Job summary

The PCN Manager will be working as part of the Winchester and Rural South Primary Care Network, comprised of four passionate individual GP surgeries with a reputation for delivering outstanding patient care.

We would like to bring in a manager to champion our joint objectives and to build on the success and foundations of our PCN.

Main duties of the job

The PCN Manager will oversee the operations, finance, and strategic plan of the PCN, reporting to the PCN board and being the first point of contact for the PCN by outside organisations. 

About us

The Winchester and Rural South PCN consists of the following GP Practices:

  • Bishops Waltham Surgery
  • Stokewood Surgery
  • Twyford Surgery
  • Wickham Surgery

As a collective group of surgeries, we combine our strength together as a PCN to meet our objectives of:

  • Improving experience and health outcomes for patients.
  • Developing Practice resilience through the recruitment of allied healthcare professionals.
  • Meeting the service requirements of the PCN directly enhanced service (DES)
  • Creating business sustainability across the network by being financially confident.

An example of PCN working together includes the Colden Common Vaccination Centre opened in December 2020. We were amongst the very first in the country to vaccinate in the community and we recently surpassed 75,000 jabs.

Job description

Job responsibilities

Operational:

  • Organise, attend and minute PCN board meetings.

Workforce:

  • Manage the recruitment and retention of all PCN employed staff by working with the Lead Practice to ensure all posts follow due process and employment checks are carried out.
  • working closely with the Lead Practice and lead Staff (clinical/non clinical) in member practices, to ensure appropriate staff induction, training, and appraisals/reviews are in place to support staff to undertake their roles.

Strategy:

  • To implement the strategic plan of the PCN board.
  • Currently this may include the setting up and management of the PCN as a limited company.
  • To continuously promote the interests of the PCN and its member practices. Including representing the PCN at other meetings as required, providing feedback to the PCN Management Board.
  • To develop excellent relationships with the CCG, ICS and other relevant stakeholders.

Service Delivery:

  • Lead and co-ordinate the PCN implementation and delivery of all elements of the Network Contract DES to ensure compliance with local and national service requirements.
  • Lead and co-ordinate the scoping, business case and implementation of projects across the PCN as part of the organisational development plan.
  • Work with member GP practices to monitor progress and delivery against the Impact and Investment Fund (IIF) targets.

Finance:

  • To update the board monthly on the financial position of the PCN. Including the movement towards providing the PCN Board with regular management accounts.
  • Ensure all PCN funding entitlements are claimed/received on a regular basis.
  • Ensure payments are issued to the member GP Practices as agreed in respect of any services provided on behalf of the PCN.
  • Working closely with the PCN finance lead board member.

Other duties:

· To identify organisational improvements to enhance and improve integrated care and services to patients;

· To assist with the gathering of statistics and information when required;

· To liaise and work with different practices on an ad-hoc project basis;

· To provide day to day administrative assistance to the Winchester and Rural South PCN by supporting quality improvement and performance;

· To work closely with the relevant teams and Practices to support network implementation of agreed service changes, pathways and quality improvement;

· Report risks, issues and actions to the PCN Clinical Director or Practice Manager(s
