Job summary

Newton Place Surgery is looking to recruit a Finance Manager to join our busy but friendly practice.

The position is 20 hours over 4 days a week.

Main duties of the job

To manage and coordinate all aspects of practice finances, optimising efficiency and financial performance, ensuring the practice achieves its long-term strategic objectives. Responsibilities include accounts, claims, payroll, pensions, banking and maximising income and reducing expendature.

About us

Newton Place Surgery is a vibrant purpose-built surgery with a great family feel, set in the beautiful market village of Faversham in the countryside of Kent. The practice has 7 GP partners and the support from the business manager and operations manager and 80+ employees and associated staff.

We offer a variety of additional on-site services such as ultrasound, audiology, physiotherapy, womens health, minor surgery, ECGs, and spirometry and we are a covid vaccination site. We also have an off-site Ophthalmlogy service in Folkestone. The practice is actively involved in research and employs a small team to support this. We are also a training practice that hosts ST2, ST3, medical students, PAs, paramedics, and student nurses.

Newton Place Surgery is one of seven practices that form Mid Kent PCN. The PCN has a population of almost 100k, making it one of the largest PCNs in East Kent.

Job description

Job responsibilities

Primary key responsibilities

The following are the core responsibilities of the Finance Manager. There may be, on occasion, a requirement to carry out other tasks. This will be dependent upon factors such as workload and staffing levels:

a. Manage practice finances, maximising income and reducing expenditure

b. Accurately monitor cash flow, forecast and predict workflow corresponding to income

c. Review all income and expenditure statements, identifying any inaccuracies and rectifying such issues

d. Business governance - ensure the business is run in accordance with all guidelines and legislation e.g. health and safety, tax, finance etc

e. Understand and report on the financial implications of contract and legislation changes

f. Ensure accurate budgeting and accountancy systems are maintained

g. Prepare information for annual accounts

h. Reconciliation of monthly drug payment and GMS statements and PCN payments

i. Ensure invoices are paid within the given time frame

j. Responsible for claims such as ARRS, locums, trainees and services

k. Oversight of all claims process ensuring figures are accurate

l. Maintain an effective system for the handling of petty cash and cheques

m. Submit year-end figures liaising with the organisations accountant

n. Manage and oversee the organisations pension scheme, retaining accurate records

o. Manage partners drawings

p. Payroll including holiday and sickness pay

q. Submission of pension information, including: monthly online pensions, NEST, annual SD55, superannuation forms and The Pensions Regulator declarations.

r. Assist with implementation and maintaining an effective stock control system

s. Keep abreast of current affairs and identify potential opportunities and threats

t. Produce staff budgets with recommendation for annual uplift, based on DDRB recommendations.

u. Present financial forecasts to partners as and when required

v. Ensure the presentation of monthly financial reports is of a high standard

w. Ensure that effective financial controls are in place and processes are adhered to

x. Understand and brief the management team on the financial implications of contract and legislation changes affecting the organization

y. Arrange practice insurances

z. Manage equipment leases and maintenance contracts.

aa. Maintain an effective working relationship with the ICB, ensuring the organisation receives a proportionate and equitable allocation of resources

bb. Demonstrate leadership and change management and support the capacity for both within teams. Support the Business Manager in developing and implementing processes to support staff morale, to achieve good levels of staff development and retention

Secondary responsibilities

In addition to the primary responsibilities, the Finance Manager may be requested to:

a. Deputise for the practice manager/deputy practice manager in their absence

b. Assist the management team with HR requirements when necessary

c. Act as the primary point of contact for finance-related matters with NHS E, the ICB and the organisations accountant

d. Partake in audit as requested by the audit lead

e. Attend and actively participate in practice management meetings

f. Attend any external meetings pertinent to the role of Finance Manager
