We have a temporary job opportunity for a part time Business Manager within Trafford West Primary Care Network. You will become
a valued member of our primary care team, focused on providing management support to Trafford West PCN.
Experience within HR, Finance and Business Management is essential.
This role will be held for a 6 month minimum with potential to increase for a further 6 months.
Main duties of the job
The
PCN Manager will work with the various stakeholders within the PCN Practices to
develop the PCN vision further and to maximise the opportunities for developing
the multidisciplinary team as well as overseeing various projects/services
within the PCN. The post holder will be supported by an operational team and
the Practice Managers from the six member Practices.
In
supporting the development of the networks, the services required to comply
with the DES and overseeing line management of staff employed to work within
the networks, the post holder will work closely with and also provide
management support to the 2 network clinical directors.
The
post holder will also support the collection of data and information to ensure
robust budget monitoring, payments and provision of assurance to the network
and/or commissioners relating to DES compliance.
The

- PCN Development
- Recruitment and workforce support and planning
- Finance involvement
- Operational Management of services across the network
- PCN involvement within the locality and wider system
- Wider PCN priorities including tackling health inequalities
- Leading Innovative projects (including PHM) where clinical input
not required that look to improve

Overall
PCN management support, supporting the PCN executive team and ARRS team.
PCN Development:
- Spending plans for development monies, training, and development
of the PCN
- Integrated working plans linking with others in the system
- Consideration of clinical projects and development of new
services
- Developing plans for projects identified by the PCN and support
the Clinical Director with the implementation of the projects
- To be involved in the management of the Network
Recruitment and workforce support and planning:
- Contribute to Workforce planning and strategy
- Recruitment shortlisting and interviewing
- Line managing any team leads/service supervisors
- Line management of clinical and non-clinical PCN staff
- Link with subcontract agencies e.g. PCP, BCS, PCD
- Arrange touchpoint meetings, 1:1s and team catch ups
- Recruitment and integrating of new roles and staff into the PCN
teams and member practices, ensuring induction of new PCN staff employed via
the Additional Roles Recruitment Scheme (ARRS) is completed and ongoing
training and supervision is monitored and completed to required standards
- Diary Management and mobilisation for PCN staff
- Workforce Reporting
Finance:
- Financial planning working alongside the clinical directors
- Financial planning and costing of services e.g. improving
access, projects etc
- Ensuring adherence to budgets for services
- Completion of national workforce planning submissions
- To work alongside the Practice Managers within the network to
set up new financial systems and processes as required by the PCN
- Oversee and check the accuracy of any submissions for Enhanced
Services, contractual requirements on behalf of the Network and ensure that all
claims are submitted on a monthly and quarterly basis
PCN within the locality/wider system:
- Representation of the PCN in the wider system
- Linking to local and ICB strategy
- Networking with other PCNs and federations shared working
opportunities/sub-contracting
Operational:
- Responsible for the effective and efficient operational delivery
of services relating to the PCN DES, IIF, Enhanced Access service and similar
projects
- COVID vaccination programme delivery within the PCN and similar
programmes at scale, Vaccine stock management
- Working with the PCN Clinical Director to ensure all NHSE
clinical guidance is followed with patient safety at the forefront of all
decisions
- Support the PCN Clinical Directors to ensure the smooth running
of the Network
- Document and manage PCN workflow processes as they develop
- Work with the PCN Clinical Director for strategic and
operational planning processes to support the PCNs objectives
- Support the PCN Clinical Director with the writing high and low
level business and development plans as required
- Identify any risks and barriers with practices and work to
mitigate or overcome these where possible.
- Support practices with formulating project and/or delivery plans
in relation to meet the DES specification, including writing plans and business
cases on behalf of the network(s) as appropriate.
- Support the review of PCN agreements as and when required
including reflecting changes to practice members and the DES specification(s)
as these are issued by NHS England.
- Understand risks and identify these for the clinical directors
and help to identify any mitigating actions to reduce risk.
- Ensure that patient safety is at the forefront of all service
developments and delivery.
Leadership, Oversight and strategy of the Enhanced Service
provision across the network:
- Delivering clinics with various skill mix, in line with the PCN
goals, and ensure optimal uptake of clinics with suitable appointment bookings
- Maintain adequate staffing levels, both clinical and
non-clinical staff, overseeing the day to day running of the clinics
- Co-ordinate the delivery of enhanced services and other service
submissions on behalf of the Network
- To oversee scoping, initiation, delivery, implementation,
administration and evaluation of transformation projects on behalf of PCN as
required
- Set deadlines, assign responsibilities and monitor progress of
projects
- Keep detailed project notes, reports and records. Record meeting
minutes
- Identify risks or issues and problem solve to find alternative
solutions
- Implement and communicate changes across the PCN
- Review effectiveness and impact of projects
- Ensure proactive stakeholder management occurs including
