audit programme, including participation and supporting clinical staff to undertake audits and the learning outcomes/service developments which result; ultimately contributing to the assurance of quality standards and clinical governance of care provided.
21. Maintain high professional standard in accordance with the NMC Code of Conduct.
22. Support clinical leadership team to ensure clinical services remain within financial budget through efficient use of all resources and for ensuring the HPD is adequately notified of any future budget planning requirements e.g. equipment procurement, staffing changes.
23. Support the CSTL and HPD in the handling of complaints relating to clinical services.
24. Promote clinical incident reporting, a just culture and lead on the development and implementation of action plans to improve and develop practice.
25. Ensure risk assessments are completed for any new activity or procedure affecting patients or day-to-day operations.

26. 29. Responsible for ensuring high standards of communication, documentation and clinical records are maintained at all times which pay due regard to information governance standards and Caldicott principles and have the ability to use electronic record systems e.g. Lorenzo, EMIS.
30. Ensure that activity data and outcome measures are consistently interpreted and reported.
31. Ensure use of approved manual handling techniques in the delivery of patient care, including the safe use of mechanical and non-mechanical moving and handling aids.
32. Support the HPD to review clinical standards and practice across services with particular attention paid to the drive for evidence-based practice at all times.
33. Support the CSTL to ensure Hospice multi-disciplinary discussions take place in timely manner and staff follow up on any interventions needed ensuring right care, at the right time, in the right place. Also support the CSTL in the co-ordination of attendance by RNs and self at community hub MDTs and hospital/community specialist palliative care MDT.
