An exciting opportunity has become available for an enthusiastic and forward-thinking Operations Manager to join the First Coastal PCN in a new role that will be developed as it progresses. The successful candidate will be joining our Primary Care Community team, working with GPs, Neighbourhood Team and community staff, Care Co-Ordinators, Occupational Therapist, Physiotherapists and Social Prescribing Link Workers.

Our vision for the future is to create a patient care system that includes everyone and to inspire change by offering proactive, enhanced patient-centred care. A system where member practices work closely together and in collaboration with health and social care, voluntary sectors, community groups and local people to deliver efficient and timely personalised care. To be the voice of the people that live and work within the PCN area and to invest in the future health of the First Coastal population.

Main duties of the job

The PCN Operations Manager role exists to support the PCN Manager in the delivery of the Primary Care Network agenda. They play a pivotal role in the delivery of high-quality primary health care within the First Coastal Primary Care Network.

The PCN Operations Manager will form an integral part of the PCN leadership team working alongside the Clinical Director, the PCN Manager, Clinical Lead and the PCN board members. They will support the coordination, and successful achievement, of all governance requirements, and will work to translate national and local policy into meaningful changes. They will support practices to achieve improved outcomes for the local population.

They will deliver on a wide range of business support, day to day operations for the PCN including management, leadership and supporting transformation and improvement initiatives across the PCN.

The PCN Operations Manager will be instrumental in progressing the PCN development plan. This role will work with member practices to break down challenges to implementation across our population to ensure collaborative approaches to service development and delivery.

The PCN Operations Manager will be responsible for disseminating new information across the member practices and our teams. They will actively support integrated ways of working whilst promoting standardisation for efficiency purposes.

About us

First Coastal PCN covers a population of approximately 84,000 patients this is made up of seven practices, Marsico Medical Practice (Mablethorpe), Hawthorn Medical Practice (Skegness), Beacon Medical Practice (Skegness), Merton Lodge (Alford), Spilsby Surgery, Stickney Surgery and Old Leake Medical Practice. These practices work together across coastal and rural divisions to deliver care to the local population.

KEY RESPONSIBILITIES:

The following are the key responsibilities of the PCN Operations Manager. There may be, on occasion, a requirement to carry out other tasks;

Deputise for the Manager, as agreed, at internal and external meetings to ensure business continuity and PCN representation at key meetings

Deputise for the Manager, as agreed, during their absence across a working week

To work with our PCN staff to provide day-to-day support by leading and maintaining quality improvement and performance.

To work closely with the relevant teams and practices to support network implementation and standardisation of agreed service change, contracts, policies, pathways, and quality improvement whilst acting as the point of contact for Practice Managers regarding delivery of a PCN project/scheme.

To liaise and work with different practices on an ad-hoc project basis

To ensure patient safety and quality of care is always considered and establish necessary monitoring and tracking processes.

To help practices and staff within the PCN to understand and support the delivery of its strategic objectives.

To collate feedback/analysis data on behalf of the PCN.

To co-ordinate the delivery of the Network DES Contract and other service submissions on behalf of the PCN.

To provide operations management oversight at board/strategic meetings.

To monitor and check the accuracy of the any submissions for contractual requirements on behalf of the PCN and to ensure that all claims are submitted in good time.

Ensure that PCN staff deliver high-quality and personalised care to patients.

To present operational plans, goals and any monitoring information and reports to the PCN when required.

Work with the PCN Manager to present complex, sensitive information and solutions to managers and teams in a manner that generates understanding and support, having analysed the evidence and options.

To manage risks and issues with supporting outcomes. These are to be reported to the PCN Manager.

To assist in the resolution of any complaints, resolving informal complaints locally and assisting in the investigation of and response to formal complaints as required

To work with the PCN Clinical Director and PCN Management Team for strategic and operational planning processes to support the PCNs objectives.

To undertake all mandatory training and induction programmes.

Undertake any tasks consistent with the level of the post and the scope of the role, ensuring that work is delivered in a timely and effective manner.

Project Management

To oversee scoping, initiation, delivery, implementation, administration and evaluation of transformation projects on behalf of PCN, as required:

Set deadlines, assign responsibilities, and monitor progress of project.

Demonstrate value for money / efficiencies across the PCN related to the project.

Keep detailed project notes, reports and records.

Identify risks or issues and problem solve to find alternative solutions.

Implement and communicate changes across the PCN

Review effectiveness and impact of projects.

Business continuity planning

Research best practice in primary care continuity planning

Review existing Practices plans and identify gaps and areas for improvement.

Formulate new, co-ordinated plans that enable the Practices to coordinate their business continuity responses.

Engage with other organisations to establish a wider community response.

GENERAL RESPONSIBILITIES

To undertake other tasks and responsibilities as appropriate to banding level, as delegated by the PCN Manager.

To always present a professional persona, and demonstrate appropriate knowledge, skills and competencies, which reflect positively on the organisation.
