Job summary

As the Chief Operating Officer (COO) you will be expected to provide leadership, vision, and operational management to help us meet both short and long term objectives. The COO will help create an organisational culture that strengthens both operational efficiency and effectiveness.

The successful applicant will ideally be an existing COO or currently in a senior Operations role and looking for a new long-term challenge which offers career and personal development potential. Previous NHS based management experience is desirable. Key requirements of any potential candidate include:

  • Proven exposure in a senior leadership role.
  • A strong understanding of Operations, HR, and IT.
  • Excellent people management skills with an ability to build relationships at all levels.

The starting salary for this role is £70,000 per annum. SCGP would be willing to offer a higher salary for the right applicant who has the required experience.

Main duties of the job

Reporting into the operating and strategic boards, the COO will deliver and implement strategies across service delivery, HR and IT that meets the needs of our organisations strategy. You will promote the SCGP vision and values and evaluate the performance of the areas under your responsibility recommending actions that will improve performance. Your core responsibilities will include:

  • Managing the HR Manager and focusing on people related strategies around wellbeing, training & development, engagement, and recruitment. Including leading, mentoring, and motivating staff to achieve their targets and fulfil their potential.
  • Managing the service delivery team and overseeing the efficient implementation and improvement of processes & procedures that enhance our delivery of healthcare. Including establishing policies that promote and improve SCGPs vision and culture.
  • Overseeing the IT strategy, working closely with the IT team to ensure we maximise our use of technology while allowing us to remain patient friendly and serve our full demographic.

Alongside managing the above functions, you will also ensure the Partners and Board are kept appraised on the performance of these functions this will include a monthly board report. You will evaluate SCGPs performance and recommend strategies to improve results. You will help us to continue to build and protect a reputation for high quality patient care, being a good employer and an organisation with which others would wish to partner.

Job Role & Purpose

Ensuring SCGP meet its aims and objectives within a profitable, efficient, safe, and effective working environment.

A core member of the Leadership Team responsible for leading the Groups operational delivery, ensuring the delivery of high-quality, cost-effective services that are innovative and responsive to the needs of our patients. Providing strong leadership and delivering excellent management standards to your team while in charge of executing our daily operations, HR, and IT functions.

The primary purpose of the role is to ensure systems, structures and processes are in place to deliver the smooth and efficient day to day running of six sites across the group. Directly responsible for supporting the management team and their staff, while ensuring we deliver excellent services and care for our patients while delivering effective and meaningful performance reporting to the operational and strategic boards.

Key Duties & Responsibilities

Leadership

  • Contribute to the strategic management, planning, decision making and leadership of the Group.
  • Contribute to the setting and maintenance of SCGP aims, objectives, policies and targets and the implementation and review of such objectives.
  • Contribute to the preparation and updating of Group development plans and oversee the implementation of the aims and objectives in relation to service delivery.
  • Work closely with the Board, committees, Group Manager, and management team to ensure that the practice sites meet quality indicators and targets including the Quality and Outcomes Framework, CQC, key performance indicators and other quality monitoring measures.
  • Work alongside the managing partners in leading the business.
  • Hold regular group and one to one meetings with direct report managers within the Group.

Communication & Relationships

  • Ensure the appropriate systems are in place within SCGP to maintain effective internal communication across the whole Group.
  • Strengthen professional networks, both internally and externally, so that SCGP is kept up to date with new developments, can take advantage of new opportunities and mitigate against new threats.
  • Attend any relevant meetings external to the group to further the business of the Group, work with other local practices and with any other provider or commissioning organisation.
  • Disseminate information to the practice sites across the group in relation to patient services including agreed system changes and ensure implementation.
  • Managing complaints that require senior manager input.
  • Ensure that patient satisfaction is monitored and maintained at every opportunity and provide opportunities for regular patient feedback including the design, implementation and maintenance of regular patient surveys and forums.
  • Develop, manage, and influence long-term relationships with our own teams, shareholders, commissioners, and other stakeholders.
  • Oversee development of a communication and engagement strategy.

Business responsibilities

  • Continually strive to improve quality across all aspects of SCGP to include the quality of premises, services, responsibilities as an employer and fulfilling all obligations to the satisfaction of any external regulatory body or inspector.
  • Develop and review Health and Safety policies and procedures and keep abreast of current legislation.
  • Ensure that processes are in place to clean and maintain SCGP premises and equipment, and that adequate fire prevention and security systems are in place.
  • Ensure that SCGP comply with NHS contractual obligations in relation to patient care.
  • Work closely with the Operational Management team; Service Delivery Team, Finance Manager and HR Manager and provide leadership and line management to your direct reports.
  • Oversee the duties of the Finance Manager and ensure that financial forecasting for the Board is completed, budgets and cash flow are managed, and suitable operational systems, KPIs and objectives are in place and regularly monitored to ensure adherence to the budget set and financial plan.
  • Maximise income through effective and accurate operating standard of all clinical services.

Business Analysis and Performance

  • Ensure effective governance and oversight of our service delivery.
  • Plan and monitor the services being offered to patients.
  • Lead, support and develop the delivery of Planned and Unplanned services and future at scale programmes to ensure income is maximised without compromising safety and patient care.
  • Take full advantage of all opportunities to develop consistent standards, practices, procedures, and policies across the Group to ensure efficiencies are maximised and patient satisfaction is maintained or increased where required.
  • To produce regular reports to the operational and strategic boards on the progress of performance and projects in achieving targets via KPIs.
  • Oversee, develop, and implement effective staff appraisal and monitoring systems ensuring that objectives and KPIs are in place across the Group.
  • Directly line manage staff as determined across the Group.
  • Manage staff levels across the practice sites within agreed budgets.

Organisation and Planning

  • Review, update and implement all relevant policies and procedures that support the consistent operations of the Group.

  • Adopt an operational approach to the development and management of services across the practice sites within the Group. Developing, implementing, and embedding an effective practice operational plan and staff succession and development plan.
  • Review the roles and responsibilities of all members of the practice teams on a regular basis.
  • Ensure systems are in place to enable the Group to continue to function in your absence ensuring other staff have the necessary knowledge to deputise in your absence.
  • Evaluate and plan SCGP IT implementation and modernisation and keep abreast of latest developments in primary care IT and initiatives.
  • Ensure the Group has effective IT data security, back up, maintenance and disaster recovery plans in place.
  • Lead and oversee all matters relating to human resource management within the Group including recruitment, staffing levels, organisational structures, training plans and employee relations.
