Job summary

Ribble Medical Group Primary Care Network are seeking a highly motivated PCN Manager who will be instrumental in progressing its PCN development plan. You will be working alongside the Clinical Director and the 7 member practices. We are seeking an accomplished, enthusiastic and highly motivated individual who can work under pressure and prioritise workload who is used to working at a senior management level. The successful candidate will drive the development of the network over the coming years and must have excellent organisational and communication skills as building relationships with the member practices is an essential part of the role. Experience of business/project management is also key. The role can be primarily home-based with travel to meetings at any of the 7 GP practices in the South Ribble/Preston area required on a regular basis.

Main duties of the job

- First point of contact for Practice Managers with regard to delivery of PCN projects - Analyse service specification, performance indicators and data collection requirements to inform design for new PCN services - Organise and minute the PCN board and associated meetings - Ensure governance standards are maintained - Develop job descriptions, person specifications and selection and recruitment activities for new services - Support service delivery - Develop metrics and other arrangements to support the subcontracting of services and contract management - Responsible for the management of operational processes and development of Standard Operating Procedures - Co-ordinate recruitment, training and development, induction and appraisal of staff - HR Management - Liasion/reporting to CCG and other organisations as required - Maintain/build relationships across all core member Practices & wider system partners - Drive continuous improvement across the PCN - Develop and maintain all PCN databases and policies - Oversee finances & payroll of the PCN - Carry out any other duties as may reasonably be required by the Clinical Director, PCN Board and its members

Ribble Medical Group are a 7 practice PCN (primary care network) based in the South Ribble area and cover a patient population of around 39,000 patients. Member practices are Longton Health Centre, St Fillans Medical Centre, Fishergate Hill Surgery, Kingsfold Medical Centre, Lostock Hall Medical Centre, New Longton Surgery and the Beeches Medical Centre. We are a friendly, hard-working and supportive team led by our Clinical Director. Our PCN team currently comprises a team of 6 Clinical Pharmacists, 2 Social Prescribers & 2 First Contact Physiotherapists. We are looking to add more roles under the additional roles scheme in the future. Ribble Medical Group are a group of 7 GP practices in the South Ribble area that work together as a Primary Care Network (PCN) to deliver contracts and services for their GP registered population of approximately 39,000 patients. The post-holder will have good knowledge of primary care systems and have the vision and ability to innovate. The post holder will: • work with the Clinical Director and Practice Managers of the member practices to guide the PCN to proactively take full advantage of all opportunities available and then be responsible for the operational and financial management of these new workstreams • be managerially accountable for all aspects of the PCN business and service delivery • manage the PCN contractual requirements and monitor PCN and practice performance against indicators/targets, producing the necessary reports/update, recommending and/or taking action if required • form an integral part of the PCN leadership working alongside the Clinical Director and the PCN board members • act as the main point of contact of expertise, co-ordinate the successful achievement of all PCN DES contractual requirements, support the translation of national and local policies into meaningful changes, and support collaborative working between multiple organisations to achieve improved outcomes for the local population • working with the lead practice to ensure financial management and reconciliation of financial funds and maintaining accurate financial records • keeping abreast of all changes likely to affect the service now and in the future; including the operational planning, designing, implementing and reviewing new services and day to day management of these, for the PCN • be responsible for the development, management and maintenance of systems and processes to ensure the PCN operates at the highest level of performance and accountability Main duties and responsibilities The post holder will: a. Co-ordinate training and development of PCN clinical/administrative staff j. Support recruitment, induction and training of new PCN staff k. Working with the lead practice, co-ordinate HR Management and documentation of PCN staff, including job descriptions, employment contracts and employment policies, ensuring the documentation is updated in line with changes in employment law and that policies are followed, managing appraisals and Personal Development Plans l.
