The PCN Manager forms an integral part of the PCN leadership working alongside the Clinical Director, the PCN administrator and the PCN board members.

The post holder will act as the main point of contact of expertise, coordinate the successful achievement of all PCN DES contractual requirements, support the translation of national and local policies into meaningful changes, and support collaborative working between multiple organisations to achieve improved outcomes for the local population.

About us

Salutem PCN comprises of fice GP practices, covering over 50,000 patients.

The PCN is friendly and forward looking organisation with increasing responsibilities.

The post holder will assist the Clinical Director with strategic oversight, keeping abreast of all changes likely to affect the service now and in the future, including the operational planning, designing, implementing and reviewing new services and day to day management of these, for the PCN.

The post holder will ensure the PCN operates at the highest level of performance and accountability.

ACCOUNTABLE TO Clinical Director and PCN Board

Humberstone Medical Centre,

CONTRACT Twenty-five hours per week

GRADE and SALARY Band EightA AfC, depending on Experience.

Job Summary

The post holder will be responsible for providing operational management support to the 5 practices within Salutem PCN.

The PCN Manager forms an integral part of the PCN leadership working alongside the Clinical Director, the PCN administrator and the PCN board members.

The post holder will act as the main point of contact of expertise, coordinate the successful achievement of all PCN DES contractual requirements, support the translation of national and local policies into meaningful changes, and support collaborative working between multiple organisations to achieve improved outcomes for the local population.

The post holder is not responsible for Financial Management but has oversight of it by liaising with the Bookkeeper and the administrator where required to ensure financial management and reconciliation of financial funds and maintaining accurate financial records.

The post holder will assist the Clinical Director who has strategic oversight, keeping abreast of all changes likely to affect the service now and in the future, including the operational planning, designing, implementing and reviewing new services and day to day management of these, for the PCN.

The post holder will be responsible for the development, management and maintenance of systems and processes to ensure the PCN operates at the highest level of performance and accountability.

MAIN DUTIES AND RESPONSIBILITIES

Organisational:

Support the PCN Clinical Director and the administrator to ensure the smooth running of the network.

Oversee and develop the role of the PCN administrator.

To be involved in the management and development of the network to drive continual improvement.

Work with the PCN Clinical Director to put in place strategic and operational planning processes to support the PCNs objectives.

Oversee the coordination and delivery of enhanced services and other service submissions on behalf of the network.

Be a point of contact for Practice Managers

Support the PCN Clinical Director with the writing of business and development plans as required.

Help develop job descriptions, person specifications and selection and recruitment activities for new services (if required) to ensure the correct interpretation of the PCNs requirements have been understood

Support recruitment, induction and training of new PCN staff where required

Provide ongoing HR Line manager requirements for the ARRS staff.

Support effective communication and a positive working culture within the PCN.

Oversee the training and development of PCN ARRS staff, including ensuring regular appraisals take place.

Assist the Clinical Director in analysing service specifications, performance indicators and data collection requirements to inform design for new PCN services

Assist with delivery of new PCN services.

  • Carry out any other duties as may reasonably be required by the Clinical Director, PCN Board and its members.

Finance and Administration

Oversee the PCN administrator in the day-to-day management of the PCN finances.

Liaise with the Bookkeeper, Clinical Director and Accountant if required.

Quality and Governance

Work with the individual practice managers to ensure the PCNs compliance with GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.

Ensure the PCN Board and Clinical Director adhere to the governance structure as set out in the Network Agreement.

Communication

Promote and maintain good relationships between, and with all member practices

Establish effective relationships with key stakeholders across the local health economy related to the PCN, to assist in the wider aims of the PCN in providing and supporting quality health care in the neighbourhood.
